June 25, 1956
The City Council of the City of Costa Mesa, California, met in ad-
journed regular session at 7:30 p.m., June 25, 1956, in the Jury Room
of the Newport Justice Court, 567 west 18th Street, Costa Mesa. The
meeting was called to order by Mayor Claire Nelson, followed by the
Pledge of Allegiance to the Flag and Invocation by Councilman Bruce
Martin.,
ROLL CALL Cotuicilmen Present: Martin, Pinkley, Smith, Nelson, Meyers
Councilmen Absent: None
Officials Present: City Attorney, City Clerk, City Manager
North Costa Mesa The City :Engineer submitted final plans for rights of way and construc-
,:�tozm Drain tion of drainage facilities west of Harbor Boulevard and north of Wil-
son Street known as the North Costa Mesa Jtorm llrain. After discussion
and study of the plans as submitted, C. Martin moved that the City ac-
cept the engineering plans for the North Costa Mesa storm 'gain. The
motion was seconded by C. Meyers, and unanimously carried.
Thereupon C. Martin moved that the City Manager be authori-
zed to enter into immediate negotiations with the State for rights of
way for the North Costa Mesa Storm Drain project, the City Attorney,
City Engineer and City Clerk to offer advice as needed. The motion
was seconded by C. Pinkley, and unanimously " carried.
4 -way Stop Sign Upon motion by C. Pinkley, seconded by C. smith, and unanimously car -
16th & Orange ried, the Chief of Police was requested to make an investigation of the
hazardous traffic situation at the intersection at 16th Street and
Orange Avenue, and to make a report to the Council at their next meet-,
ing regarding the feasibility of installing a 4 -way stop sign at this
intersection.
Improvement Plan The City Engineer advised the Council that the cost of the City's parti-
Victoria Ave. cipation in the Victoria Avenue improvement plans would be approximately
$670.00 for rock, plus the cost of excavation and hauling of excess dirt
to the City Hall site. Thereupon C. Smith moved that the $670.00 be
allocated for the purchase of rock, and authority granted to proceed
with the spending thereof. The motion was seconded by C. Pinkley, and
carried by the following roll call vote:

Report on Permits The City Clerk read the recommendation of the Chief of Police relative
Chief of Police to the request of Newport -Balboa Music Company, 706 E. Bay, Balboa, to
install !_.skill games and a juke -box at Van's Bowling Alley, and 2
(speedy Lunch) skill games at speedy Lunch, and which was referred to the Chief of
(Van's Bowling) Police for investigation. Upon motion by C. Pinkley, seconded by C.
Meyers, and unanimously carried, the permit was granted subject to the
recommendation of the Chief of Police on file in the, office of the
City Clerk.
The City Clerk read the recommendation of the Chief of Police relative
to the request submitted by Walter Price for a public dance permit at
(The oilver llollar)The Silver .collar, 1600 Newport Boulevard, and referred to the Chief of
Police for investigation. Upon motion by C. smith, seconded by C® Pink -
ley, and unanimously carried, the permit was granted subject to the
recommendations of the Chief of Police on file in the office of the City
Clerk, and providing that Fire Department requirements are met.
20th & manta Ana The City Manager advised the Council that, concerning the hazardous
Tree Removal condition at the intersection of 20th street and manta Ana Avenue, the
Police vepartment, after investigation, has recommended removal of the
palm trees in this area, a conservative estimate of per tree removal
being approximately $75.00. After discussion, C. Pinkley moved that
the City Manager be instructed to contact various nurserymen in the

area, offering them the trees gratis for the removal thereof at no cost to
the City. The motion was seconded by C. Meyers, and unanimously carried,
.Budget Upon motion by C. Martin, seconded by C. rinkley, and unanimously carried,
the proposed budget, as submitted by the City Manager, was tentatively
accepted, and the City Clerk instructed to publish the Notice of kublic
Hearing.
kubli.c Hearing on the Budget was set for Monday, July 16, 1956, at 7:30 p.m.
Fire station C. smith suggested that the Council acquaint themselves with the needs and
Committee requirements relative to the remodelling of the Fire station at the present
time, and discussion ensued as to the most satisfactory method of providing
the facilities necessary, including housing of the new fire truck. There-
upon, Mayor Nelson appointed a Committee to study this situation, said
Committee (Al Ogden, Councilman :,m.ith, Fire Chief Ralph Lee) to report to
the Council at their next regular meeting on July 2, 1956,
Adjournment Upon motion by C. Martin, seconded by C. Meyers, and unanimously carried,
