March 14, 1960
The City Council of the City of Costa Mesa met in
adjourned regular session, having adjourned by order
of the City Council at its regular meeting of March
7, 1960, and the Clerk reporting that a copy of.the
Order of Adjournment was posted as required by law,
at 7:30 p.m., March 14, 1960, at the City Hall, 695
West 19th Street, Costa Mesa. The meeting was called
to order by the Mayor followed by the Pledge of
Allegiance to the Flag and Invocation by Mayor Smith.

PUBLIC HEARING
The City Clerk advised the City Council that this was

and publication of the Notice.of Filing Asses-sment were
on file'in his office and that -fifteen appeals or object-
ions had been filed in his office prior to the day set
for the hearing by:

The Mayor then asked if there were any interested.persons
present desiring to be heard in the above-mentioned mat --
ter. The following persons spoke in behalf of their
written protest:

All interested persons having been given full opportunity
to -show cause why said assessment should not be confirmed

and all objections presented -having been heard and fully
considered, it was moved by Councilman Pinkley, seconded
by Councilman Meyers, and carried, that all objections,
both written and oral, be and the same are hereby over-
ruled and denied, and that the certain changes and/or
modifications be made in said assessment.
Thereupon the Mayor declared a five minute recess, and
the meeting reconvened at 9:55 P•m•
RESOLUTION 715 The City Engineer presented the proposed changes and/or
Modifications of modifications in the assessment. Upon motion by Council -
Assessment man Pinkley, Resolution No. 715 being A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF COSTA MESA ORDERING CERTAIN
MODIFICATION IN THE PROPOSED ASSESSMENT OF WEST VICTORIA
STREET AND CERTAIN OTHER STREETS, ALLEYS AND EASEMENTS IN
SAID CITY, (ASSESSMENT DISTRICT NO. 7) was adopted.
The motion was seconded by Councilman Meyers, and carried
by the , following roll. call vote:
AYES: Councilmen: Rea, Pinkley, Meyers, B. Smith,
J. Smith
NOES: Councilmen: None
ABSENT: Councilmen: None
Hearing Closed Upon motion by Councilman B. Smith, seconded by Council-
man Meyers, and carried, the Public Hearing was closed.
It was moved by Councilman Pinkley, seconded by Council-
man B. Smith, and carried, that the request of Walter E.
Williams, (1021), for correction of his driveway approach
be referred to the Street Department.
It was moved by Councilman Pinkley, seconded by Council-
man Meyers, and carried, that the City Engineer would
send some one out to Mr. H. I. Proulx' property (481,102)
to verify the installation of a water connection.
It was moved by Councilman B. Smith, seconded by Councilman
Rea, and carried, that the request of Mrs. Rose T. Lane
(1017) on the approach to her driveway be referred to the
City Manager.
It was moved by Councilman B. Smith, seconded by Council-
man Pinkley, and carried, that the request of Mr. Gloza
(1421,22,23) for clearing and grading the public alley
off Bernard Street be referred to the City Manager.
It was moved by Councilman B. Smith, seconded by Council-
man Pinkley, and carried, that the question of Mr. Sauter
(141+) as to whether or not a water connection was in-
stalled was referred to the City Manager.
Diagram approved- It was moved by Councilman B. Smith, seconded by Council-
man Pinkley, and carried, that the Assessments as modified
and the assessment diagram be approved and the protests
heard be overruled.
ORDINANCE 296
Upon motion by Councilman Pinkley, seconded by Council -
2nd reading
man Meyers, and carried, second reading was given to

Thereupon it was moved by Councilman B. Smith, seconded
by Councilman Rea, that Ordinance No. 296 be adopted.
The motion carried by the following roll call vote:

ORDINANCE NO_. 297 Upon motion by Councilman B. Smith, seconded by Council -
Uniform Trailer man Pinkley, and carried, title only was read for second
Code reading of Ordinance No. 297, being AN ORDINANCE OF THE
2nd reading CITY COUNCIL OF THE CITY OF COSTA MESA ADOPTING THE
"UNIFORM TRAILER CODE OF THE CITY OF COSTA MESA" AND
PROVIDING PENALTIES FOR THE VIOLATION THEREOF. Upon
motion by Councilman Pinkley, seconded by Councilman
Meyers, Ordinance No. 297 was adopted by the following
roll call vote:
AYES: Councilmen: Rea, Pinkley, Meyers, B. Smith,
J. Smith
NOES: Councilmen: None

RESOLUTION 716 The Clerk informed the Council that the report of the
Republic No. 3 Orange County Boundary Commission had been received on
Annexation proposed Republic No. 3 Annexation to the City.. There -
Set for Hearing upon it was moved by Councilman Rea, seconded by Council-
man Pinkley that Resolution No. 716 being A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF COSTA MESA OF INTENTION TO
ANNEX A CERTAIN UNINHABITED AREA DESIGNATED AS "REPUBLIC
NO. 3 ANNEXATION", AND GIVING NOTICE THEREOF, be adopted.
The motion carried by the following roll call vote: .

PERMITS Upon motion by Councilman Pinkley, seconded by Council-
man Meyers, and carried, a use permit for a trailer for
a night watchman was granted to Mrs. Lucille Drew, at
Sunny Acres Trailer Sales.
Adjournment Upon,motlon by Councilman Pinkley, seconded by Council-
man Meyers, and carried, the meeting adjourned at 10:23 p.m.
