CITY OF COSTA MESA
August 22, 1960
The City Council of the City of Costa Mesa, California, met in ad-
journed regular session at 7:30 o'clock p.m., August 22, 1960, at
the City Hall, 695 West 19th Street, Costa Mesa, having adjourned
by order of the City'Council at its regular meeting of August 15,
1960, and the Clerk reporting that a copy of the Order of Adjourn-
ment was posted as required by law. The meeting was called to order--
by the Mayor, followed by the Pledge of Allegiance to the Flag and
Invocation by Councilman Smith.
ROLL CALL Councilmen Present: Rea, Pinkley, Wilson, Smith, Meyers
Councilmen Absent: None
Officials Present: City Manager, City Engineer, Chief Deputy City
Clerk
PUBLIC HEARING The Mayor announced that this was the time -and place set for the
1960-61 City Public Hearing on the City Budget for 1960-61. The Clerk reported
Budget that no written communications had been received. The Mayor in-
quired if there were anyone present wishing to speak. No one
desiring to speak it was moved by Councilman Smith, seconded by
Councilman Rea, and carried, that the public -hearing be closed.
Thereupon it was moved by Councilman Pinkley, seconded by Council-
man Wilson, that the City Budget for 1960-1961 be adopted as pre-
sented. The motion carried by the following roll call vote:
AYES: Councilmen: Wilson, Rea, Smith, Pinkley, Meyers
NOES:- Councilmen: None
ABSENT: Councilmen: None
REPORTS The City Engineer reported that he had studie d -the -protests received
City Engineer at the Public Hearing on the Santa Ana Avenue Improvement District
S.A.I.D. dele- on August 15, 1960, as the Council requested, and recommended that
tions 19th Street and Westminster not be deleted from -the project. There-
upon it was moved by Councilman Smith, seconded by Councilman Wilson,
and carried, that the reccmmendation:of the City Engineer be accepted
and the deletions �n'o be made in the project.- -
Right of Way Upon motion by Councilman Pinkley, seconded by Councilman Rea, the
Deeds following right of way deeds were received and ordered placed on
record by the following roll call vote:
AYES: Councilmen: Wilson, Rea, Smith, Pinkley, Meyers
NOES: Councilmen: None

PERMITS A communication was read.from the Costa Mesa Junior Chamber of Com-
merce requesting permission to use the Civil Defense sound truck to
announce the Polio Clinic on August 26 from 8:00 a.m. to 8:00 p.m.
It was moved by Councilman Pinkley, seconded by Councilman. Rea, and
carried that permission be granted for use of the Civil Defense sound
truck on August 26.
WRITTEN COMMUNICA-A communication was read from Cleo Fikes, 1935 Church requesting use
TIONS of a trailer at 1935 Church for living purposes for herself, inas-
Fikes - Trailer much as she has a beauty shop at the same location. After discus-
sion as to the requirements of the Trailer Ordinance it was moved
by Councilman Pinkley, seconded by Councilman Rea, and carried, that
the letter be received and ordered filed.
Kelly -King A communication was read from Larry Kelly and John King, 906 East
Go -Kart Track Occidental, Santa Ana, requesting permission to operate a Go -Kart
Track on the southwest corner of South Main and Newport Boulevard,
for an indefinite period from 9:00 a.m. to 9:00 p.m., seven days a
week. The Council discussed with the applicants, who were present,
the noise factor, and whether the cars -could be mufflered, parking,
and traffic problems. Thereupon it was -moved by Councilman Pinkley,
seconded by Councilman Rea,:and carried, with Councilman Smith ab-
staining, that the permit be granted subject to the -final approval
.of the City Manager and any stipulations he may put on it.
Meaney - Upon motion by Councilman Pinkley, seconded by. Councilman Wilson,
and carried, the communication from Thomas A. Meaney, 2525 Lehigh.
Place, addressed to Graham Brothers Inc., P. 0. Box 6721, L.A. 22,
was received and ordered filed.
ADJOURNMENT Upon motion by Councilman Pinkley, seconded by Councilman Smith, and
carried, the meeting was adjourned at 7:50 p.m.
