HomeMy WebLinkAbout02/10/1958 - Adjourned City Council MeetingADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA February 10, 1958 The City Council of the City of Costa Mesa, California, met in adjourned regular session at.7:•30 p.m., February 10, 1958 at the City Hall, 695 W. 19th St., Costa Mesa. The meeting was called to orderby the Mayor fol- lowed by the Pledge of Allegiance to the Flag and Invocation by Council- man John Smith. ROLL CALL Councilmen Present: B. Smith, J. -Smith, Pinkley, Meyers, Nelson Councilmen Absent: None Officials.Present: Chief Deputy City -Clerk, City Manager, City Attorney, City Fngineer, Director of Finance ORAL COMMUNICATIONS The Mayor inquired'if'there were anyone present wishing to speak on any item not on the agenda. There being no one desiring to speak, the Mayor called for Written Communications. Upon motion by Councilman Pinkley, seconded by Councilman Meyers and carried the communication of thank .you read from the Welcome Wagon was received and ordered filed. A communication was read from the Orange County Boundary Commission regard- ing the proposed annexation to the City of Santa Ana, (Fairview and Center N.W. of Annexation, above Edinger). .Upon motion by Councilman Pinkley, seconded by Councilman B.Smith, and carried, the communication was received and ordered filed. A communication bearing sixteen signatures, requestingimprovements paid by -the City fdr easement deeds of ten feet on Maple Avenue was presented.. After discussion it was moved by Councilman B.Smith, seconded by Council- man J..Smith, and _ unanimously carried that the letter be received and an answer written to the property owners stating that an improvement dis- trict is in the process of being started in this area and the policy of the City is such that right of way should be deeded to the City to ful fill the obligations of putting in such a street, but the cost would be their proportionent share of -the improvement district if and.when it was passed. Committee for A communication was read from Raymond Rapp, Mario.Durante, Bill McFaddin, 19th St. Imp*' Donald Rapp, C. 1E. Kimbrough, stating they had been appointed as the Citizen Committee to assist the Council the -investigation of matters relative to the quality of the new streets in the W. 19th Street Improve- ment District, and also stating five resolutions of the Committee. It was moved by Councilman J.Smith, seconded by Councilman Pinkley, and unanimously carried that the communication be received, and the committee be notified that the receipt of the committee is acknowledged and the Council is happy that the Committee has been formed to assist the Council but, that the inspections, borings, etc. will be determined by sound engineering practices. Deletions, additi- The Frgineer reported that he had estimated separately the cost of each ons, etc. for S.' change and ommission and decrease in the things proposed to be done, as E. Improvement set forth in the Report filed under Division 4 of the Streets and Highways District Code of the`State of California, as ordered by the Council, and that he h�s filed said estimate with the City Clerk The Engineer then.reported-that said changes, consisting of ommissions and decreases in the proposed Improvement,_='�did not increase the estimated cost by more than one-tenth (1/10) of the total estimated cost, as stated in said Report. On motion by councilman B.Smith, seconded by Councilman J.Smith, Resolution No. 439, entitled "A RESOLUTION OF THE CITY COUNCIL, CITY OF COSTA MESA, CALIFORNIA, ORDERING CERTAIN OMISSIONS FROM AND DE✓RTAISES IN THE THINGS PROPOSED TO BE DONE, AS S'ET FORTH IN THE REPORT FILED UNDER DIVISION 4 OF THE STREETS AND HIGHGTAYS. CODE OF THE ;STATE OF CALIFORNIA, AND FINDING THAT SUCH CHANGES DO NOT INCREASE THE ESTIMATED COST BY MORE THAN 1/10TH OF THE TOTAL ESTIMATED COST,," was adopted by the following roll call voter AYES. Councilmen J.`Smith, B.Smith, Pinkley, Meyers, Nelson NOES: Councilmen - None ABSENT: Councilmen - None �� 3 Official Titles of Upon motion by Councilman Pinkley, seconded by Councilman Meyers, and Improvement Dis- unanimously carried the Improvement District North of 19th Street on tricts the West side will be the NORTHWEST IMPROVEMENT DISTRICT, and the Improvement District North of 18th Street on the East side will be the NORTHEAST IMPROVEMENT DISTRICT. Mr. Ferry Isley, Veterans Lettering Service was present requesting a permit to paint house numbers on curbs, in the City. It was moved by Councilman B.Smith, seconded by Councilman Pinkley, and unanimously carried that a specific answer -be given at the regular meeting of the Council on February 17, 1958, and that the City Manager investigate the concern as licensed in other cities. A deed of Right of Way to the _City of Costa Mesa dated February 6, 1958 from Harold and Fleurett"Eddy for that certain street known. as West- minster Avenue was presented. Upon motion by Councilman B.Smith, seconded by Councilman Pinkley, the deed was accepted and ordered placed on record by the following roll call voter AYE`S: Councilmen J.Smith, B.Smith, Pinkley, Meyers, Nelson NOES: Councilmen - None ABSENT: Councilmen - None A deed of Right of Way to the City of Costa Mesa dated February 5, 1958 from Otto Bayer for that certain street known as Albert Place was pre- sented. Upon motion by Councilman B.Smith, seconded by Councilman Pinkley, the deed was accepted and ordered placed on record by the following roll call vote: AYES: Councilmen J.Smith, B.Smith, Pinkley, Meyers, Nelson NOES: Councilmen - None ABSENT: Councilmen None A deed of Right of way to the City of Costa Mesa dated February 5, 1958 from C. J. and Lila E. Wilson for that certain street known as Wilson Street was presented. Upon motion by Councilman Pinkley, seconded by Councilman J.Smith the deed was accepted and ordered placed on record by the following roll call vote: AYES: Councilmen J.`Smith, B.Smith, Pinkley, Meyers, Nelson NOES: Councilmen - None ABSENT: Councilmen - None A deed of Right of Way to the City of Costa Mesa dated February 3, 1958 from Harry G. Statler for that certain street known as Meyer Place was presented. Upon motion by Councilman Pinkley, seconded by Councilman B. Upon motion by Councilman Meyers, seconded by Councilman Pinkley the deed was accepted and placed on record by the following roll call vote: AYES: Councilmen J.'Smith, B.Smith, Pinkley, Meyers, Nelson NOFS: Councilmen - None ABSENT: Councilmen - None A deed of Right of Way to the City of Costa Mesa dated January 28, 1958, from John H. and Minnie L. Eider for that certain -street known as Hamilton Street was presented. Smith, Pinkley, Meyers, Nelson NOES: Councilmen None ABSENT: Councilmen - None C A deed of Right of Way tothe City of Costa Mesa dated January 27, 1958 William Jr. and Helen F. Kreutzkamp for that certain street known as Placentia Avenue was presented. Upon motion by Councilman Pinkley, seconded by Councilman B.Smi% the deed was accepted and ordered placed on record by the following roll call vote: AYES: Councilmen J.'SnLith, B.Smite, Pinkley, Meyers, Nelson NOM,: Councilmen - None ABSENT: Councilmen - None A deed of Right of IqV to the City of Costa Mesa dated November 4, 1958 for George W. and Blanche H. May for that certain street known as Alley within Tract No. 612, was presented together with a communication from the Right of Way Department stating that an oral agreement that the existing wood picket fence on the rear of the subnect property would be removed and reconstructed at the new property line per subject widening and said reconstruction to be considered as part of the construction included within the Northwest Improvement District, and that a letter confirming these terms be sent from the legal department. After dis- cussion it was moved by Councilman J.Smith, seconded by Councilman Pinkley that the deed be accepted and ordered placed on record with the conditions stated in the communication. Motion carried by the following roll call vote: AYES: Councilmen J.Smith, B.Smith, Pinkley, Meyers, Nelson NOES:' Councilmen - None ABSENT: Councilmen - None A deed of Right of Way to the City of Costa Mesa dated February 6, 1958 from Curtis D. May for that certain street known as Victoria Street was presented. Upon motion by Councilman P-inkley, seconded by Councilman Meyers the deed was accepted and ordered placed on record by the follow- ing roll call voter AYLS: Councilmen J.Smith, B.Smith, Pinkley, Meyers, Nelson NUS: Councilmen - None ABSENT: Councilmen - None A deed of right of way to the City of Costa Mesa dated February 11, 1958 for Herbert S. and Edith M. Marshutz for that certain street known as Twentieth 'Street was presented. Upon motion.by-Councilman Meyers, seconded by Councilman P-inkley the deed was accepted and ordered placed on record by the following roll call voter AYES: Councilmen J.Smith, B.Smith, Pinkley, Meyers, Nelson NOES: Councilmen P None ABSENT: Councilmen - None PERMITS The application of International Detective Agency, Inc. 3315 Newport Blvd. Newp ort Beach to operate a private investigating and patrol service was granted as recommended by the Police Department on motion by Councilman Pinkley, seconded by Councilman.J.Smith, and carried. Liason Officer After discussion it was moved by Councilman B.Smith, seconded by Council- man.Meyers, and carried that the City Manager be authorized to employ a Liason Officer.
