SPECIAL MEETING OF THE CITY COUNCIL
CITY . OF COSTA MESA,
September 30, 1963
The City Council of the City of Costa Mesa met in special
session, due notice having been given pursuant to the pro-
visions of Section 5+956 of the Government Code, at the
Council Chamber in the City Hall, 695 West 19th Street,
Costa Mesa, at the hour of 7:30 p.m., September 30, 1963 -
The meeting was called to order by the Mayor, followed
by the Pledge of Allegiance to the Flag, and invocation
by Councilman John Smith.
Councilmen Present: Jordan, Pinkley, Meyers, Smith
Councilmen Absent: Wilson
Officials Present: City Manager, City Attorney, Director

The City Attorney explained Ordinance 410 was adopted by
the City on November 6, 1961, for the purpose of protect-
ing City streets from damage by trucks weighing 6,000
pounds or more. He read the description of the five
truck routes established by this ordinance. The City
Attorney said that it would be illegal for trucks coming
from outside the City to use other than one of the
already established truck. routes. He said that as
recently as 1962 a District Court ruling had upheld a
similar city ordinance.
The City Clerk read a letter received from Mrs. Richard
A. Hambacher, 1030 Linden Place, Costa Mesa, protesting
the use of West 19th Street by the cement company as a
route to a place of business in the City of Newport
Beach.
The Mayor asked if anyone wished to speak, and the
following spoke in protest of the proposed plant reloca-
tion: Walter Muhonen, 1023 Linden Place; Huber Myers,
1703 West 18th Street; David Coffman, 1741 Pomona Avenue;
Richard W. Moore, Whittier Street; Bob Erickson, 920
West 20th Street; Bob Kernen, 1920 Whittier.
