CITY OF COSTA MESA

ROLL CALL The. City Council of the City of Costa Mesa,- California,
met. -In regular session'in the Justice Court Building,
547 -West 18th Street, Costa Mesa, February_ lst._1954
at 7:30 P. M. The meeting was called to order by
Mayor TeWinkle.. After the Pledge -of Allegiance to
the Flag.the invocation -was given by Reverend
Williams..
Presents Councilmen:Martin, Miller, Nelson, Smith
and TeWinkle.
Officials
Present: City Clerk Swartz, City Attorney Dungan,
City -Treasurer Ries and City Manager Coffey.
MINUTES, The minutes of the meeting -_of January 18th.. -1954 were
read.and approved as read...
CONMUNICATIONS A co®unication was read from Dr, Robert A. Crawford,
Chairman of the Off -Street Parking.Committee of the
Costa Mesa Chamber.of..Commerce, in which they request-
ed the City to establish an off-street vehicle park-
ingdistrict in the downtown area. It was moved by
Councilman Miller.that the -City Manager be authorized
to cooperate with the Off -Street Parking- Comittee
and take steps towards the formation of a Vehicle
Parking District. The motion was seconded by Council-
man Martin and unanimously carried.
A.letter frau'Mr._'James M, Hastings was read request-
'ing_that Westminster,Street be paved and dedicated
from the alley:to Palmer Street. The City Engineer
was asked to prepare an estimate of the cost of pav-
ing_the street'and present it at the neat regular
meeting.
Councilman Nelson reported of the meeting. -with the
City -Manager and the City Engineer concerning the
- establishment of,.drainage-grades throughout the City.
After a discussion Mr. Raub and Mr. -Patterson were
requested to prepare an estimate of the cost of this
work and submit.a report at a later meeting.
Mr. Raub submitted a plot plan on behalf of Raymond
Kirby 'of Glendale, California, requesting an encroach-
ment permit for the installation of curb and gutter on
the Southeasterly -aide of Tustin avenue between Esther
and East 20th Streets. Upon motion of Councilman Smith
seconded by Councilman Nelson, the Council voted unanim-
ously to grant the permit subject to the condition that,
that portion of the road between the gutter and the
existing. -pavement will be paved at no cost to the City.
City Manager Coffey submitted the standard plans and
specifications for Street widths and improvements as
prepared by Mr. Raub and the City Eng-ineer,
RESOLUTION Resolution No. 46, being a'resolution "INTENTION TO
N0. 46 ACCEPT PLUNMER STREET ASA CITY STREET", was presented.
PLUNMR STREET It was moved by Councilman Miller that Resolution No.
46 be adopted. The motion was seconded by Councilman
Nelson and carried by the following vote:
ARES: Councilmen Martin, Miller, Nelson, Smith and
TeWinkle.
NOES: None

COIERCIAL WAY
•An•improvement map of Commercial Way was presented.
It was -moved by Councilman Miller that the City
accept the Street -after the improvements have been
made.in accordance wiWplans and specifications
approved'by'the City -Engineer._ The motion was
seconded by Councilman Martin and carried. Council-
man Smith not voting.

Mayor Tewinkle announced that the hearing of the

between proposed Ordinance No._32 and the County

Land Use Ordinance. --Thereupon Ordinance No. 32,

After the"reading_of the title it was moved by
Councilman -Miller .that further reading_of'the ordin-
.ance be -waived. The motion was seconded by Councilman
Martin and unanimously carried.
-It was then moved by --Councilman Miller that Ordinance
No. 32 be'adopted.- The motion was seconded by
Councilman Smith -and carried by -the following -vote:

CLAIMS AGAINST
City Attorney Dungan presented the claims of Albert
CITY
and Lois 'E..Grundstrom, Norma Hexffman and' Richard
Huffman, against the,City-for damages resulting from
an automobile accident on November 3rd, -1953, at the
corner of'Eaat`l7th Street and Irvine Avenue, The
City. -Manager and�the City Attorney -were appointed to
investigate the matter and report.
SANITARY DISTRICT
A discussion was held regarding..the possibility of
the City taking over the Sanitary. District.

:Councilmen -Smith and `Martin were appointed as a
committee-to`look into the matter and report to the
-Council. - _.
WARRANT
Warrant Resolution No. W-10 was presented and read.
RESOLUTION
It'was moved by Councilman Miller that Resolution

PERMITS
An.app1loation by Mrs.:D. H._ Husband for an encroach -
meat -permit to install a blacktop approach into her
driveway at. 145 W. Wileon,Street was presented.
Upon -the motion .of- Councilman Nelson, seconded by
-
—Councilman Smith, the -Council voted unanimously to
-.-grant the permit with the provision that the flow
line shall -be approved.by.the City Engineer.
Anapplication,for a business license to operate a
taxi was presented by.Beverly Savin doing. -business
as..the Savin Cab Co., Mr.;Quisenberry spoke briefly
from the:.audience stating that Mr. and Mrs. Savin
,had•been:operating their cab without a City -license.
.Councilman Martin moved that the Chief of Police be
_2.authorized to•inveatigate:the matter. The motion
was seconded by..Couacilman.Miller and unanimously
_carried.
An application for a dance permit was presented by
Geo. F. Fontaine for the Silver Dollar Cafe, Chief
McKenzie reported :that the Cafe was,operating_with
a County:dance permit and_reccmmended approval of
the request. Upon motion -of Councilman Smith,
seconded by Councilman Miller and unanimously carried
-the application was.approted.
VARIANCE..,
Application No. V -1459 -for a variance for a sign was
V -1459
submitted by Jones Upholstery Co. Upon motion of
Councilman Martin seconded by Councilman Smith, the
Council voted to grant the request as recommended
by the Orange County -.Planning -Commission and the City
Planning Committee.
The application of Eogene Dugas to move a building
to 2083 Thurin,..having_met the requirements of the
City. House Moving._Ordinance and having the approval
_ .
..:,-of the Planning. --Committee, Councilman Miller moved
that the permit be granted.. The motion was seconded
.
by.:Councilmaa:Martin and _unanimously -carried.
City Manager.Coffey.presented a statement of expenses
of a dinngr.meetiag.attended by members of the Plan-
ning Committee. Upon motion of Councilman Nelson,
seconded by Councilman Miller and unanimously carried,
the members ,of the Planning Committee are to be re-
imbursed from C$ty.-funds for the expenses incurred by
their attendance at functions concerning_planning.

BOY SCOUT
Upon motion of Councilman Martin, seconded by Council -
DAY
_man;Miller, the Council voted unanimously to authorize
the Mayor to.proclaim:;Monlay February_ 8th,. 1954 as
Boy Scout Day in observance of National Boy -Scout Week.
It was moved by Councilman:Miller, seconded by Council -
.man Martin and.unanimWely-carried that the City
Manager.be granted permission to attend a City Managers
Meeting -at Santa Mo4ica_February 25th, 1954 to
February 28th, 1954.
