COSTA -MESA April 8, 1963 The City.Council of the City of Costa Mesa met in adjourned regular session at 7:30 p.m., April 8, 1963, at the City Hall, 695 West 19th Street, Costa Mesa, California, having adjourned by order of the City Council at its regular meeting of April 1, 1963, and the Clerk reported that a copy of the Order of Adjournment had been posted as required by law. The meeting was called to order by the Mayor followed by the Pledge of Allegiance to the Flag and invocation with the Planning Cormnission. Roll Call Councilmen Present: Wilson, Pinkley, Meyers, Smith Councilmen Absent: Tomchak Officials Present: City Manager, City Attorney, City Engineer-, Director of Public Works, City Clerk Aliso No. 1 The City Attorney said that the report of the Orange County Annexation Boundary Commission on the proposed Aliso No. 1 Annexation states that the boundaries are certain and definite. At the suggestion of the City Attorney, the Mayor deferred action until later in the meeting to await the arrival of Attorney Sam Barnes who had requested permission to speak. Resolution 63-42 Upon motion by Councilman Wilson, seconded"by Councilman Weed Abatement Smith, Resolution 63-42, being A RESOLUTION OF THE CITY Sets public COUNCIL OF THE CITY OF COSTA MESA DETERMINING AND DECLARING hearing THAT WEEDS WHICH BEAR SEEDS OF DOWNY OR WINGY NATURE AND May 6, 1963 WEEDS WHICH ATTAIN SUCH A LARGE GROWTH AS TO BECOME A FIRE NUISANCE WHEN DRY AND WEEDS WHICH ARE OTHERWISE NOXIOUS OR DANGEROUS ARE GROWING UPON CERTAIN STREETS, SIDEWALKS, PARKWAYS AND PRIVATE PROPERTY IN THE CITY OF COSTA MESA AND THAT THE SAME ARE A PUBLIC NUISANCE: DIRECTING THE STREET SUPERINTENDENT TO POST NOTICES TO DESTROY SAID WEEDS AS REQUIRED BY LAW, FIXING THE TIME FOR HEARING ALL OBJECTIONS OR PROTESTS AND DIRECTING THE ABATEMENT THEREOF IN ACCORDANCE WITH ARTICLE 3 OF CHAPTER V OF THE MUNICIPAL CODE OF THE CITY OF COSTA MESA, was adopted by the following roll call vote: AYES: Councilmen: Wilson, Pinkley, Meyers, Smith NOES: Councilmen: None ABSENT: Councilmen: Tomchak Right of Way Upon motion by Councilman Wilson, seconded by Councilman deed Smith, the following right of way deed was received and ordered placed on record by the following roll call vote: AYES: Councilmen: Wilson, Pinkley, Meyers, Smith NOES: Councilmen: None ABSENT: Councilmen: Tomchak DATE NAME FOR STREET 4-1-63 Walter R. and Marilyn L. Gayner Shantar Drive Lease for The City Clerk presented a lease agreement between the City auditorium at of Costa Mesa and the 32nd District Agricultural Association Fairgrounds for the lease of the auditorium building on the Fairgrounds for a period of -one year at_$250.00 per month beginning on the lst day of April, 1963, and ending on the 31st day of March, 1964. Upon motion by Councilman Wilson, seconded by Councilman Meyers, the City Manager was authorized to execute the lease on behalf of the City of Costa Mesa and ` the Director of Finance was authorized to draw a warrant in the amount of $500.00 for the first and last month's pay- ment of the lease. The motion carried by the following roll call vote: AYES: Councilmen: Wilson, Pinkley, Meyers, Smith NOES: Councilmen: None ABSENT: Councilmen: Tomchak 1 Complaint, On the complaint about the tow truck that had been tow truck considered at the last meeting of April 1, 1963, the City Attorney said that he received word that the family that resided at 330 Broadway had moved. On motion by Councilman Smith, seconded by Councilman Wilson, and carried, the complaint was ordered received and filed. Opening up of The City Clerk reported that he had received inquiries new, street north regarding the possibility of opening up a street or portion of 20th Street of a street parallel to.and northerly of 20th Street, and between Orange running between Orange and Fullerton Avenues. Upon motion and Fullerton by Councilman Wilson, seconded by Councilman Smith, and Avenues carried, the matter was referred to the Planning Commission, and the right of way agent was instructed to begin work on it. Fire Department The City Clerk read a letter from Norman Tillner and Frank C. Houston of the Fire Department, and on motion by Councilman Smith, and seconded by Councilman Wilson, and carried, the letter was received and filed. Attorney Sam Barnes addressed the Council on behalf of his client, Clark King of Land Research, explaining that a condominium project was being planned for the land in the proposed.Aliso No. 1 Annexation. Mr. Clark King showed plot plans and answered questions. The following people spoke: Colonel Wolfsohn, 2054 Aliso Street; Mrs. Gross, 44 East Bay Street; Mr. Clarence Munsey and Mrs. Munsey, 2046 Aliso Street; Mrs. Elliet, 2032 Aliso Street; Mr. Matthew Civiez,. 2084 Paloma Drive; Mrs. John Young, 2079 Satello Place; Mr. Leslie Mouls, 2065 Paloma Drive; Mr. Bill Skillman; 2062 Emerson; Mrs. E. Wilbur, 412 East Bay Street; Mrs. Matthew Swares, Paloma Drive. After discussion, Resolution Resolution 63-43 63-43, being A RESOLUTION OF THE CITY COUNCIL OF THE CITY Intention to OF COSTA MESA OF INTENTION TO ANNEX TO SAID CITY A CERTAIN annex Aliso No. UNINHABITED AREA DESIGNATED AS "ALISO NO. 1 ANNEXATION," 1 Annexation AND NOTICE OF THE PROPOSED ANNEXATION OF TERRITORY TO THE Sets public COSTA MESA RECREATION AND PARK DISTRICT IN ORANGE COUNTY, hearing May 20, was adopted on -.motion by Councilman Meyers, seconded by 1963 Councilman.Smith, and carried by the following roll call vote: AYES: Councilmen; Wilson, Pinkley, Meyers, Smith NOES: Councilmen:. None ABSENT: Councilmen: Tomchak Nathan Reade_ The City Clerk read a letter from the Planning Director saying and Willard that the terms of Planning Commissioners Nathan Reade and Jordan. Willard Jordan.were to expire on April 16, 1963- Upon motion reappointed to by Councilman Smith, seconded by Councilman Meyers, Planning Planning Com- Commissioners Reade and Jordan were reappointed to a four - mission year term to expire April 16, 1967.
