HomeMy WebLinkAbout11/24/1958 - Adjourned City Council MeetingREGULAR ADJOURNED MEETING OF THE CITY COUNCIL 4 CITY OF COSTA MESA November 24, 1958 The City Council of the City of Costa Mesa, California, met in regular adjourned session at 7:30 o'clock p.m., November 24, 1958, at the City Hall, 695 West 19th Street, Costa Mesa. The meeting was called to order by the Mayor, followed by the Pledge of Allegiance to the Flag and Invocation by Mayor John Smith. ROLL CALL Councilmen Present: Rea, B. Smith, Meyers, Pinkley, J. Smith Councilmen Absent: None Officials Present: City Manager, Assistant City Manager, City Attorney, City Engineer, Director of Finance, Chief Deputy City Clerk The Mayor announced that inasmuch as this was anadjourned meeting and there were people present desiring to speak that he would now call for Oral Communications. Street Lights Thereupon Mr. Don Huddleston, Mr. Ray Stansbury, Mr. E. Stroot, on East 17th Street and Mr. DeWitt Worcester of the East 17th Street Improvement Association spoke from the floor with regard to the street light standards on East 17th Street and whether or not the City would pay for these standards. The Attorney informed the men that any standard that the City bought for traffic safety purposes the energizing costs would have to be borne by the City. The Council also stated that they had given approximately $68,000 toward the District as a whole, which compared with the City's contribution to other improvement districts. Moving of Standard Mr. Unger stated that inasmuch as the men from the Improvement Oil Sign - East 17th Association were here it perhaps would be a good time to discuss Street and Orange the moving of the Standard Oil Sign on the corner of East 17th Street and Orange Avenue which was now extending 2 feet over the curb due to the widening of the street. Mr. Unger reported that no agreement could be found whereby the Standard Oil Company would move the sign, and it appeared that if it was set back it would have to be done at the City's expense. After discussion, it was moved by Councilman Pinkley, seconded by Councilman Rea, that the sign be moved and the expense of the moving be paid by the City. Motion carried by the following roll call vote: AYES: Councilmen Rea, Pinkley, J. Smith, Meyers, B. Smith NOES: Councilmen - None ABSENT: Councilmen - None Mr. Unger also stated that the Building Department had been directed to leave a copy of the sign ordinance at each place of business on East 17th Street and in due time all businesses would be -requested to move their signs to meet the requirements of the Ordinance. RESOLUTION N0. 538 Tli6 City Attorney presented a resolution requesting the Fairview Fairview County County Water District to furnish plans for the Improvement District Water District to No. 4. Upon motion by Councilman Pinkley, seconded by Councilman Furnish Plans in B. Smith, Resolution No. 538 being A RESOLUTION OF THE CITY COUNCIL Improvement Dis_ OF THE CITY OF COSTA MESA, REQUESTING THE FAIRVIEW COUNTY WATER trict No. 4 DISTRICT TO FURNISH THE CITY COUNCIL OF THE CITY OF COSTA MESA PLANS AND SPECIFICATIONS FOR ADEQUATE AND APPROPRIATE WATER SER- VICE HOUSE CONNECTIONS AND FIRE HYDRANTS AND OTHER APPURTENANCES NECESSARY FOR THE DISTRIBUTION OF DOMESTIC WATER SUPPLY IN THE IMPROVEMENT KNOWN AND DESIGNATED AS THE "IMPROVEMENT OF WEST VICTORIA STREET AND CERTAIN OTHER'STREETS, ALLEYS AND EASEMENTS (NORTHWEST IMPROVEMENT DISTRICT)" IN THE CITY OF COSTA MESA, was adopted by the following roll call vote: AYES: Councilmen Rea, Pinkley, J. Smith, Meyers, B. Smith NOES: Councilmen - None ABSENT: Councilmen - None ORDINANCE NO. 215 Ordinance No. 215 entitled AN ORDINANCE OF THE CITY OF COSTA MESA Fairlane Annex. APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY CONTIG - Second Reading UOUS TO THE CITY OF COSTA MESA, IN THE COUNTY OF ORANGE, KNOWN AND DESIGNATED AS "FAIRLANE ANNEXATION", was presented for second read- ing. Following reading of the title, Councilman B. Smith moved that further reading be waived and that it be read by title only. The motion was seconded by Councilman Pinkley, and carried. There- upon Councilman Pinkley moved the adoption of Ordinance No. 215. The motion was seconded by Councilman Rea and adopted by the fol- lowing roll call vote: AYES: Councilmen Rea, Pinkley, J. Smith, Meyers, B. Smith NOES: Councilmen - None ABSENT: Councilmen - None ORDINANCE N0. 216 Ordinance No. 216 entitled AN ORDINANCE OF THE CITY OF COSTA MESA Bristol No. 2 APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY CONTI- Annex. (Second GUOUS OF THE CITY OF COSTA MESA, IN THE COUNTY OF ORANGE, KNOWN Reading) AND DESIGNATED AS "BRISTOL ANNEXATION NO. 2" was presented for second reading. Following reading of the title Councilman B. Smith moved that further reading be waived and that it be read by title only. The motion was seconded by Councilman Pinkley, and carried. Thereupon Councilman Pinkley moved the adoption of Ordinance No. 216. The motion was seconded by Councilman Rea and adopted by the following roll call vote: AYES: Councilmen Rea, Pinkley, J. Smith, Meyers, B. Smith NOES: Councilmen - None ABSENT: Councilmen - None ORDINANCE NO. 217 Ordinance No. 217 entitled AN ORDINANCE OF THE CITY OF COSTA MESA, Through 'Truck CALIFORNIA, AMENDING ORDINANCE N0. 44 REGULATING ROUTES FOR CERTAIN Traffic (Second COMMERCIAL VEHICLES, AND REPEALING ORDINANCE NO. 190, was presented Reading) for second reading. Following reading of the title, Councilman B. Smith moved that further reading be waived and that it be read by title only. The motion was seconded by Councilman Pinkley, and carried. Thereupon Councilman Pinkley moved the adoption of Ord- inance No. 217. The motion was seconded by Councilman Meyers and adopted by the following roll call vote: AYES: Councilmen Rea, Pinkley, J. Smith, Meyers, B. Smith NOES: Councilmen - None ABSENT: Councilmen - None Right of Way Deeds A right of way deed dated October 20, 1958, from Guy 0. Beem for that certain alley in Tract No. 612 was presented. Upon motion by Councilman Meyers, seconded by Councilman Pinkley, the deed was accepted and ordered placed on record by the following roll call vote: AYES: Councilmen Rea, Pinkley, J. Spinks City Limits. Upon motion by Councilman Pinkley, seconded by Councilman Meyers, Resolution No. 539, being A RESOLUTION OF THE, CITY COUNCIL OF THE CITY OF COSTA MESA APPROVING AN AGREEMENT FOR THE SALE OF WATER OUTSIDE THE CITY TO CERTAIN PARCELS OF PROPERTY PENDING ANNEXATION, was adopted by the following roll call vote: AYES: Councilmen Rea, Pinkley, J. Smith, Meyers, B. Smith NOES: Councilmen -None ABSENT: Councilmen -None Rezone Petitions Upon motion by Councilman Pinkley, seconded by Councilman B. 56 - LaLanne and Smith, and carried, Rezone Petition No. 56 being the -application 57 - Williams of Elmer H. LaLanne and Evelyn H. LaLanne, 808 11th Street, Huntington Beach, to rezone portions of Lots 9, 10, 28, and 27 of Tract 57 (West Wilson Street and Avocado Street) from R4 to R2, and Rezone Petition No. 57 being the application of Delbert B. Williams - 1767A Newoort Avenue, Costa Mesa, to rezone por- tion of Lots 19 and 20 of Tract 57 from R4 to R2, were referred to the Planning Commission for their recommendations. A. B. C. Report Upon motion by Councilman Pinkley, seconded by Councilman Meyers, Filed and carried the report of the Alcoholic Beverage Control for a new on -sale general license for Harcoll Marine Corporation at 330 East 17th Street was received and ordered filed. PERMITS Upon motion by Councilman B. Smith, seconded by Councilman Pinkley, and carried, permit was granted to the Moose Lodge and Boy Scout Troup 185 for a Christmas tree lot at 435 East 17th Street, and the fee waived. CITY MANAGERS The City Manager presented a proposed resolution requesting the REPORT County of Orange to include -yrithin the arterial highway fin- ancing program the development of Harbor Boulevard between Del - hi Road and Newport Boulevard. Mr. Unger also stated that at the present, widening would be from Wilson to Talbert Road. After discussion, it was moved by Councilman Pinkley, seconded by Councilman Meyers that Resolution No. 540, being A RESOLU- TION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE ARTERIAL HIGHWAY FINANCING PROGRAM THE DEVELOPMENT OF THAT PORTION OF HARBOR BOULEVARD BETWEEN DELHI ROAD AND NEWPORT BOULEVARD LYING WITH- IN THE CITY OF COSTA MESA, was adopted by the following roll call vote: AYES: Councilmen Rea, Pinkley, J. Smith, Meyers, B. Smith NOES: Councilmen - None ABSENT: Councilmen - None Adjournment Upon motion by Councilman Pinkley, seconded by Councilman B.
