December 14th,. 1953 -at 7:30 P.. M.
Present: Councilmen Martin.: Miller,. Nelson, Smith
and Mayor TeWiukle.
Absent:' -None.

Councilman Smith reported that it would-be helpful
if photographs of the houses to be moved into the
City.were submitted with the application.

presented and read.- Thereupon Councilmia Nelson
AGREEMENT
moved the adoption of Resolution No._ 3.9._`. The. motion
was seconded by Councilman Smith and carried by the
following. Vote:
AYZS: Councilmen Martin. Miller,, Nelson,. Smith and
Winkle,
NOES: None.
City -Manager Coffey reported that in order to properly
grade and resurface Rochester Street, it would cost
$1165.68 in addition to the County's work. Mayor
Winkle suggested the matter be tabled until the
neat meeting --in order to determine the wishes of the
property owners.
The City_ Manager presented a request from Mr. Kennedy
for an encroachment permit to install pavement from
the present pavement to the curb line, at his place
of business on 17th Street and Tustin Avenue. The
matter was tabled until such time as street widths
are established by -the Council.
The City Manager stated that he has been advised by
the County.of Orange that they will not be responsible
for the "dog -.problem" after January lat. 1954, and
that he has been working -with the County -Supervisor
for this area on the situation.
MUTUAL AID
It was moved.by .Councilman Miller that the City
Manager and the City Attorney be authorized to arrive
at an equitable agreement with the City of Newport
Beach, the California Highway Patrol and the County
of Orange with the City of Costa Mesa, regarding
jurisdiction over traffic accidents. The motion was,
seconded by Councilman Nelson and unanimously carried.

Upon motion'of:Councilman Miller, seconded by
Councilman. Smith and unanimously_. carried, the -
City Manager and.Chief of Police were authorized
to negotiate with the -Police Department of
Newport.Betch to intercept -calls between the
hours -of 5:00 P. M. and 8:00 A._ M..
The application of the United Outdoor Advertising
Co., for three billboards was approved upon motion
of Councilman Smith. seconded by -Councilman Miller
and unanimously carried.
It was moved by Councilman Smith seconded by
Councilman Nelson and unanimously_ carried that.the
application of Poster & Kleiser Co, for a business
license for thirty-two billboards be approved.
The City.Council was advised that a building -.permit
was issued by -the Building -Department of Orange
County for a houso at East 15th Street and West-
minster Avenue. A discussion was held concerning
the possibility -of dedicating__Westminster Avenue
between Palmer and 15th Streets. Mr. Hastings, a
property_ owner on Westminster Avenue, was advised
that the CityAttorneywould work with him in pre-
paring a Petition for Dedication to present to
the-City_Council.
The following companies submitted bids for Office
Equipment for the City offices:
Dennis Stationers Sparks Stationers
National Cash Register Co. Burroughs Corp
Santa Ana Typewriter Co. Williams Stationers
Tiernan's Office Equipment Bales Office Equipment
The City_ Manager advised the Council that the
Auto Club of Southern California will post all
Stop Signs in the City of Costa Mesa at a cost
to the City -of only the sign and material for
installation= labor to be provided by the Auto Club:
Upon motion of Councilman Nelson seconded by
Councilman Martin. the City Attorney was authorized
to effect a contractual agreement with Mr.. -Ed.

Stevenson for - janitor service rendered at the

Council meetings -,at a salary of $15.00 per month,
retroactive to July. 41953• The motion was

unanimously carried,
Councilman Miller read a letter from the Boys
Club requesting -Stop Signs at Center and Anaheim
Streets.- The matter was referred to the City
Manager and Chief of Police.
Mr. Siler questioned the Council concerning, -the
business license fee for the Costa Mesa Theatre.
Mayor TeWinkle advised him that it was the con-
viction of the City -Council that the fee was not
out of line with fees charged by other cities for

theatres of a similar size.
It was moved by Councilman Miller that the
application of the Costa Mesa Friday Afternoon
for -an ezempt'permit to hold a dance on December
19th,..1953.be granted. The motion was seconded
by Councilman Nelson and unanimously carried.

City Clerk -Swartz and City Manager Coffey -as a
Committee to study thea -bids and report at the
next meeting..;: It was moved by.Councilman
Miller. to=`take the bids under advisement and
subject -to the -approval of the Committee,
purchase the necessary_ equipment. Motion was
seconded by.Councilman Smith and Unanimously
carried. v ..
