HomeMy WebLinkAbout06/18/1963 - Adjourned City Council Meeting1 17 L_; 1 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL CITY OF COSTA MESA June 18, 1963 The City Council of the --City of'Costa Mesa met in adjourned regular session at 7:30 p.m., June 18, 1963, at the City Hall, 695 West 19th Street, Costa Mesa, having adjourned -by order of the City Council at its regular meeting on June 17, 1963, and the Clerk reported that a copy of the Order of Adjournment had been posted as required bylaw. The meeting was called to order by the Mayor, followed by the Pledge of Allegiance to the Flag and invocation by councilman John W. Smith. Roll Call Councilmen Present: Smith, Meyers, Wilson, Pinkley Councilmen Absent: Tomchak Officials Present: City Attorney, City Engineer, Director of Public Works, Director of Planning, City Clerk The Tentative Map of Tract 5160, submitted by the San Vista Building Company, 1166 East 58th Street, Los Angeles, to divide property on the easterly side of Fairview Road, south of Fair Drive, into 335 lots, and Conditional Use Permit Application C-144, being the application of the San Vista Building Company for a planned residential community containing 334 units, common green areas, and accessory structures on said Tract, were presented, the proposed development having been set for study on June 18 at a previous meeting of the Council. Mayor Pinkley left the meeting at 8:04 p.m., and Vice - Mayor Wilson assumed the Chair. Mr. W. Worthen and Mr. James Starboard, representing the applicant, spoke from the floor in support of their plans. Tentative Map After discussion, the Tentative Map of Tract 5160 was Tract 5160 approved on motion made by Councilman Wilson and seconded Approved by Councilman Smith, subject to the following conditions: (1) All construction in public streets shall conform to the standards of the City of Costa Mesa. (2) On all public streets, sidewalks shall be installed and all driveway approaches shall be constructed of Portland cement concrete from the curb to the property line. (3) Water system improvements shall conform to the re- quirements of the Costa Mesa County Water District. (4) Sewer improvements shall meet with the approval of the Costa Me.sa Sanitary District. (5) Tentative Tract 5160 shall become a part of the City Lighting District, and street lights shall be installed on all public streets as approved by the City Engineering Department. Upon finalizing, the subdivider shall deposit with the City Engineer an amount necessary to cover energy costs up to the lighting fiscal year starting in November. (6) The location and design of drainage facilities where storm water is concentrated and delivered to the public streets shall be subject to the approval of the City Engineer. (7) Vehicular access rights to Fairview Road from abutting property shall be dedicated to the City with the exception of the one entrance -exit, 76 feet in width, outlined on the map. (8) A one-half street 30 feet in width shall be dedicated_ to the City on the easterly line of the property from the southerly line of the Tract to the southerly line of Fair Drive. This one-half street shall be fully improved with curbs,'gutters, base and pavement, sidewalks on the westerly side, and street lighting facilities. (9) The intersections of the private streets shall be designed to permit the safe turning of fire trucks, and trash and garbage trucks. (10) Spandrels of ten -foot 74 Tentative Map radius shall be provided at all intersections of private Tract 5160 streets and all private streets shall comply with the Continued construction standards of the City of Costa Mesa. (11) All street names and numbering shall be approved by the Planning Department. (12) All utilities shall be under- ground with the exception. -of those bordering on the westerly property line and those bordering the north and south property lines measured for a distance of 665 feet easterly of -the center line of Fairview Road. (13) All ingress and egress shall be subject to the approval of the Traffic Commission. The motion was carried by the following roll -call vote: AYES: Councilmen: Smith, Wilson NOES: Councilmen: Meyers ABSENT: Councilmen: Tomchak, Pinkley Conditional Use Conditional Use Permit C-144 was approved, on motion by Permit C-144 Councilman Smith, seconded by Councilman Wilson, subject San Vista Company to the following conditions: (1) That the applicant make all dedications and complete all improvements set forth in the agreements listed under Rezone 193. (2) The applicant shall design and locate fire hydrants and emergency fire equipment according to the regula- tions of the Costa Mesa Fire Department. (3) All streets within the development will be kept clear of all vehicles and obstruction at all times to allow free movement of traffic. (4) That the property shall be developed according to the -Precise Plan as submitted. (5) That all the conditions imposed on Tentative Tract 5160 shall apply. (6). All legal documents shall be reviewed by the City Attorney's Office and receive its approval prior to City Council action. (7) A decorative steel or masonry wall not less than five feet, six inches nor more than six feet in height shall be constructed along the entire perimeter of this proposed development by the applicant and/or owner, at his expense, under the direction of the Director of Planning. (8) That no vehicular access be allowed over the northerly or southerly property lines and, in the event an opening is desired into either of these adjacent properties, a request shall be made before the Planning Commission. (9) That residential sidewalks be constructed along the easterly property line, including concrete driveway approach (es), in addition to the sidewalks and concrete driveway approach (es) along Fairview Road, at the applicant's and/or owner's expense, under the direction of the City Engineer. (10) Subject to an arrangement with the Sanitary District or private carrier for trash pickup. (11) Land be dedicated and spandrels installed at the owner's expense, the property being located at the southwest,corner of Fair Drive and the new street to border the easterly property line. (12) That boulevard stop signs be erected at all points where private streets merge with public streets, the signs to be erected at the owner's expense. (13) Tree planting under the direction of the Street Superintendent. (14) The development to be in accordance with Precise Plan submitted May 23, 1963- (15) That the applicant submit a Precise Plan for the interior street lighting design for this proposed project to the Planning .- Department prior to any construction. Robertson of Corona del Mar, providing for Approved the abandonment of Tentative Tract Map 4768 and covering the dedications for street purposes, street improvements, ingress and egress, and the portion of improvements to be assumed by the City in the develop- ment of the property within said Tentative Tract, was lip/� P tlf Robertson presented. COLLEGE PROPERTY,FROM I & R_ TO R3 AND Cl, _ was presented for second reading and adoption. On motion'by Councilman Smith; seconded by Councilman Meyers, Ordinance 63-21 was adopted by the following roll -call vote:. AYES: Councilmen: Smith, Wilson, Meyers NOES: Councilmen: None ABSENT: Councilmen: Tomchak, Pinkley Post Office Plans Plans for the proposed new post office building at Adams Reviewed Street and Royal Palm Drive were reviewed by the Council and Mr. Warren K. Branscum, Regional Real Estate Officer for the Post Office Department, explained the proposed construction. After discussion, the Council recommended that the height of the wall at the rear of the property on Elm. Street be increased from five feet to six feet; that the westernmost driveway entrance to the parking lot from Elm Street be eliminated, and the eastern entry repositioned to offer the least view of the interior of the lot and widened to thirty feet to provide minimum interference with the westbound flow of traffic on Elm Street; and that the arrangement of the parking lot be changed to conform with the recommendation of the Planning Department. On motion by Councilman Smith, seconded by Councilman Meyers, and carried, the Director of Public Works was directed to transmit the recommend- ations of the Council to the Post Office Department.
