ADJOURNED MEETING OF THE CITY COUNCIL

April 18, 1967
The City Council of the City of Costa Mesa met in
adjourned regular session at 7:30 p.m., in the confer-
ence room at the City Hall, 695 West 19th Street,
Costa Mesa, said meeting having been duly and regularly
ordered adjourned from the regular meeting of April 17,
1967, and a copy of the notice of adjournment having
been posted as required by law.
Councilmen Present: Barck, Wilson, Tucker, Pinkley,
Jordan
Councilmen Absent: None
Officials Present: City Manager, City Attorney, Director
of Public Works, City Engineer, City
Traffic Engineer, City Clerk, and
Director of Planning
The Mayor introduced Mr. Jack Harris, theater manager,
producer, and actor, who outlined plans for the develop-
ment of a cultural center in the Harbor area, with
emphasis placed on a theater which would bring the best
of the dramatic arts within reach of young people. The
Mayor suggested that the plan might be further developed
to include a studio complex and possibly the establish-
ment of an art gallery. After discussion, Mr. Harris
was requested to prepare a detailed proposal for the
creation of a cultural center.
The City Engineer presented plans for the improvement
Sidewalks on East of the East Side by the installation of sidewa1_ks;1n
Side the Harper School area. After discussion of probable
costs and problems entailed in the preservation'of
parkway trees, it was moved by Councilman Wilson,
seconded by Councilman Tucker,'and carried, that the
staff set up neighborhood meetings with residents and
property owners in the area to ascertain their desire
for the improvement.
The City Engineer presented sketches for the develop -
Arlington Drive ment of Arlington Drive, and on motion by Councilman
Wilson, seconded by Councilman Tucker, and carried, it
was voted to continue negotiations with the 32nd Agri-
cultural District Board, controlling the Orange County
Fair Grounds, with the objective of opening Arlington
Drive between Fairview Road and Newport Boulevard.
Plans were presented covering all possible alternates to
the adopted route for the Newport Freeway, together with
engineering studies, and after discussion and consider -
Freeway discussion ation of the engineering studies and the effect upon
the City of any of the possible alternate routes, it
was moved by Councilman Wilson, seconded by Councilman
Barck, that the Council reaffirm its support of the
original freeway route along Newport Boulevard to the
Coast Highway. The motion was carried by unanimous vote.
Adjournment On motion by Councilman Barck, seconded by Councilman
Wilson, the meeting was adjour,4ed at 10:30 o'clock, p.m.
