City Clerk of the City of Costa Mesa Chief Deputy City Clerk The City Council of the City of Costa Mesa, California, met in adjourned regular session at 7:30 o'clock p.m., March 27, 1961, at the City Hall, 695 West 19th Street, Costa Mesa, having adjourned by order of the City Council at its regular meeting of March 20, 1961, and the Clerk reporting that a copy of the Order of Adjourn- ment was posted as required by law. The meeting was called to order by the Mayor followed by the Pledge of Allegiance to the Flag and Invocation by Councilman Smith. ROLL CALL Councilmen Present: Wilson, Rea, Smith, Pinkley, Meyers Councilmen Absent: None Officials Present: City Manager, City Attorney, City Engineer, Chief Deputy City Clerk ORDINANCE NO. 354 The City Attorney presented a proposed draft of an lst reading as Ordinance regulating solicitation of contributions to Urgency Ordinance- charitable purposes as requested by the Council at Regulating their meeting of March 20, 1961, and explained it to Solicitations the Council. The Clerk read the proposed Ordinance section by section. The following spoke requesting information and clarification on certain portions of the Ordinance: Dennis Carpenter; Mrs. James Craig; Dr. Tom Robinson. After further discussion it was moved by Councilmen Smith, seconded by Councilman Milson that Ordinance No. 354, being AN ORDINANCE OF THE CITY OF COSTA MESA REGULATING THE SOLICITATION OF CONTRIBUTIONS TO CHARITABLE PURPOSES, be given first reading as an urgency ordinance and passed to second reading.
