Utility Corporation for a business license to sell merchan-
dise from door todoor, he could find no wrong doing in
oonnection with thisCompa.ny's operation. It was moved
by Councilman Miller that the license be granted at the
fee of 010.00 per day per person, and that a deposit of
$50.00 be.made to cover sales tax return. The motion was
seconded by Councilman Smith and unanimously carried.
SALES TAX
DEPOSIT Councilman Nelson moved that at the time of issuance of a
ITINERANTS business license to an itinerant merchant that a. deposit be
required to cover sales tax return. The amount required
to -be at the discretion of the Fiscal Officer, with a mini-
mum dep osit.of $50.00. The motion was seconded by
Councilman Smith and unanimously carried.
Councilman Smith was requested to work with. City Attorney
Dungan on the preparation of a Weed Abatement Ordinance.

February 23, 1954
The City Council of the City of Costa _Mesa, California,
met in adjourned regular session in the Justice Court
Building, 567 West 18th Street, February 23,.-1954, at
7:30 p.m. The meeting was called to order by Mayor
TeWinkle. After the Pledge of Allegiance to the Flag,
the invocation was given by Councilman Martin.
ROLL CALL
Councilmen Present: Bruce Martin, Walter Miller,
Claire Nelson, Bert Smith and Chas TeWinkle.
Officials Present: City TreasurerReis City Manager Coffey
City Attorney Dungan -City Clerk Swartz
.ANNEXATION
Mayor TeWinkle announced that the hearing on the annexa -

required by law was the first order of business. Mr. R. W.

McClellan spoke in behalf of himself and other interested
property owners, protesting the annexation to the City, of
lands described by Assessor Parcel Numbers 115-360-7 and.
#115-360-10 as they desired to continue to remove decomposed
granite from the 40 acres'. Assurance was given by the
Council that annexation would not change -existing businesses
or land use privileges. Whereupon Mr. McClellan withdrew
his protest. There being no further protests from the audience
and there having been no written_protests filed with the -
City Clerk, it was moved by Councilman Nelson that the hear-
ing be closed. The motion was seconded by Councilman Martin
and unanimously carried. Thereupon the following Ordinance

PERMITS
A communication was -read from the U. S. Army and Air Force
Recruiting Station requesting permission for a display
standard to be placed in front of the Post Office. It was
moved by Councilman Martin, seconded by Councilman Miller
and unaimously carried that permission be granted.
