OCTOBER 4, 2022 - MINUTES
CALL TO ORDER — The Closed Session meeting was called to order by Mayor Stephens at
4:04 p.m.
ROLL CALL
Present: Council Member Chavez, Council Member Gameros, Council Member Reynolds,
Mayor Pro Tern Marr (Arrived at 4:10 p.m.), and Mayor Stephens.
Absent: Council Member Harlan, Council Member Harper.
PUBLIC COMMENTS — NONE.

CALL TO ORDER - The Regular City Council and Successor Agency to the Redevelopment
Agency and Housing Authority meeting was called to order by Mayor Stephens at 6:02 p.m.
NATIONAL ANTHEM AND PLEDGE OF ALLEGIANCE
A video of Yahir Garcia performing the National Anthem was played followed by Mayor
Stephens leading the Pledge of Allegiance.

Present: Council Member Chavez, Council Member Gameros, Council Member Harper,
Council Member Reynolds, Mayor Pro Tern Marr, and Mayor Stephens.
Absent: Council Member Harlan.
CITY ATTORNEY CLOSED SESSION REPORT — Ms. Hall Barlow stated, No reportable
action was taken. But pursuant to the transparency and negotiations policy the City Council
members disclosed communications with Labor Groups:
Council Member Reynolds spoke with Robert Gonzalez from CMCEA; Council Member
Chavez spoke to Jerad Korte from CMPOA, Robert Gonzalez from CMCEA, and Tim Steed
from OCEA; Mayor Stephens spoke to Robert Gonzalez from CMCEA; Mayor Pro Tern Marr
spoke to Robert Gonzalez from CMCEA, Tim Steed from OCEA, and Jerad Korte from
CMPOA; Council Member Gameros spoke to representatives from CMPOA and CMCEA;
Council Member Harper no reportable action.
PRESENTATIONS:
Mayor Stephens presented a proclamation in honor of 2022 Fire Prevention Week to Fire Chief
Dan Stefano and the Fire and Rescue Department.
Mayor Stephens presented a proclamation in honor of 2022 Breast Cancer Awareness Month
to American Cancer Society Associate Director Kristyn Grime.

Flo Martin spoke on Walk to School Day and on Safe Routes to School suggested routes and
recommendations.
Russell Toler spoke on Walk to School Day and unsafe drivers.
Wendy Simao spoke on noise problems at The 12 gym and the conditions of approval.
Jay Humphrey spoke on Measure K, requirements for developers to pay fees, and housing
requirements.
Wendy Leece spoke against Measure K and Ad Hoc Committees.
Cynthia McDonald spoke on the Guide to General Planning and the process.
Ben Chapman spoke against Measure K.
Rick Huffman spoke on the Housing Element, housing affordability, and against Measure K.
Speaker, spoke on the passage of Measure Y, and against Measure K.

Tim O'Brien Legacy Partners, spoke on donations to the Yes on Measure K PAC, spoke on his
580 Anton development in the City, and in support of Measure K.
Kathy Esfahani spoke in support of Measure K and for affordable housing.
Jenn Tanaka spoke on safe routes to School, and suggested routes and signage.
Speaker, spoke in support of Measure K.
Henny Abraham spoke on events happening in Iran against woman.
COUNCIL MEMBER COMMITTEE REPORTS, COMMENTS, AND SUGGESTIONS
Council Member Reynolds spoke on diversity and housing, rental assistance programs, state
legislation on housing, walk/bike safety, a -bike safety, the number of cannabis applications,
praised the maintenance graffiti team, and spoke on Westside businesses.
Council Member Chavez thanked the Fire Department for the meet and greet, spoke on a
roundabout on Surf Street and traffic calming measures, the Walk to School event and
investing in the infrastructure for safety.
Council Member Gameros welcomed the new Fire Department recruits, and spoke on traffic
safety around schools.
Council Member Harper welcomed the new Fire Department recruits, requested Ms. Tanaka's
PowerPoint, and requested the Tennis Center Request for Proposals.
Mayor Pro Tern Marr welcomed students attending the meeting, spoke on the Historical
Society event on the Estancia opening, praised the Mayor for the State of the City event,
spoke on the number of Cannabis permits in the queue and revisiting the Ordinance, and
closing the meeting in honor of Lt. Hildeman.
Mayor Stephens thanked everybody for public comments, spoke on the State of the City and
thanked staff and the Chamber of Commerce, praised Code Enforcement Officer Mike
Brumbaugh for his work on homeless issues, spoke on Measure K, spoke on the Orange
County Museum of Art opening on October 8th, the cost of housing and shared an article from
the LA Times on young adults experiencing mental health challenges and high rents, spoke on
Lt. Jerry Hildeman and adjourning the meeting in remembrance of him.
REPORT — CITY MANAGER — Ms. Farrell Harrison thanked everybody for support while she
was recuperating from her injury, spoke on the Local Hazard Mitigation Plan, the October 15th
Clean California Dump Day, Hispanic Heritage Month, October 20th is The Great Shake Out,
provided and updated on the Economic and Development Services Department projects and
business activities, and spoke in remembrance of Lt. Hildeman.

REPORT — CITY ATTORNEY — Ms. Hall Barlow reported on AB 2011 and SB 6, new State
legislation and on CEQA and zoning, and spoke on Measure Y language in the current code
and affordable housing requirements.

MOTION: Approve recommended actions for Consent Calendar Item Nos. 1 through 5.
The motion carried by the following roll call vote:
Ayes: Council Member Chavez, Council Member Gameros, Council Member Harper, Council
Member Reynolds, Mayor Pro Tern Marr, and Mayor Stephens.
Nays: None
Absent: Council Member Harlan
Abstain: Mayor Stephens recused himself on item 3 the Warrant Resolution due to campaign
contributions received.
Motion carried: 6-0
1. PROCEDURAL WAIVER: WAIVE THE FULL READING OF ALL ORDINANCES AND
RESOLUTIONS
ACTION:
City Council, Agency Board, and Housing Authority approved the reading by title only
and waived full reading of Ordinances and Resolutions.
2. READING FOLDER
ACTION:
City Council received and filed Claims received by the City Clerk: Terry Magee, Lucina
Moreno, Briggs Porter.
3. ADOPTION OF WARRANT RESOLUTION
Mayor Stephens recused himself on this item due to campaign contributions received.
ACTION:
City Council approved Warrant Resolution No. 2687.

ACTION:
City Council approved the Minutes of the Regular meeting of September 20, 2022.

5. ADOPTION OF A RESOLUTION TO ALLOW MEMBERS OF THE CITY COUNCIL,
COMMISSIONS AND COMMITTEES TO PARTICIPATE IN THE MEETINGS
REMOTELY, AS NEEDED, DUE TO HEALTH AND SAFETY CONCERNS FOR THE
MEMBERS AND THE PUBLIC
ACTION:
City Council adopted Resolution 2022-62 to allow the members of the City Council,
Commission, and Committees to participate in the meetings remotely, as needed. via
Zoom due to:
1. The current State of Emergency and global pandemic, which continues to directly
impact the ability of the members of the City's legislative bodies to meet safely in
person.
2. Federal, State and/or local officials continue to impose or recommend measures to
promote social distancing.
AT THIS TIME COUNCIL WILL ADDRESS ANY ITEMS PULLED FROM THE CONSENT
CALENDAR

NEW BUSINESS:
1. SCOPE OF WORK FOR AN AGREEMENT BETWEEN THE STATE OF CALIFORNIA
AND THE CITY OF COSTA MESA, PROVIDING FOR $3.5 MILLION IN STATE
FUNDS TO THE CITY FOR COMMUNITY OUTREACH AND LAND USE PLANNING
EFFORTS FOR THE FAIRVIEW DEVELOPMENTAL CENTER SITE
Presentation by Ms. Le, Economic and Development Services Director.
Discussion ensued on community engagement, collaboration between agencies,
walkable and bikeable concepts, open space, permanent supportive housing, Cal OES
utilization, mixed use housing and land planning, prioritizing during the process,
work/play/live model, timelines, car free zones, pathways to and from the site, review of
needs identified in the open space master plan, sustainability strategies, expenditures of
the $3.5 million, and timelines.

Speaker, spoke on the City of Sonora process for visioning, scope of work, and
collaboration with the residents.
