REGULAR ADJOURNED MEETING OF THE CITY COUNCIL
CITY OF COSTA MESA
October 28, 1957
The City Council of the City of Costa Mesa, California, met in regular
adjourned session at 7:30 p.m., October 28, 1957 at the City Hall,
695 W. 19th `Street, Costa Mesa.
The meeting was called to order by the Mayor followed by the Pledge
of Allegiance to the Flag and Invocation by Councilman John Smith.
Roll Call Councilmen Present: J. Smith, Pinkley, Meyers, Nelson
Councilmen Absent: B. Smith
Officials Present:. City Manager, Assistant City Manager, Chief
Deputy City Clerk, City Engineer, City Attorney,
Right of Way Engineer.

AMENEING SECTION 3.2 OF ARTICLE III OF ORDINANCE NO. 32 OF THE CITY
Rezone Petition 32
OF COSTA MESA, CALIFORNIA ENTITLED fi AN ORDINANCE OF THE CITY OF COSTA
MESA., ESTABLISHING LAND CLASSIFICATIONS IN DISTRICTS, REGULATING THE
USE OF PROPERTY THEREIN, ADOPTING A MAP OF SAID DISTRICTS, DEFINING
THE TERMS USED IN THE ORDINANCE, PROVIDING FOR THE ADJUSTMENT, ENFORCE-
MENT AND AMENDMENT HEREOF, PRESCRIffiNG PENALTIES FOR VIOLATION HEREOF,
AND REPEALING ORDINANCES AND PARTS OF ORDINANCES INCONSISTENT AND IN

ing in full, Councilman Pinkley moved the adoption of Ordinance No. 1136.
The motion was seconded by Councilman Meyers and the ordinance was
adopted by the following roll call vote:
AYES.: Councilmen J. Smith, Pinkley, Meyers, Nelson
NOES: Councilman - None
ABSENT: Councilmen B. Smith
Building Moving
Building Moving Applications No. 168 and 169 of R. K. Campbell for
Apps. 168 & 169
permit to move a dwelling and garage from 7697 Glencrest, 'Sun Valley
R. K.
to 222 Santa Isabel, Costa Mesa, was presented, having been deferred

from the meeting of October 21, 1957. Mir. Campbell was present and
stated that he would be willing to sell his property if the City de-
cided to make Norse Avenue a public street. Mr. Dungan informed the
Council that it would be necessary for the City to purchase the ad-
ditional 15 feet or the entire parcel from Mr. Campbell. Kftex_ dis-
cussion it was moved by Councilman J. Smith, that Building„ Moving=
Applications No. 168 and 169 be denied. The motion was seconded`-_3�y-

Upon motion by Councilman Pinkley the City Attorney -was instructe&'to

Norse Avenue and Santa Isabel (8o, x 155f), by purchase'or--condemnation
if necessary. The Council finds this purchase necessary for the best
interest of the City and the Public for a right-of-way to be owed on
the street known as Norse Avenue.
Upon motion by Councilman Pinkley, the right-of-way engineer, Mr. -
Wilson was instructed to procure from the property owners on Norse Avenue
the 401 right-of-way, except for the parcel to be purchased by the
City. Motion seconded by Councilman J. Smith and carried by the
following roll call vote:
AYES: Councilmen J. Smith, Pinkley, Meyers, Nelson
NOES: Councilmen - None
ASSENT: Councilman B. Smith
Easement from A Deed of Easement to the City of Costa Mesa, dated October 24, 1957,
Frank J. OtConnor from Frank J. O'Connor, for a storm drain west of Miner 'Street between
Victoria Street and Wilson Street, in the City of -Costa Mesa, was pre-
sented.
On motion by Councilman J. Smith, seconded by Councilman
Pinkley, the easement was accepted and ordered placed on record by
the following roll call vote:
AYES: Councilmen J. Smith, B. Smith, Pinkley, Nelson
NOBS: Councilmen - None
ABSENT: Councilman B. Smith
Right of Way Deed A deed of Right of Way to the City of Costa Mesa, dated October 18,
W. 19th Street 1957, from the United States National Bank of San Diego -Costa Mesa
Office, for the opening of a portion of West 19th Street between Pla-
centia Avenue and Harbor Boulevard in the City of Costa Mesa was pre-
sented.
On motion by Councilman Meyers, seconded by Councilman Pinkley
the deed was accepted and ordered placed on record by the following
roll call vote:
AYES: Councilmen J. `Smith, B. Smith, Pinkley, Nelson
NOES: Councilmen - None
AB=SENT: Councilman B. Smith
Pyle., Lance, and The City Manager advised the Council that he had obtained informal bids
Schlinger, to audit from four firms to Audit the Accounts for the Fiscal Year to June 30; 1958,
accounts and recommended that the bid of Pylce, Lance, and Schlinger be accepted.
After discussion Councilman Pinkley moved that the City Manager be
authorized to accept the bid of Pylce, Lance, and Schlinger for the Audit
of Accounts to June 30, 1958 at $1,100.00, this being the lowest and
best bid received. The motion was seconded by Councilman Meyers, and
unanimously carried.
Adjournment Upon motion;:by Councilman J. Smith, seconded by Councilman Meyers, and
unanimously carried the meeting was adjourned at 8:35 P. .
