ADJOURNED MEETING OF THE CITY. COUNCIL
CITY OF COSTA MESA
January 31, 1955
The City Council of the City of Costa Mesa, California, met in an
adjourned session at 7:30 P.M., January 31, 1955, at the Newport
Justice Court, 567 vilest 18th Street, followed by the Pledge of
Allegiance to the Flag, and invocation by Councilman Nelson.
ROLL CALL Councilmen Present: Martin, Pinkley, Teiinkle and Nelson
Councilman Absent: Smith
Officials Present: City Attorney Dungan, City Manager Coffey, City Clerk
Swartz
BLDG. MOVING Building Moving Permits No. 64 and 65 were submitted in the name of
PERMITS 64 & Fred R. Finch, 510 West Center Street, to move a duplex and single
65 residence from 519 ;Test 19th Street to 1,082 - 1984 Meyer Place. 0n
the recommendation of the Planning Commission and on motion of Council-
man Pinkley, seconded by Councilman Martin, and carried, the applications
were approved.
CIO Applications for business license, submitted in the name of Warner
c 5 Studio, 404 East Broadway, Longbeach, for a transient photograph in
the City of Costa Mesa, was approved on motion of Councilman TeWinkle,
seconded by Councilman Pinkley and carried.
On motion of Councilman Pinkley, seconded by Councilman Martin, and
carried, the application,of the Credit Women's Breakfast Club of
Orange Coast, to hold a rummage sale February 5 was approved and fee
waived.
On motion of Councilman Pinkley, seconded by Councilman TeLTinkle and
carried, the application of the Salvation Array Sponsoring Committee
for permission to hold an annual fund drive from February 1L_ to 28,
inclusive, was approved and the fee waived.
On motion of Councilman Tel^Tinkle, seconded by Councilman Pinkley, and
carried, the application of the Blood Bank for Costa Mesa and Newport
Beach, requesting permission to use the public address system loud speaker
on February 3 to alert the public to the arrival in Newport Beach of
the Blood Bank on February 4, was approved and fee waived.
TENTATIVE Mr. M. L. McLaughlin, 1950 Tustin Avenue, was present -to protest the
14AP #2497 location of the alley in the subdivision of portions of Lots 11-20, incl.,
Tract 278, as shown on tentative map #2497, and approved by the Council
on January 2�.. Mr. McLaughlin stated that if the present plan is
followed it will injure and devaluate his property. After discussion
and on motion of Councilman Te.,Tinkle, seconded by Councilman Martin,
and carried, the Council action of January 24 was reaffirmed.
HALECREST The City Attorney reported that, under the law, if the City Council
ANNE1<_ATION finds that the owners of over one-half the value of the property
protested the proposed Halecrest annexation, the Council would then have
no discretion to approve or disapprove the annexation but that the
annexation proceedings would be automatically terminated. Thereupon on
motion of Councilman Pinkley, seconded by Councilman TeWinkle, and
carried, the Council revoked its previous instructions to -the City
Attorney to draft an ordinance disapproving the Halecrest Annexation.
After discussion and on motion of Councilman Pinkley, seconded by
Councilman TeliTinkle, and carried, the City Council made its findings
that the owners of over one-half the value of the territory proposed
to be annexed had filed protests to the proposed Halecrest Annexation.
The City Attorney reported that Mr. Charles E. Miller had -requested
the City to pay for the property acquired from him in. -the Charle Street
Opening Act Proceedings. Councilman Pinkley moved that the Fiscal
Officer be authorized to draw a warrant for the payment for the property
of Charles Miller acquired in the Charle Street Opening Act Proceedings.
The motion was seconded by Councilman TeTinkle and carried by the
following roll call vote:
AYES: Councilmen Martin, Pinkley, TeWinkle and Nelson
NOES: Councilmen - None
ABSENT: Councilmen Smith
Walter Weimer, Chairman of the Planning Commission, introduced
Mr. Gordon ?rJhitnall, Planning Consultant of Pasadena. Mr. 1j itnall
presented to the Council his ideas on what should be considered
ina Master Plan for the City.
Mr. Stanley Long, 'executive Director of California Trailer Park
Association and Mr. Merle Hancock, Field Representative of the
Trailer Park Division of the Trailer Coach Association, together
with Mr. Volz of the City's Building Department, emphasized the
importance of uniformity between the City, County and State ordinances
for regulating trailer parks.
PLANNING ' On motion of Councilman Pinkley, seconded bkr' Councilman Te? -Tinkle,
COY11IISSION and carried, the Planning Commission was authorized to make a study
of the rezoning of Superior Avenue and Newport Blvd from C-2 to
ISI -1. C
Various other matters were discussed relating to the work of the
Planning Commission.
On motion of Councilman Pinkley, seconded by Councilman TeWinkle,
and carried, the meeting adjourned at 10:30 P.M.

On motion of Councilman Pinkley, seconded by Councilman TeWinkle,
and carried, the Notice of Hearing in the matter. of the application
of the Southern California Gas Company for a general increase in
gas rates was ordered filed.

the title, Councilman Te1,-tinkle moved that further reading of the
lst Reading
ordinance be waived and that it be read�;r by.title only. The motion
was seconded by Councilman Pinkley and was unanimously carried.
Thereupon Councilman Te°dinkle moved that this constitute the first
reading of Ordinance DIo. 77. The motion was seconded by
Councilman Pinkley and carried by the following roll call vote:
AYES: Councilmen Nelson, Martin, Pinkley andTe?^dinkle
NOES: Councilmen - None
