ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF COSTA MESA
July 8, 1957
The City Council of the City of Costa Mesa, California met in adjourned
regular session at 7:30 p.m., July 8, 1957, at the Newport Justice
Court, 567 West 18th Street, Costa Mesa. In the absence of the Mayor
the meeting was called to order by the City Clerk, followed by the
Pledge of Allegiance to the Flag and invocation by Councilman John
Smith.
Roll Call Councilmen Present: J. Bmith,.B. Smith, Pinkley, Meyers
Councilmen Absent: Nelson
Officials Present. City Clerk, Deputy City Clerk, City Attorney,
_City Engineer, Director of Finance
Mayor Pro -Tempore Councilman Bert Smith was chosen Mayor Pro -Tempore on motion by Councilman
Pinkley, seconded by Councilman Meyers, and carried. Councilman Bert .
Smith voted NO.
Minutes The minutes of the previous meeting, having been distributed to the Council-
men prior to the meeting, were approved on motion by Councilman Pinkley,
seconded by Councilman Meyers, and carried.
PUBLIC HEARING The Mayor Pro -Tempore announced that the hour of 7;30 o'clock p.m. having
N. 19th Street arrived that this was the time and place fixed by this City Council for
Improvement hearing of objections to the proposed change set forth in Resolution
District change No. 375 in connection with the improvement of West 19th Street and said
other streets and easements. (Assessment District.No. 5)
The Deputy Clerk reported that the notice of hearing was given as required
by law and that the Affidavit of Publication showing such compliance is
on file in his office.
The Mayor Pro -Tempore then inquired of the Clerk if any written pro-
tests or objections had been filed to the proposed change. The clerk
reported that no written protests or objections had been filed with
him prior to the time set for hearing.. The Mayor Pro -Tempore there-
upon asked all persons present if they desired to file any written
protests or objection to the proposed change. No person present de-
sired to make written -protest or objection.
The Mayor Pro -Tempore then asked if any person present desired to be
,heard on the matter of the proposed change. No person desired to speak.
Written Communica- A Mutual Aid Fire Agreement with the City of Laguna Beach, having been

by Councilman Pinkley, seconded by Councilman Meyers, and carried the
Mayor and City Clerk were authorized to sign the agreement in behalf of
the City of Costa Mesa.

It was thereupon moved by Councilman-Pinkley, seconded by Councilman
Meyers and carried that this Council find that no written objections or
protests had been made to the proposed change and that the hearing be
closed.

Councilman Meyers then presented Resolution No. 379, being a RESOLUTION

The City Engineer presented plans and specifications for paving of the

Addendum to
The City Attorney presented an addendum to the lease dated February 7,

1957 by and between the City of Costa Mesa and Costa Mesa Civic Center, Inc.

for the new City Hall, amending the lease to allow the City to take
possession for the purpose of landscaping the grounds, the consideration
therefore being $729.16 per month, to be paid by the City, beginning
July 1, 1957 and continuing :until such time as the lessor shall deliver
possession of the building to the City. On motion by Councilman Pinkley,
seconded by Councilman Meyers, the addendum was approved, and the Mayor
and City Clerk authorized to execute the agreement on behalf of the City,
by the following roll call -%-vote:

One-way alley Vehicle Parking District No. 1 submitted a.plan to make the existing

PERMITS The application of Foster and Kleiser Co. for renewal of license for
45 advertising billboards, permit to maintain 20 panels in newly an-
nexed areas of the City and reconsideration of permit to erect two
billboards at 1856 and 1857 Newport Avenue, was presented. Couhcil-
man PLnkley pointed out that removal of,an existing sign to another
portion of the City.would not be permitted, and that no new sign could
hereinafter be erected without first having been approved by the City
Council. On motion by Councilman Pinkley, seconded by Councilman Meyers,
the Council granted the requested permits for 67 signs, rescinding

the action of the previous meeting.denying the permits for the two
billboards at 1856 and 1857 Newport Avenue.
Adjournment Upon motion by Councilman Pinkley, seconded by Councilman J. Smith,
and carried the meeting was adjourned at 7:55 p.m. sine die.
