The City Council of the City -of Costa Mesa,. California,
met in -adjourned -regular session in the Justice Court
Building,_367 West 18th Street, February 8th, 1954
at 7:30 P. M._ , The- meeting. _was called to order by
Mayor TeWinkle followed by the Pledge -of Allegiance
`to:the Flag -and invodation-by Councilman Nelson.
Present: 'Councilmen Martin,. Miller,, Nelson, Smith
and Mayor TeWinkle.
Officials.
Present: City -..Clerk Swartz,_ -City Attorney Dungan,
City_. Treasurer Ries, and City Manager Coffey
BOW'SCOUT-DAY,- City Manager Coffey spoke briefly concerning Scout
` Week and:then'requested those Scouts representing the
City Officals and Offices to assume their respective
places at the meeting.
Scout Councilmen: Harold Zamora, Charles Strnaud,
ChetCawthon, Bill Garcia and
Bill Stone.
Scout Officials: Jerry_ ,Stucky_ - as City . Clerk
Jimmy- McMahon as City Manager
Mickey Wienenga.-as City_Attorney
:. Stanley Denberger as City Treasurer
Scouts representing the various City_ Departments were
introduced they were:
Jerry Welty as Chief of Police
Gerald Sorter as Building, -Inspector
Van 'Chaney as Fiscal Officer -
Upon motion duly made and seconded Chet Cawthon was
unanimously elected as Mayor.
COMMUNICATIONS A letter was read requesting. -.that a permit be granted
for the erection of a directional signfor the Central
Bible Church at the corner of East 23rd Street and
Newport Boulevard. It was moved by. -Councilman Miller
that the permit be granted subject to the condition
that it conform to.the required setback and height.
PERMITS Chief McKenzie reported on his investigation of the
Savin Cab Co. It was moved by Councilman Miller -that
a business license be'granted to Beverly Savin, doing
business as the Savin:Cab Co. The motion was seconded
by Councilman Nelson and carried by the following. -vote:
AYES: Councilmen Miller, Smith and TeWiakle .
NOES: Councilmen Martin and Nelson.
An -application from the Santa Ana Novelty.Co, was
presented, requesting.permission to transfer one
amusement machine from the Mesa Liquor Store to
__Dahl's Liquor Store and to place an additional
machine at the Hangout Cafe.., The Council unanimous-
ly requested the Chief of Police to investigate the
new locations.
An application was presented by the American Legion
Post No. 455. -of Costa Mesa, as sponsor of Liberty
Shows Inc., fora business license to operate a
carnival on East 17th.,Street and Orange Avenue from
February 9th -to 14th inclusive. Councilman Nelson

moved that the permit be granted and the fee
waived subject to the provision that the Chief of
Police investigate the amusement gems and that the
Liberty Shows will close any games deemed object-
ionable. The motion was seconded by Councilman Smith
and unanimously carried.
ORDINANCE 'Ordinance_No.:22 was. presented for a second reading.
!:NO. 22 Ordinance No..22 being -an ORDINANCE ESTABLISHING A
PLANNING COMMISSION PLANNING =J24ISSION, FOR THE CITY AND ESTAB-
(SECOND READING.) LISHING.ITS..POWERS.AND DUTIES',* After full reading
thereof: it was moved by Councilman Smith that, Ordinance
No. 22 be adopted. The motion was seconded by.Council-
man ;Martin and ..carried .by ;:the following. vote:
AYES.vt.Councilmen,Martin, Miller, Nelson,.Smith
and T®Winkle..

Mr. Walton, Representative of the Orange. Empire Area
Council of the,Boy Scouts of America, thanked.the
Council for their cooperation in allowing -the Boy.
Scouts.to`-assume the positions of Councilmen and City
Officials in recognition of'Boy Scout Week,
ADTOURNMENT Upon motion of:Councilman Martin, seconded by Council-
man Nelson the Council voted to adjourn.
