HomeMy WebLinkAbout07/23/1956 - Adjourned City Council MeetingROLL CALL CD CITY HALL BID 1 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL CITY OF COSTA MESA July 23, 1956 The City Council of the City of Costa Mesa, California, met in adjourned regular session at 7:30 p.m., July 23, 1956, in the Jury Room of the New- port Justice Court, 567 West 18th Street, Costa Mesa. The meeting was cal- led to order by Mayor Nelson, followed by the Pledge of Allegiance to the Flag and Invocation by Councilman Bruce Martin. Councilmen Present: Councilmen Martin, Pinkley, Smith, Nelson, Meyers Councilmen Absent:.. None Officials Present: City Clerk, City Manager Upon motion by C. Smith, seconded by C. Pinkley, and unanimously carried, a communication from the Department of Alcoholic Beverage Control advising the City of an off -sale beer and wine license to be issued to Joseph Malits for use at 196 'East 17th Street, was accepted and ordered filed. Upon motion by C. Smith, seconded by C. Martin, and unanimously carried, the bid of South Coast Construction Company on the proposed City Hall was rejected as out of line with the budget appropriation, another method of financing to be sought, and the City Clerk was authorized to send a communi- cation to the above company thanking them for their bid. ORDINANCE #135 Ordinance No. 135, "AN ORDINANCE OF THE CITY OF COSTA MESA, CALIFORNIA, $50 Fee on Sub- ADDING NU9 SECTIONS TO ORDINANCE NO. 25 TO REQUIRE A BUSINESS LICENSE FEE divisions FOR SUBDIVIDING REAL PROPERTY WITHIN THE CITY OF COSTA MESA, AND AMENDING (2nd Reading) ORDINANCE NO. 46 OF THE CITY OF COSTA MESA," was presented for second read- ing. Following reading of the title, C. Pinkley moved that further read- ing be waived and that it be read by title only. The motion was seconded by C. Meyers, and unanimously carried. Thereupon C. Martin moved the adoption of Ordinance No. 135. The motion was seconded by C. Pinkley, and carried by the following roll call vote.- AYES: ote. AYES: Councilmen Martin, Pinkley; Smith, Nelson, Meyers NOES: Councilmen - None ABSENT: Councilmen - None Request for Re- A communication was read from the Building Official recommending that a fund (Fontaine) refund in the amount of $13.60 be made to George Fontaine on Building Appli- cation No. 2786, representing 85% of the total collected fee. Upon motion by C. Pinkley, seconded by C. Martin, the refund was authorized upon recom- mendation of the Building Department, and the motion carried by the follow- ing roll call voter AYES: Councilmen Martin, Pinkley, Smith, Nelson, Meyers NOES Councilmen - None ABSENT3.Councilmen - None PERMITS Upon motion by C. Pinkley, seconded by C. Meyers, and unanimously carried, .a permit was granted to the Optimist Club to establish headquarters from which to sell tickets and advertising to local merchants to promote their second annual Optimist Circus at the Orange County Fairgrounds, and fee waived, as proceeds are to be used solely for charity, advertising to be displayed not more than ten (10) days before the event, which is scheduled for Sunday, September 23, 1956. ORDINANCE #138 Ordinance No. 1385 "AN ORDINANCE OF THE CITY OF COSTA MESA DECLARING ITS Abandonment of INTENTION TO CRDER THE VACATION OF CERTAIN ALLEYS LOCATED WITHIN THE CITY Alleys A & B OF COSTA MESA,' was introduced by C. Pinkley. Following reading of the (lst Reading) title only, C. Martin moved that this constitute the first reading of Ordinance No. 138. The motion was seconded by C. Pinkley, and carried by the following roll call vote: AYES: Councilmen Martin, Pinkley, Smith, Nelson, Meyers NOYS: Councilmen - None ABSENT: Councilmen - None The hearing was set for Tuesday, September 4th, 1956, at 7:30 p.m. Chief of Police McKenzie advised the Council that he has received considerable comment from tenants of the old bank building who Off -Street would like to have the one-hour limit lifted on alley parking at this Parking Limits time, as it creates noise and confusion, and asked the Council's consideration of this matter. After discussion, the Council agreed to delay any action until a.meeting could be held with the down- town merchants to determine their wishes as to parking restrictions, and C. Pinkley volunteered to contact the merchants and request their recommendation on parking limits before the next regular Coun- cil meeting on August 6. C. Martin informed the Council that the alley that comes into Harbor Boulevard south of Bernard Street is unsightly and should be cleared of weeds and debris, and advised that thought should also be given to cleaning up the alley running between 18th and Broadway just south- east of Newport Boulevard. CITY MANAGER'S The City Manager advised that he had received a proposal from Pyle, REPORT Lance and Schlinger, accountants, offering to make a quarterly audit of cash transactions for all departments of the City for a fee of $225.00 per quarter, and recommended that this proposal be accepted. Upon motion by C. Martin, seconded by C. Meyers, and unanimoushy carried, it was moved that the firm of Pyle, Lance and Schlinger be retained to audit City accounts for the next Fiscal Year. Fire Dept The City Manager advised that while Ordinance #33 stipulates the Personnel holidays allowed and working time required for City employees, it 72 -hr week does not provide for Fire Department employees. Thereupon C. Mar- tin moved that the City Attorney be authorized to draft an amend- ment to Ordinance #33 to incorporate the Fire Department personnel on a 72 -hour week. The motion was seconded by C. Pinkley, and unani- mously carried. City Manager's- The City Manager advised the Council of the International City Manager's Assn. Meeting Association Meeting to be held from September 16 - 20 at Banff, Canada, and requested permission to attend. Thereupon C. Martin moved that the City Manager be granted a leave of absence, with° pay, to attend the Conference for City Managers at Banff. The motion was seconded by C. Smith, and unanimously carried. Fire Station Fire Chief Ralph Lee advised that the open house held by the Fire Open House Station was a huge success and that many fine comments had been re- ceived as to the progress being made in establishing a City Fire De- partment.
