HomeMy WebLinkAbout04/17/1962 - Adjourned City Council MeetingADJOURNED REGULAR MEETING OF THE CITY COUNCIL CITY OF COSTA MESA April 17, 1962 The City Council of the City of Costa Mesa met in adjourned regular session, having adjourned by order of the City Council at its regular meeting of April 16, 1962, and the Clerk reported that a copy of the Order of Adjournment had been posted as required by law. The meeting was called to order by the Mayor followed by the Pledge of Allegiance to the Flag and Invocation by Councilman' John W. Smith. ROLL CALL Councilmen Present: Wilson, Smith, Pinkley, Meyers Councilmen Absent: Rea Officials Present: City Manager, City Attorney, City Engineer, Director of Public Works, and City Clerk Canvass of This being the time and place fixed for the canvass of the Election Returns returns of the General Municipal Election held on April 10, 1962, the returns of said election, and the absentee votes cast at said election that had been received, were duly and regularly canvassed -as provided by law. The whole number of votes cast in the City of Costa Mesa was 4,209., There were six (6) candidates for the office_ of City Councilman of the City of Costa Mesa for the full term of four years, two to be elected. The names of the persons voted for were ARTHUR H. MEYERS JOSEPH ANDRAS SELIM S. (BUD) FRANKLIN JACKSON R. HOSTETLER FANNIE PRICE JOSEPH L. TOMCHAK The number of votes given at each precinct and the number of votes given in the City to each of such persons above named for the office for which said persons were candidates, were as follows: SEE TABULATED INSET ARTHUR H. MEYERS, having received 2,343 votes, was elected as a member of the City Council for the full term of four years. JOSEPH L. TOMCHAK, having received 2,158 votes, was elected as a member of the City Council for the full term of four years. RESOLUTION NO. Thereupon it was moved by Councilman Wilson, seconded by 62-56 Councilman Smith, that Resolution No. 62-56 being A RESOLU- Result of TION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, Canvass of Votes CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID.CITY OF COSTA MESA ON THE 10TH DAY OF APRIL, 1962, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW, be adopted. Oath of Office The City Clerk administered the oath of office to Mr. Meyers administered and Mr. Tomchak, who then took their seats on the Council. The Mayor presented to Mr. Tomchak his badge as a police officer of the City. Mayor elected The City Clerk then acted as chairman for the organizational meeting and announced that the nominations were now open for the office of Mayor. Thereupon Councilman Meyers nominated Alvin Pinkley for the office of Mayor, and the nomination was seconded by Councilman Wilson. Councilman Tomchak nominated Arthur Meyers for the office of Mayor. Councilman Meyers declined the nomination. There being -no further nominations, it was moved by Councilman Smith, and duly seconded, that nominations be closed and the Council requested a secret ballot. The Clerk reported the result of the ballot, and Councilman Pinkley was unanimously elected as Mayor. Mayor Pro -Tempore Thereupon Mayor Pinkley took his chair as Mayor and conducted elected the meeting. The Mayor announced that nominations were now open for the office of Mayor Pro -Tempore. Thereupon Councilman Smith nominated Councilman Wilson, and the nomination was seconded by Councilman Meyers. There being no further nominations, it was moved by Councilman Meyers, and duly seconded, that the nominations be closed, and Councilman Wilson was unanimously elected as Mayor Pro - Tempore. Appointment of Upon motion by Councilman Smith, seconded by Councilman City Clerk Wilson, and carried, the letter of resignation of City Clerk A. C. Swartz was accepted with regrets and C. K. Priest was appointed as City Clerk for a two year term. Appointment of Upon motion by Councilman Wilson, seconded by Councilman Assistant City Meyers, and carried, A. C. Swartz was appointed as Assistant Clerk City Clerk and Deputy. Appointment of Upon motion by Councilman Meyers, seconded by Councilman City Attorney Wilson, and carried, Donald Dungan was appointed as City Attorney for a two year term. Appointment of Upon motion by Councilman Meyers, seconded by Councilman City Treasurer Smith, and carried, W. C. Ries was appointed as City Treasurer for a two year term. Upon motion by Councilman Meyers, seconded by Councilman Wilson, and carried, the meeting for the canvassing of votes and reorganization was adjourned and the Mayor declared the adjourned meeting from Monday, April 16, 1962, duly opened. Final Tract 4607 The City Engineer presented Final Tract No. 4607 for Occidental Occidental Loan Loan Company to divide 13.54 acres into 53 lots located north Company of Paularino Avenue east of Fairview Road, together with a check in the amount of $130.04, a bond in the amount of $8,300.00 and signed Agreement. The City Attorney informed the Council that they had also signed the Indemnity Agreement and had accompanied it with the required $8,264.44 check for the drainage of the area. After discussion it was moved by Councilman Wilson, seconded by Councilman Meyers, and carried, that the Indemnity Agreement be approved and the Mayor and City Clerk authorized to sign said agreement on behalf of the City. Final Tract 4607 Thereupon it was moved by Councilman Wilson, seconded by Con't: Councilman Meyers, that Resolution No. 62-57 being A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA RESOLUTION 62-57 APPROVING THE MAP OF TRACT N0. 4607 AND ACCEPTING THE STREETS AND ALLEYS SHOWN THEREON FOR PUBLIC USE FOR HIGH- WAY PURPOSES AND AUTHORIZING THE CITY CLERK TO SIGN SAID MAP AND AUTHORIZING THE MAYOR AND CITY CLERK TO SIGN THE AGREEMENT be adopted. The motion carried by the following roll call vote: AYES: Councilmen: Wilson, Smith, Meyers, Tomchak, Pinkley NOES: Councilmen: None ABSENT: Councilmen:* None RESOLUTION 62-58 The City Manager presented to the Council the proposed fees Fees for copying to be charged by the City Clerk for copying certain records. certain records After discussion it was moved by Councilman Wilson, seconded by Councilman Meyers, that Resolution No. 62-58 being A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA PRESCRIBING FEES TO BE CHARGED BY THE CITY CLERK FOR COPYING, COMPARING AND CERTIFYING TO COPIES OF PUBLIC WRITINGS, DOCUMENTS, AND RECORDS, be adopted. The motion carried by the following roll call vote: AYES: Councilmen: Wilson, Smith, Meyers, Tomchak, Pinkley NOES: Councilmen: None ABSENT: Councilmen: None RESOLUTION 62-59 Discussion was held on establishing a salary of a City Clerk Amends Resolution and deleting the position of Chief Deputy City Clerk. After No. 878 discussion it was moved by Councilman Smith, seconded by Councilman Wilson, that Resolution No. 62-59 being A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA AMENDING -RESOLUTION N0. 878 BY THE DELETION THEREFROM OF THE CLASSIFICATION "CHIEF DEPUTY CITY CLERK" AND BY THE ADDITION THERETO OF THE CLASSIFICATION "CITY CLERK" AT THE SALARY RATE OF $600.00 PER MONTH, be adopted.
