HomeMy WebLinkAbout01/28/1963 - Adjourned City Council MeetingADJOURNED REGULAR MEETING OF THE CITY COUNCIL CITY OF COSTA MESA January 28, 1963 The City Council of the City of Costa Mesa met in adjourned regular session, having adjourned by order of the City Council at its regular meeting of January 21,_1963, and.the Clerk reported that a copy of the Order of Adjournment had been posted as required by law. The meeting was called to order by the Mayor following the Pledge of Allegiance to the Flag and invocation with the Planning Commission. Roll call Councilmen Present: Tomchak, Wilson, Pinkley, Meyers, Smith Councilmen Absent: None :Officials Present: City Manager, City Attorney, City Engineer, Director of Public Works, City Clerk Minutes Upon motion by Councilman Tomchak, seconded by Councilman January 21, 1963. Meyers, and carried, the minutes of the regular meeting of January 21, 1963, were approved as written and previously distributed. PUBLIC HEARING The Mayor announced that this was the time and place set Street Lighting for the public hearing on the Street Lighting District. District The Clerk reported that the notice of hearing had been duly published, and the affidavit was on file in his office and the district had been posted; no written com- munications had been received. The Mayor then declared the hearing open and inquired if there were anyone present wishing to be heard. Mr. T. L. Stelzner, 916 Coronado, Costa Mesa, spoke from the floor and asked questions of the Council. After discussion, Mr. Stelzner thanked the Council for clarifying the issue. Upon motion by Hearing closed Councilman Tomchak, seconded by Councilman Wilson, and carried, the public hearing was closed. Resolution 63-16 The City Attorney presented Resolution 63-16 entitled: Ordering work A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, CONFIRMING THE REPORT OF THE CITY ENGINEER DATED JANUARY T, 1963, PREPARED PURSUANT TO THE PROVISIONS OF THE "STREET LIGHTING ACT OF 1919," AND REFERRED TO IN RESOLUTION OF INTENTION N0. 63-5: AND ORDERING THE WORK AND LEVYING THE ASSESSMENT FOR SERVICE NECESSARY TO MAINTAIN AND ILLUMINATE BY ELECTRIC ENERGY THE STREET LIGHTS WITHIN SAID CITY. On motion by Councilman Tomchak, seconded by Councilman Meyers, and carried by roll call vote, Resolution 63-16 was adopted. Thompson, assessment Thompson engineer, and the City of Costa Mesa for engineering Agreement services in connection with the Fairview Road Improvement District was presented, and on motion by Councilman Tomchak, seconded by Councilman Meyers, the agreement was approved and the Mayor and City Clerk authorized to execute it by the following roll call vote: AYES: Councilmen: Meyers, Smith, Wilson, Tomchak, Pinkley NOES: Councilmen: None ABSENT: Councilmen: None PERMITS The request of the Orange County Heart Association to waive the conditions of Section 6914 "J" of the Municipal Code for the annual Heart Fund Drive was presented, and on motion by Councilman Meyers, seconded by Councilman Tomchak, and carried, the request was granted. Alcoholic The applications of Omar and Sarah V. Raymond for an Beverage off -sale beer and wine license at Omar's, 1784 Newport Control Boulevard, and of Billy D. and Ruth J. Watkins for an on -sale beer license at the Office, 1550 Superior Street, were received and ordered filed by Councilman Smith, seconded by Councilman Meyers, and carried. .The application of Hooshang A. and Parviz Hedayat for an off -sale beer and wine license at 1918 Harbor Boulevard, being in the vicinity of the Methodist Church, was referred to the City Attorney for filing of objection with the Alcoholic Beverage Control on motion by Council- man Wilson, seconded by Councilman Smith, and carried. Written Letters were received from Congressman Richard T. Hanna Communications and Mrs. Edwin F. Wakefield, 2152 Sapphire Avenue, Balboa Island, regarding the House Committee on Un-American Activities, and on motion by Councilman Smith, seconded by Councilman Wilson; and carried, the letters were received and ordered filed. Evelyn Green Mrs. Evelyn Green, 134 East 18th Street, Costa Mesa, petition presented a PETITION FOR THE ACQUISITION OF CERTAIN EASE - Costa Mesa MENTS AND RIGHTS OF WAY AND THE CONSTRUCTION OF IMPROVE - Shopping Center MENTS AND THE WAIVER OF REQUIREMENTS OF DIVISION 4 OF THE District STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA signed by nearly one hundred per cent of the property owners of the proposed Costa Mesa Shopping Center area. Resolution 63-17 After discussion, Resolution 63-17, being A RESOLUTION OF Appointing THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, engineer and APPOINTING ENGINEER AND ATTORNEY IN CONNECTION WITH THE attorney COSTA MESA SHOPPING CENTER DISTRICT IMPROVEMENT: AND ESTABLISHING THE COMPENSATION FOR SAID ENGINEER AND ATTORNEY, was adopted upon motion by Councilman Wilson, seconded by Councilman Smith, and carried by the following roll call vote: AYES: Councilmen: Meyers, Smith, Wilson, Tomchak, Pinkley NOES: Councilmen: None ABSENT: Councilmen: None I7 L__J 1 Resolution 63-18 Thereupon Resolution 63-18, being a RESOLUTION OF THE Adopting map CITY OF COSTA MESA, CALIFORNIA, ADOPTING MAP OF ASSESS- MENT DISTRICT NO. 13 IN THE MATTER OF COSTA MESA SHOPPING CENTER DISTRICT IMPROVEMENT, was adopted on motion by Councilman.Wilson, seconded by Councilman Smith, and the motion carried by the following roll call vote: AYES: Councilmen: Meyers, Smith, Wilson, Tomchak, Pinkley NOES: Councilmen: None ABSENT: Councilmen: None Resolution 63-19 Thereupon Resolution 63-19, being a RESOLUTION OF THE Intention CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, DECLARING ITS INTENTION TO ORDER THE CONSTRUCTION OF CERTAIN IMPROVEMENTS AND THE ACQUISITION OF CERTAIN PROPERTIES FOR STREET, ALLEY AND PARKING PURPOSES; DESCRIBING THE NECESSARY ACQUISITIONS, PROPOSED IMPROVE- MENTS, DISTRICT TO BE BENEFITED, ORDERING THE REPORT AS REQUIRED BY THE MUNICIPAL IMPROVEMENT ACT OF 1913, BEING DIVISION 12 OF THE STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA, AND PROVIDING THE ISSUANCE OF BONDS UNDER DIVISION 7 OF SAID CODE,, was -adopted on motion by Council- man Wilson, seconded by Councilman Meyers, and carried by the following roll call vote: AYES: Councilmen: Meyers, Smith, Wilson, Tomchak. Pinkley NOES: Councilmen: None ABSENT: Councilmen: None Proposed Mr. John Petitt, 159+ Elm Avenue, Costa Mesa; asked if post office the City Manager was to present a report on -the proposed post office on the Segerstrom property._ The City Manager said that he had arranged a conference with the owners of the property regarding the Elm Avenue driveways and would report on the result of the conference at the next meeting. He said that Mr. Petitt would be notified of the decision. City Engineer The City Engineer presented plans and specifications for Construction of the Construction of a Storm Drain in Adams Avenue Storm Drain in Drainage District Improvement No. 1 and filed his report Adams Avenue in the matter.
