HomeMy WebLinkAbout02/14/1955 - Adjourned City Council MeetingBOY SCOUT DAY MINUTES ADJOURNED MEETING OF THE CITY COUNCIL CITY OF COSTA MSA February 14, 1955, The City Council of the City ofCosta Mesa, California,. met in adjourned session at 7:30 P.M., February 14, 1955, at the Newport Justice Court, 567 .lest 18th Street, Costa Mesa.. The meeting was called to order by Mayor Nelson, followed by the Pledge of Allegiance to the Flag and invocation by Mayor Nelson. Councilmen Present: Martin, Smith, Tei^7inkle and Nelson _Councilmen Absent: Pinkley OFFICIALS_ PRESENT: City Cleric Swartz, City Manager Coffey, City Treasurer Ries, City Attorney Dungan Mayor Nelson -requested those Scouts representing Councilmen and City officials to assume their respective places at the meeting. Scout Councilmen: John Owens, Tommy Cordaro, Bill Stone, Larry Anderson Mike Irwin Scout Officials: 'rdayne i,lledeking as City Clerk; Tim Ten Eyck as City Attorney; Bob Marcus as City Manager, Don Zamora as City Treasurer Scouts representing the various City Departments were as follows: Gerald McRae as Chief of Police Creque r,,lolverton as Assistant Superintendent of Building Dept. George Ding as Superintendent of the Building Dept. ahitney Baines as Assistant City Engineer Robert Bonadurer as Fire Prevention Officer Howard Graham as Street Foreman Eddie Fredette as Fiscal Officer On motion of Councilman Smith, seconded by Councilman Tef,91inkle, and carried, the reading of the minutes of February 7,1955, was waived and were approved as -vrritten. EASTMAN Mr. and Mrs. Raymond Eastman were present to request that the City vacate PROPERTY a portion of the right of way at the intersection of ,lest 18th Street and Newport Avenue. The City Council advised Mr. and Tars. Eastman that if they would give a deed of right of way to the City of the area shown in green on submitted drawing, Job No. 3928, by Jack Raub, dated February 11, 1955, that the City would then vacate that portion of the right of way of 'West 18th Street shorn in red on said drawing. On motion of Councilman Smith, seconded by Councilman Martin, and carried, a notice from the State Board of -Equalization regarding two additional names added to the -On -sale General License at 1670 NeT..rport Blvd under the name of Harold's, was ordered filed. On motion of Councilman Smith, seconded by Councilman Martin" and carried, a notice from the State Board of Equalization regarding the application for On -sale Beer License by Doris C. Hofsteden for Speedy Lunch; at 2014 Placentia Avenue, was ordered filed. BIDS FOR The City Manager reported on his study of the bids received relative PICKUP TRUCK -to the purchase of a half -ton pickup truck, and recommended that a choice be made bet -Keen the Ford 6 and the Chevrolet, the difference in price being negligible. In order that the service, i,'hich might be required, could be done locally, Councilman Tei:Tinkle moved that the City Manager be authorized to purchase the Ford Pickup truck. from Theo Robbins, 3100 i}lest Coast Highway, The mot!on was seconded by Councilman Smith and carried by the following roll call vote: AYES: Councilmen Martin, Smith, Te6linkle and Nelson NOES: Councilmen - None ABSENT: Councilman Pinkley The Chief of Police reported on his investigation of the American PER1ITS Mission Army, 6210 Otis :Avenue, Bell, California, who have requested permission to solicit used bibles and funds and to distribute Christian 211 literature within the City of Costa Mesa. There being no derogatory information, Councilman Martin moved that the permit be granted and fee waived. The motion was seconded by Councilman Smith and carried. On motion of Councilman Martin, seconded by Councilman TeWinkle, and carried, the request of the Foursquare Church, -1734 Orange Avenue, to hold a bake sale at the Alpha Beta Store, 17th and Orange Avenue, on March 5, 1955, was approved and fee waived. On motion of Councilman Martin, seconded by Councilman Smith, and - carried, the request of the Costa Mesa Kiwanis Club, to use a sound truck on Tuesday, February 15, to urge all registered. voters to go to the polls and vote, was approved and fee waived. VARIANCE ;;102 Variance Application No. 102 was submitted in the name of Orange Coast Publishing Company, 124 Broadway, for permission to use v electrical power in excess of an aggregate of five horsepower in their proposed plant at Thurin and Barr Streets. On motion of Councilman Smith, seconded by Councilman Martin, and carried, the application was approved as recommended by the Planning Commission. t < RIZ-7ONING On motion of Councilman Smith, seconded by Councilman Tedinkle, and s PETITION #6 carried, Petition No. 6 to amend Ordinance No. 32, submitted in the name of Harry L. Hilliard and Hari? W. Wright, to rezone an area on Rochester Street from R-4 to C-2,was referred to the Planning Commission for recommendation to the Council. ORDINANCE #76 Ordinance No. 76, "AN ORDINANCE AMENDING ARTICLE III, SECTION 3.2 (Amend. Ord.32- OF ORDINANCE NO. 32, BEING 'ENTITLED 'THE LAND USE ORDI�NAId OF TFiE (Newport Vista) Ci't'y OF COSTA YTESA'" was presented for second reading. After full 2nd�Reading reading thereof Councilman Martin moved the adoption of Ordinance No. 76. The motion was seconded by Councilman Smith and carried by the following roll call vote: AYES: Councilmen Martin, Smith, TeTWind,le and Nelson NOES: Councilmen - None ABSENT: Councilman Pinney ORDINANCE rr78 Ordinance No. 78, being "AN ORDINANCE AMENDING ARTICLE III, (Amend. Ord 32 SeCTION 3.2 U.F. ORDINANCF� IIU. 32, BEING ENTITLED 'THE LAND USE E. 18th St.) ORDINANCE, OF THE CITY OF COSTA MESAt" was introduced ky Councilman lst Reading Smith. Following reading of the title, Councilman Smith moved that further reading of the Ordinance be waived and that it be read by title only. The motion was seconded by Councilman TdiTinkle and was unanimously carried. Thereupon Councilman Smith moved that this constitute the first reading of Ordinance No. 78. The motion was seconded by Councilman Tealdinkle and carried by the follot'ring -roll call vote: AYES: Councilmen I"Iartin, Smith, T61•linkle and Nelson NOES: Councilmen - None ABSENT: Councilman - Pinkle.y On motion of Councilman Smith, seconded by Councilman 1 artin, the report of the Fiscal Officer for the month of January, 1955, was accepted and ordered filed. The City Attorney, on request of the Planning Commission, asked the Council to consider the adoption of an ordinance amending Ordinance No. 32, creating a "buffer zone" for the purpose of putting distance between industrial areas and residential areas, the Planning Commission and City Council to control the type of buildings to go into such "buffer zone". On motion of Councilman TeHinkle, seconded by Councilman Martin. and carried, -the matter was referred to the City Attorney and City Manager for further study and recommendation to -the Council. The City I'Ianager read a letter from the League of California Cities urging Councilmen and City officials to acquaint themselves with the p-ovisions of Assembly Bill No. 2833. The Chief of Police reported on the March of Dimes Campaign, stating that $2,731.00 had been collected and that it was hoped the goal of .;3,000 could be reached and thanked the Council for its support. On motion of Councilman TetiinIkle, seconded by Councilman Martin, and carried, the request of Neil I-Iartin, Realtor, 1450 ;Jest Balboa Boulevard, Newport Beach, for the Council to grant a blanket approval to allow garages to be built',on lots in the Balboa Vista Tract without variances, was referred to the Planning Commission for recommendation to the Council. On motion of Councilman Teldinkle, seconded by Councilman Smith, and carried, the City Attorney was instructed to amend Ordinance No. 22, staggering the terms of the members of. the planning Commission. Mr.Max Pope and Colonel Baines thanked the Councilmen and City officials for their cooperation in giving to the Boy Scouts an opportunity to learn City government.
