CITY OF .COSTA MESA

ROLL CALL
The City Council of the City of Costa Mesa,
California, met in adjourned regular session
in the Justice Court Building, 567 ;Nest 18th
Street February 15th, 1954, at 7:30 P. M.
The meeting was called to order by Mayor
Te'vVinkle. Following the Pledge of Allegiance
to the Flag the invocation was given by
Councilman Martin.
Present: Councilmen Martin, Miller, Nelson,
Smith and TeWinkle.
Officials
Present: City Attorney Dungan, City Manager Coffey
City Treasurer Reis, City Clerk Swartz
MINUTES
The minutes of the meeting of February 1st and
February 8th 1954 were read and approved as read.
COMMUNICATIONS
A communication from the American Legion Post
#455 was read, requesting a permit to hold
weekly amateur boxing bouts at the Legion Hall.
Upon motion of Councilman Miller, seconded by
Councilman Smith, the Council voted unanimously
that- the permit be granted and the fee waived.
CLAIMS AGAINST
CITY
City Attorney Dungan reported concerning the
claims of Norma Huffman, Richard Huffman and
Albert and Lois E. Grundstrom for damages.
Investigation had revealed no liability on the
part of the City and he recommended that the
City be rejected.
COMMITTEE
Mr. Jack Raub submitted an estimate for the. cost
REPORTS
of improving 'Westminster St. from Palmer St.
South to the alley. It was moved by Councilman
Smith that the street would be acceptable to
the City when the affected property owners deed
a 501 easement and improve a 401 roadway in
accordance with the specifications -of the City
Engineer and without cost to the City. The
motion was seconded by Councilman Miller and
unanimously carried.
Mr. Raub submitted an estimate of $1,000. for
engineering work and cost of preparing a map
of the City. Mr. Raub stated that it would
cost an additional x¢5,000 for the necessary
engineering work in establishing drainage grades
throughout the City. It was believed by City
Manager Coffey that these costs may be chargeable
against gas tax funds. The matter was tabled
until such time as additional information could
be presented.

Councilman Smith introduced proposed Ordinance
(Street, etc.
No. 37, being an Ordinance "ESTABLISHING STANDARDS
Standards)
FOR THE CONSTRUCTION, IMPROVEMENT AND REPAIR OF
(First Reading)
CITY STREETS, CURBS AND GUTTERS.
After the reading of the title it was moved by
Councilman Smith that this constitutes the first
reading of Ordinance No. 37. The motion was
seconded by Councilman Nelson and unanimously
carried.

WARRANT Warrant Resolution #W-11, a resolution "ALLOWING
RESOLUTION CERTAIN CLAIMS AND DEMANDS; Councilman Miller moved
#W-11 that Warrant Resolution #W-11 bmadopted. The motion
was seconded by Councilman Nelson and carried by the
following vote:
AYES: Councilmen Martin, Miller, Nelson.,. Smith
and TeWinkle.
NOES: None
PERMITS Chief McKenzie reported on -the application"Bf
the Santa Ana Novelty Company requesting approval
of Dahl's Liquor Store as a location for one amuse-
ment machine and a permit to place an additional
musement machine at the HangottCafe. Whereupon It
was moved by Councilman Smith that the location be
approved as requested and the permits be granted
upon the payment of the required fee. The motion
was seconded by Councilman Miller and unanimously
carridd.
The application of the Interstate Utility Corporation
641 No. Highland Avenue, Los Angeles for a business
license for door 'to door solicitation was presented.
This application was referred b Chief McKenzie for his
investigation.
The application of Lewis E. Boden, 1991 Anaheim Avenue
Costa Mesa, a disabled veteran, fora business license
to sell regligious material door to door was presented.
Upon motion of Councilman Martin, seconded by
Councilman Nelson, the Council unanimously approved
the granting of the license and waive the fee upon
presentation of an accredited disability certificate.
An application for a free permit to hold a public
dance at the American Legion Hall was presented by
the Costa Mesa Volunteer Fire Department. It was
moved by Councilman -Martin, seconded by Councilman
Miller and unanimously carried that the permit be
granted.
VARIANCE
Variance _Permit Application #UV -1109 was submitted by
#UV -1109
Fredic J. Singer. Upon motion of Councilman Smith,
seconded by Councilman Nelson, the Council voted
unanimously to approve the request as recommended by
the Orange County Planning Commission and the City
Planning Committee.

Variance Permit Application'#V-1470 for Kelso & Sloan
was submitted., It mas moved by Councilman Smith,
seconded by Councilman Miller and unanimously carried
that the variance be granted as recommended by the
Orange County Planning Commission and the City Planning ..
Committees -and further subject to the condition that the
off, -street parking area be. paved.
VARIANCE
APPLICATION Variance Permit Application #1 was submitted by
#l. Frank Bissell for permission to erect a duplex on
Wilson Street near Fairview Road. .Upon motion of
Councilman Smith, seconded by Councilman Martin
and unanimously carried that the variance be granted
as recommended by the City Planning Commission.
#2 Variance permit Application #2 was submitted on behalf
of the Newport Heights Irrigation District for permission
to erect a steel warehouse and garage at 257 East 16th
Street. It was moved by Councilman.Smith, seconded by'
Councilman Miller, and unanimously carried that the
request for variance be granted as recommended by the
City Planning Commission.

TREASURERS City Treasurer Reis submitted his report for the
REPORT month of January, 1951. Upon unanimous vote of the
Council the report was ordered filed.
A communication from the United Brotherhood of
Carpenters & Joiners Local #1.53 was read together
with a resolution opposing the affidavit fr owner -
builders required by the Building Department.
Mr. Dungan was requested to redesign the affidavit
in an attempt to eliminate the possibility of
misinterpretation.
Mr. Weimer requested the Council locate a suitable
meeting place for the City Planning Commission.
Mayor TeWinkle appointed Mr. Coffey and Councilmen
Nelson and Martin as a committee to consider the
matter.
Upon motion of Councilman Martin, seconded by
Councilman Smith the meeting was adjourned to
February 23, 1954.
