CITY OF COSTA MESA
August 24, 1959
The City Council of the City of Costa Mesa met in regular adjourned
session at 7:30 o'clock p.m., August 24, 1959, at the City Hall,
695 West 19th Street, Costa Mesa." The meeting was called to order
by the Mayor followe' d by the Pledge of Allegiance to the Flag and
Invocation by Mayor Smith,

Officials Present: City Manager, Director of Public Works, City
Engineer, Chief Deputy.; -City Clerk
ORDINANCE,259 Ordinance -No. 259, entitled AN ORDINANCE OF THE CITY COUNCIL OF THE
Mesa Verde No. 2 CITY OF COSTA MESA APPROVING THE ANNEXATION OF CERTAIN UNINHABITED
Annexation TERRITORY CONTIGUOUS TO THE CITY OF COSTA MESA, IN THE COUNTY OF CRANGE,
2nd reading KNOWN AND DESIGNATED AS "MESA VERDE NO. 2 ANNEXATION" was presented for
second reading. Follotaing reading of the'title, it was moved by Counil-
Man Pinkley, seconded by Councilman Meyers, and carried, that further
reading be waived and that it be read by title only. Thereupon Council-
man Pinkley moved the adoption. of Ordinance No. 259. The motion was
seconded by Councilman Meyers; and carried by the following roll call
vote:
AYES: Councilmen: B. Smith, Pinkley, Meyers, J. Smith
NOES: Councilmen - None
ABSENT: Councilmen: Rea
ORDINANCE 260 Ordinance No. 260, being AN ORDINANCE OF THE CITY COUNCIL_ OF THE CITY
2nd reading OF_COSTA MESA FIXING THE AMOUNT OF REVENUE FROM PROPERTY TAXES NECESSARY
Fixing revenue TO SUPPORT THE DEPARMENTS OF THE CITY OF COSTA MESA FOR THE FISCAL YEAR
from property 1959-1960 was presented,for second reading. Following reading of the
taxes title it was moved by Councilman Meyers, seconded by Councilman Pinkley,
and carried, that it be read by title only. Thereupon it vas moved
by Councilman Pinkl-_y, seconded by Councilman B. Smith that Ordinance
No. 260 be adopted. The motion carried by the following roll call vote:
AYES: Councilmen: B. Smith, Pinkley, Meyers, J. Smith
NOES: Councilmen - None
ABSENT: Councilmen: Rea
RESOLUTION 642 Upon motion by Councilman Pinkley, seconded by Councilman B. Smith,
Huntzinger Resolution No. 642, being A RESOLUTION OF THE CITY COUNCIL OF THE
Annexation CITY OF COSTA MESA, CALIFORNIA, INITIATING PROCEEDINGS TO ANNEX CERTAIN
UNINHABITED TERRITORY ON ITS OWN MOTION, AND GIVING NOTICE OF SAID
PROPOSED ANNEXATION_ was adopted at 7:35 p.m. by the following roll
call vote:
AYES: Councilmen: B. Smith, Pinkley, Meyers, J. Smith
NOES: Councilmen - None
ABSENT: Councilmen: Rea
RESOLUTION 643 Upon motion by Cozncilman'B. Smith, seconded by Councilman Pinkley,
Agreement on Resolution No. 643, being A RESOLUTION OF THE CITY COUNCIL OF THE
construction of CITY OF COSTA MESA APPROVING A CERTAIN AGREEMENT BY AND BETWEEN THE
culverts ORANGE COUNTY FLOOD CONTROL DISTRICT AND THE CITY OF COSTA MESA FOR

Gardner contract-The'_Clerk read a communication of the Paul Gardner Corporation, requesting
for "traffic sig -=an extension on their contract for the installation of traffic signals in
nals extended to-theCity to October 1, 1959, together with the recommendation of the Direc-

yas,. moved by Councilman Pinkley, seconded by Councilman Meyers,and carried
that the extension be granted to October 1, 1959•

Right of Way Upon motion by Councilman Pinkley, seconded by Councilman B. Smith,
Deeds a right of way deed dated August 20, 1959, from Robert John Lee, for
that certain street known as Santa Isabel, was received and ordered
placed on record by the following roll call vote:
AYES: Councilmen: B. Smith, Pinkley, Meyers, J. Smith
NOES: Councilmen - None
ABSENT: Councilmen: Rea
Upon motion by Councilman Pinkley,-seconded by Councilman B. Smith,
a right of way deed, dated August 21, 1959, from Albert and Margery
Fischer, for that certain street known as Knox Place was received
and ordered placed on record by the following roll call vote:
AYES: Councilmen: B. Smith, Pinkley, Meyers, J. Smith
NOES: Councilmen - None
ABSENT: Councilmen:. Rea
Upon motion by Councilman Pinkley, seconded by Councilman B. Smith,
a deed of right of way dated August 18, 1959, from A. C. Tony and
—Julia K. Petitte for that certain street known --as Orange Avenue, was
received and ordered placed on record by the following roll call vote:
AYES: Councilmen: B. Smith,.Pinkley, Meyers, J. Smith
NOES: Councilmen - None
ABSENT: Councilmen: Rea

Written Communi- The Clerk read a letter from S. C..Van Wyk & Associates, 2004 Harbor Blvd.

200+ Harbor Blvd. After discussion it was moved by Councilman B. Smith,
Van.Wyk seconded by Councilman Meyers, -and carried, that the Street Department
Trailer. be instructed to issue a sewer permit for a hook up to a mobile trailer -
to be used for an office only, at 200+ HarboreBlvd.
Bd. of -Upon motion by Councilman B. -Smith, seconded by Councilman Meyers, and
Supervisorscarried, the report of the Orange County Board of.Supervisors
Irvine Ave.regarding making Irvine Avenue a one way str.eet.being referred to
-their Traffic Committee, was received and ordered filed.
Lusk Claim Upon motion by Councilman Pinkley,. seconded by Councilman Meyers,
and carried, the communication of Dennis D. Hayden, attorney for
Mr. Henry Lusk, regarding improvement of certain property at 741
Hamilton Street, was referred to the City Attorney.
DeclarationA Declaration of Policy regarding the territory -on the northerly
of Policy limits of the City, and certain areas adjacent -thereto, which are in
the process of being.annexed to the City, was presented ty the Director
of Public Works and read in full. After discussion it was moved by
Councilman Meyers, seconded by Councilman Pinkley, and carried, that .
the City accept the Declaration of Policy as presented.
Adjournment Upon motion by Councilman Pinkley, seconded by Councilman Meyers,,
and carried, the meeting adjourned at 8:35 p.m.
