MINUTES OF THE CITY COUNCIL

DECEMBER 21st,1953•
ROLL CALL The Council of the City of Costa Mesa met at a
regular meeting -at the Tustice Court Building,
West 18th Street, Costa Mesa, California,
December 21st, 1953 At"7:3o- P. M..
Present: Councilmen Martin, Miller, Nelson
and Mayor T®Winkle.
Absent: 'Councilman Smith.
ORDINANCE
No.. 33
VACATION PAY
AND LEAVE
(SECOND READING)
Officials
Present: City_ Clerk Swartz, City Attorney Dungan
Treasurer Ries, City Manager -Coffey.
City Clerk Swartz read the minutes of the meetings
of December 7th -and 14th,_ 1953 -. which were unan-
imously approved as read.
Councilman Smith entered the Council Chambers and
assumed his place at the Council table.
A.letter was read from the Safety Chairman of the
Liadbergh.-P.:T.-.Ae regarding -hazardous conditions
existing-on'Santa Ana;Avenue at and near the
corner of East -23rd Street and suggesting -.that a
four way stop be created at the corner of Santa
Ana Avenue and -East 23rd -Street, and as Improve-
ment be made to the drainage,ditch on the East
side of Santa Ana.Avenue. Mayor TeWinkle appoint-
ed a comittee of Councilman Miller and City
Manager Coffey to look into this matter.
A comunication-from Tames M. Hastings was read
concerning the dwelling -being constructed ar East
15th Street and Westminster Avenue. City Attorney
Dungan advised the Council that Mr. Engel has a
legal right to build on that location and that the
situation was., -,solely -the the problem of Mr. Engel and
the adjoining.property owners.
Ordinance No. 3% an ordinance "ESTABLISHING RULES
AND REGULATIONS GOVERNING VACATION LEAVE AND
VACATION PAY, ESTABLISHING THE HOLIDAYS FOR CITY
EMPLOYEES AND PROVIDING FOR DISABILITY PAYMENTS"
was presented for second reading. It was moved
by -Councilman Miller that only -the title be read.
The motion was seconded by-Councilmn Martin and
unanimously carried. Thereupon Councilman Miller
.moved the adoption of Ordinance No, 33.• The
motion was seconded by -Councilman Martin and
carried by the following -vote:
AYES: Councilmen Martin, Miller, Nelson, -Smith
and Winkle.
NOES: None
INSURANCE Councilman Martin reported that a policy of
Insurance foe emergency vehicles could be obtained
from the Firemen's Insurance Co., covering._com-
prehensive, fire and theft with a $100.00 deduct-
ible collision clause at a reasonable rate. It
was moved by Councilman Martin, seconded by Council-
man Smith that such a policy should be obtained.
The motion was carried by the following.aote:
AYES: Councilmen Martin, Miller, Nelson, Smith
and TeWinkle

Manager Coffey reported of the progress being_.aade
with the property owners on Rochester Street,-re-
garding.the resurfacing of the street. Additional
time was requested in order to complete the Invest-
igation.
The monthly reports of Receipts and Disbursements
were presented and read. Thereupon Councilman
Nelson moved that the reports be filed. The motion
was seconded by.Councilman-Smith and unanimously
carried,
ORDINANCE
Councilman Smith introduced proposed Ordinance No,
No- 35
35.- an ordinance "ANENDING SECTION 64_ OF THE PLUMB -
AMENDING
:ING CODE BEING A PART OF ORDINANCE NO. 311°. After
PLUNGING CODE
full reading__thereof it was moved by Councilman
Smith that Ordinance No-. 35 be adopted. The motion
..was seconded by Councilman Nelson and carried by
the following vote:
A7ES: Councilmen Martin, Miller, Nelson, Smith
and TeWinkle.
NOES: None,
WARRANT
Warrant Resolution No. W-7 was presented and read.
RESOLUTION.
Thereupon Councilman Miller moved the adoption of
NO -V-7-
Warrant Resolution W-7. .The motion was seconded by
Councilman Martin and carried by the following rote:
AYES:_,. Councilmen Martin,. Miller, Nelson, Smith
and TeWinkle.
NOES: None.
PERMITS.
The application of the Like Inc® for a business
license.and the:approval of the location of one
i.
existing.billboard was presented. Upon motion of
Councilman Miller, seconded by Councilman Martin
and.unanimously_.carried,-the permit was granted and
the location was approved,.
ADJOURNMENT
It.was moved by Councilman Miller, seconded by
Councilman:Smith and unanimously carried that because
of the existing.emergency'-caused by high winds,.
further business'.be suspended and the meeting -.be ad-
journed to December 28th, 1953 at 7330 P. M..
