MEETING OF THE CITY COUNCIL
CITY OF COSTA MESA
April 21,-1964
Pursuant to the provisions of the Election Code of the
State of California, the City Council of the City of
Costa Mesa met at 7:30 p.m. to canvass the vote of the
General Municipal Election held.on April 14, 1964.
Roll Call Councilmen Present: Smith, Jordan, Wilson, Pinkley
Councilmen Absent: Meyers
Officials Present: City Manager, City Attorney, City
Engineer, Director of Public Works,
City Clerk
Canvass of This being the time and place fixed for the canvass of
Election Returns the returns of the General Municipal Election held on
April'14, 1964, the returns of said election were duly
and regularly canvassed as required by law.
The whole number of votes cast in the City of Costa Mesa
was 7,860.
There were eleven (11) candidates for the office of City
Councilman of the City of Costa Mesa for the full term
of four years, three to be elected. The names of the
persons voted for were:

PINKLEY
ROBERT M.
WILSON
WALTER R.
BARANGER
CALVIN F.
BARCK
RHEA DORN
TOM HENRY DOYLE
SAMUEL DURAN
DONALD W.

ROBERT T.
HEATH

WILEY
The number of votes given at each precinct, and the number
of votes given in the City to each of such persons above
named for the office for which said persons were candidates
was as follows: SEE TABULATED INSET.
ALVIN L.,PINKLEY, having received 4,360 votes, was elected
as a member of the City Council for the full term of four
years.
ROBERT M.,WILSON, having received 4,082 votes, was elected
as a member of the City Council for -the full term of four
years.
CALVIN F. BARCK, having received 3,327 votes, was elected
as a member of the City Council for the full terra of four
years.
Resolution 64-39 It was moved by Councilman Wilson, seconded by Councilman
Result of Canvass Smith, that Resolution 64-39, being A RESOLUTION OF THE
of Votes CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA,
RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD
IN SAID CITY OF COSTA MESA ON THE 14TH DAY OF APRIL, 1964,
DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS
ARE PROVIDED BY LAW, be adopted. The motion carried by
the following roll call vote:
AYES: Councilmen: Jordan, Wilson, Pinkley, Smith
NOES: Councilmen: None
ABSENT: Councilmen: Meyers
Resolution 64-40 The members of the City Council expressed their appreci-

W. Smith, and on motion by Mayor Pinkley, seconded by
Councilmen Wilson and Jordan, Resolution 64-40, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA
MESA IN RECOGNITION AND APPRECIATION OF THE DISTINGUISHED
PUBLIC.SERVICE OF JOHN W. SMITH, COUNCILMAN AND FORMER
MAYOR OF THE CITY OF COSTA MESA, was adopted by the
following roll call vote, Councilman Smith abstaining
from voting:
AYES: Councilmen: Jordan, Wilson, Pinkley ---
NOES: Councilmen: None
ABSENT: Councilmen: Meyers
Gifts Presented Thereupon Mr. Nick Ziener, Executive Manager of the
Chamber of Commerce, presented a Certificate of
Appreciation to Councilman Smith and Director of Public
Works A. C. Swartz presented gifts from the Council and
City officials to Mr. Smith.- Mr. Ziener also presented
a Certificate of Appreciation to Mayor Pinkley, and Mr.
Richard Hart made a presentation to Councilman Wilson.
Oaths of Office The City Clerk then administered the oath of office to
Councilmen Pinkley, Wilson, and Barck, and executed
their Certificates of Election.
Wilson Elected The City Clerk, acting as temporary chairman for the
Mayor organizational meeting, announced that nominations were
now open for the office of Mayor. Councilman Pinkley
nominated -Councilman Robert M. Wilson for Mayor. There
being no further nominations, on motion by Councilman
Jordan, seconded by Councilman Barck, the nominations
were closed and Councilman Wilson was elected Mayor by
unanimous vote.
Jordan Elected Mayor Wilson thereupon assumed the chair and called for
Vice -Mayor nominations for the office of Vice -Mayor. Councilman
Willard Jordan was nominated by Councilman Barck and
elected Vice -Mayor upon motion by Councilman Barck,
seconded -by Councilman Pinkley and unanimously carried.
City Attorney Upon motion by Councilman Pinkley, seconded by Councilman
Appointed Jordan, and carried, Donald Dungan was appointed City
Attorney for a two-year term.
City Clerk Upon motion by Mayor Wilson, seconded by Councilman
Appointed Pinkley, and carried, C. K. Priest was appointed City
Clerk for a two-year term.
City Treasurer Upon motion by Councilman Pinkley, seconded by Councilman
Appointed Jordan, and carried, W. C. Ries was appointed City
Treasurer fora two-year term.
Adjournment Upon motion by Councilman Pinkley, seconded by Councilman
Jordan, and carried, the meeting was adjourned at 8:30 p.m.
