A letter from the Costa'Mesa Elementary School
District was read requesting_a school crossing
guarid and the establishing -of a lour way stop
at -the -intersection of Monte Vista and Santa Ana
A*enue.. The matter was -referred to the Traffic
-
Safety Committee for study. -
SPEED NEWPORT - -
A "Speed Zone Survey-: of Newport Boulevard°,
BOULis'VARD
= furnished by the -Division of Highways,. was read,
recomending_rates of -speed -for motor vebicles
along -Newport Boulevard from the South City
Limits to East 17th'Street. It was moved by
='Councilman -Nelson that`the City concur with the
recon endations'of the Division of Highways.

unanimously carried.

City-Manager.Coffey reported that Mr, Jack Kennedy
has installed guards restricting --ingress and egress
to.his property -at Tustin Avenue and East 17th Street
as requested by the Council,
City Attorney Dungan reported that he had contacted
the owner of the property on West Wilson Street that
is being used as a.dumping.ground, and the owner
agreed to-clean.up--the-.property within sixty days,

'.City Attorney Dungan reported that the Zoning_Ordin-
ance would, -,be .ready- for -:the mesting_of February 1,1954.
Upon motion of Councilman Martin, seconded by -Council-
man Miller and unanimously carried, the City Clerk was
authorized-ta publisba NOTICE OF HEARING on the pro-
posed,.Zoning-Ordinance to,be held on February 1,, 19,54.
Warrent�Resolution-,No._W-9.lwas presented and read.
It was moved by -Councilman Nelson that Warrant Resolu-
tion No.- W-9 be adopted.. The motion was seconded by
.Councilman,Mar0a and.:carried by the following -vote:

Ordinance No. 36, an ordinance "LIMITING VEHICLE LOAD
-ON NEWPORT AVENUE" was presented and read._ Whereupon
Councilmen Martin moved that this reading --constitute
the first reading -of Ordinance No. 360' The°motion
was seconded by Councilman Miller and unanimously
carried.
House, Moving_permit.application No, 52601 was present-
ed.in the name of Maria Glover for,permission td. move
to 2629 Orange._Avenue, This application having met
the requirements-,.of.the-House Moving Ordinance,
Councilman Smith'moved that the permit be granted as
recommended by the Planning.ComZnittee.. The motion
waa..seconded by Councilman Miller and unanimously
carried,
Ap;,•applica:tion fors business license for concessions
_of nine kiddie rides at -the corner of East 17th St..,
and Orange.Ave.,;was submitted by Mr. Ted McElroy. -
Upon motion of Councilman Miller, seconded by Council-
man Nelson and unanimously, carried, the application
was approved,
Mr. Chas, B. Retmier, having recently purchased the
Costa Mesa Bus Co, requested a license to operate the
bus line within the City: It was moved by Councilman
Smith that the.license--be granted. The motion was
seconded:by:.Councilman.Nelson and unanimously carried.
City Manager Coffey was requested to investigate the
condition of the -,pavement in front of the Post Office
and take.the necessary step.`s,to improve the situation.
Mayor TeWinkle appointed Councilman Nelson and City
Manager Coffey to contact the City Engineer and recom-
mend standards for curbs and Widths of streets.

City-Managar Coffey was requested to check the
conditions of a house trailer owned by. -_Jack Reed
and located on Superior Avenue near West 16th St.
City Attorney'Dungan advised the Council that as
a Certificate of.Occupancy had been issued to
Mr,Taul, Parkes the -.City_ could refund the bond
required by the House.Moving_-Ordinance.
Mr. Ries submitted the Treasurer's Report for
the month of December 1953, Upon motion of
Councilman.Miller, seconded by Councilman Nelson,
and unanimously_ carried the report was ordered filod
The Financial Report fro the period ending -December
31o,1953 -was presented by City.Managor Coffey*.

It was moved by Councilman Nelson,_ seconded by
Councilman Martin and -unanimously carried, that the

City Manager be authorized to accept bids from
qualified Public Accountants for the quarterly -.and
annual audit'of the'City books.
City Manager Coffey presented the Revised Budget
Proposal. It was moved by. -Councilman Martin,
seconded by -Councilman Nelson and unanimously
carried -that the -budget be adopted.

moved the adoption of Resolution No. 45 -,,--the motion
was seconded.by.Councilman Miller and carried by the
following vote:
AYES: Councilman Martin, Miller, Nelson, Smith
and T®Wipkle.
NOES: None.
It was°moved by Councilman Miller, seconded by
Councilman Smith and unanimously carried that the
second position of clerk -stenographer be established.
ADJOURNMENT On motion.of Councilman -Smith, seconded by Council-
man -Martin and unanimously carried, the meeting
adjourned.
