SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COSTA MESA
April 29, 1965
The City Council of the City of Costa Mesa, California,
met in;special session at 8:05 a.m., April 29, 1965,
at the City Hall, 695 West 19th Street, Costa Mesa. The
meeting was called by Mayor Robert M. Wilson, the Council-
men and the Press having been duly notified, for the
purpose of considering the following:
1. Ratifying the action of the Mayor regarding the
State Highway Commission meeting held April 28,
1965.
2. Ratifying the Mayor's action in sending the
City Attorney and Assistant City Attorney to
Sacramento for the following purposes:
(a) To notify Assemblyman Badham and Senator
Schmitz of the City's position in regard
to proposed.coastal freeway legislation.
(b) To take all necessary steps to defeat
such legislation.
3. To take the necessary action to establish a
municipal hospital in the City of Costa Mesa.
4. To instruct the City Attorney to investigate
reports of bribes and blandishments of State
officials in connection with the coastal
freeway matter.
The meeting was called to order by the Mayor.
Councilmen Present: Pinkley, Jordan, Wilson, Barck,
Thompson
Roll Call Councilmen Absent: None
Officials Present: Acting City Manager, Acting City
Attorney, City Engineer, City Clerk
Mayor's action Upon motion by Councilman Pinkley, seconded by Councilman
ratified regarding Jordan, and carried, the Mayor's action was ratified
State Highway regarding the State Highway Commission meeting held April
Commission meeting 28, 1965.
City Attorney sent Upon motion by Councilman Pinkley, seconded by Council -
to Sacramento man Jordan, and carried, the Mayor's action was ratified
in sending the City Attorney and Assistant City Attorney
to Sacramento to notify Assemblyman Badham and Senator
Schmitz of the City's position in regard to proposed
coastal freeway legislation and to take all necessary
steps'to defeat such legislation.

Upon motion by Councilman Pinkley, seconded

Defeat proposed Upon motion by Councilman Barck, seconded by Councilman
freeway legislation. Thompson, and carried, the Mayor's action was ratified
in sending the City Attorney and Assistant City Attorney
to Sacramento to take all necessary steps to defeat pro-
posed coastal freeway legislation.
Hospital Upon motion by Councilman Jordan, seconded by Councilman
Barck, and carried, the Council voted in favor of taking
the necessary action to establish a municipal hospital
in the City of Costa Mesa.

City Attorney to Upon motion by Councilman -Jordan, seconded by Council -
investigate reports man Pinkley, and carried, the City Attorney was instructed
of bribes to investigate reports of influence and blandishments of
State officials. in connection with the coastal freeway
matter.
Proposed Assembly Mr. John Hopwood, representing Assemblyman Robert E.
Bill 2913 Badham, read a prepared statement regarding proposed
Assembly Bill 2913, which would remove from the state
highway system that portion of Coast Highway from
Highway 39 in Huntington Beach to MacArthur Boulevard
in Corona del Mar.
The Mayor read a telegram from Ronald A. Clark,
Assistant Cabinet Secretary to Governor Brown, regarding
freeway developments.
Mesa Community Attorney Rod Lippold, 1755 Orange Avenue, Costa Mesa,
Hospital requests and Mr. Albert E. Dayton, President of Mesa Community
delay Hospital, requested that the Council delay action re-
garding the establishment of a municipal hospital at
least until after Conditional Use Permit C -239-A
expires on August 15, 1965.
The Council all agreed that the City greatly needs
hospital facilities and told Mr. Dayton that this should
encourage his associates with the knowledge that the need
is recognized.
Adjournment Upon motion by Councilman Wilson, seconded by Council-
man Pinkley, and carried, the meeting was adjourned at
8:25 a.m.
