CITY OF COSTA MESA
July 15, 1964
The City Council of the City of Costa Mesa, California,
met in special session at 7:30 p.m., July 15, 1964, at
the City Hall, 695 West 19th Street, Costa Mesa. The
meeting was called by Mayor Robert M. Wilson, the
Councilmen and the Press having been duly notified, for
the purpose of considering personnel. The meeting was
called to order by the Mayor followed by the Pledge of
Allegiance to the Flag and invocation by the Mayor.
Roll Call Councilmen Present: Pinkley, Jordan, Wilson, Meyers
Councilmen Absent: Barck

Engineer, Director of Public Works,
City Clerk
Letter of Resig- The City Clerk read a letter of resignation from City
nation from Manager Robert L. Unger stating that he had accepted the
City Manager offer of the Macco and Kaiser Enterprises to develop the
87,500 -acre Vail Ranch in Riverside County and that the
opportunity offered a challenge he could not resist.
Councilman Pinkley, a member of the original Council
that employed Mr. Unger, praised the record of achievement
of the City Manager, stating that he had enjoyed working
with him and wished him success in his new job. Council-
man Meyers recalled his firstinterview and said that he
was proud to have been one of those responsible for en-
gaging Mr. Unger for the City of Costa Mesa. Both
Councilmen Pinkley and Meyers refused to make a motion
to accept the resignation. Councilman Jordan said that
he had found his association with the City Manager a
stimulant to creative thinking and moved, of necessity,
that the resignation be accepted with regrets. Mayor
Wilson, noting that he could not repeat what already had
been said, said Mr. Unger had an optimistic philosophy
that gave the "go" sign to Costa Mesa during his assoc-
iation with the City. Mayor Wilson seconded the motion,
the resignation to become effective August 1, 1964, and
it was carried by unamimous vote, Councilman Barck
being absent.
A. C. Swartz On motion by Councilman Pinkley, seconded by Councilman
appointed City Meyers, and carried, Councilman Barck being absent, A.
Manager C. Swartz was appointed City Manager. Councilman Pinkley
proposed a minute resolution establishing the salary of
the new City Manager, effective August 1, 1964, as
$2,000.00 a month. The motion was seconded by Council -
Salary man Jordan and carried by the following roll call vote:

Arthur R. McKenzie Mr. Swartz recommended to the Council that Arthur R.
appointed Director McKenzie be appointed Director of Public Safety. Upon
of Public Safety motion by Councilman Pinkley, seconded by Councilman
Meyers, the appointment of Arthur R. McKenzie was
approved by the following roll call vote•

NOES: Councilmen: None
ABSENT: Councilmen: Barck
Mr. Unger hired Councilman Pinkley proposed that Mr. Unger be hired as
as Management Management Consultant to the City for the purposes of
Consultant giving his advice and assistance on projects in process
and for concepts initiated by him and not completed. The
City Attorney read a proposed agreement between the City
and Mr. -Unger, becoming effective August 1, 1964, and
ending July 31, 1965- Upon motion by Councilman Pinkley,
seconded by Councilman Meyers, the agreement was approved,
and the Mayor and City Clerk were authorized to sign on
behalf of the City by the following roll call vote:

NOES: Councilmen: None
ABSENT: Councilmen: Barck
Adjournment Upon motion by Councilman Pinkley, seconded by Councilman
Jordan, and carried, the meeting adjourned at 8:00 p.m.
