HomeMy WebLinkAbout01/29/1968 - Adjourned City Council MeetingADJOURNED REGULAR MEETING OF THE CITY COUNCIL CITY OF COSTA MESA January 29, 1968 The City Council of the City of Costa Mesa met in adjourned regular session at the hour of 7:30 p.m. in the Council Chamber at the City Hall, 77 Fair Drive, Costa Mesa, California. Roll Call Councilmen.Present: Barck, Wilson, Tucker, Pinkley, Jordan Councilmen Absent: None Officials Present: City Manager, City Attorney, Director of Public Works, City Engineer,- City Clerk Present also were Andrew R. Johnson, Director of Development and Expansion, Barker Brothers; Alfred Lutjeans, Secretary - Manager of Orange County Fairgrounds; and members of the Board of Directors of the 32nd Agricultural District. The meeting was called to order by Mayor Jordan and adjourned at 7:35 p.m. to -the Conference Room. Request for The City Manager presented the request of Los Amigos for per - Street Banners mission to place banners across the streets announcing the opening of a new restaurant. It was pointed out that there are only two places for street banners in the City --at 17th Street and Orange Avenue, and at Baker Street and Fairview Road --and it was also noted that banner permits have hitherto been issued only to non-commercial projects. After discussion, on motion by Councilman Pinkley, seconded by Councilman Barck, and carried, the request was denied. Survey Authorized The City Engineer requested authority to have the Southern Lucalux Street California Edison Company make a survey, without cost to the Lights City, of the possibility of conversion of mercury-vapor highway lighting to Lucalux lighting at certain major street intersections to be designated by the City, with the objec- tive of increased visibility in fog. On motion by Councilman Pinkley, seconded by Councilman Barck, and carried, the survey was authorized. Barker Brothers The Mayor stated that he had received a letter from Dr. Joseph Furniture Sale Rybal of the 32nd Agricultural District Board asking that con- sideration be given the proposed five-day furniture sale, beginning April 25, that Barker Brothers wished to conduct on the Fairgrounds. Mr. Lutjeans pointed out the necessity for increased use of the Fairgrounds in order to secure income to maintain and develop the property. Mr. Johnson stated that Barker Brothers had conducted similar sales at the Orange Show in San Bernardino and at the Ventura Fairgrounds. After lengthy discussion and mutual assurances of cooperation between the Agricultural District and the City, the City Attorney advised the Council that inasmuch as the Fairgrounds are in the Institutional and Recreational Zone, a conditional use permit is required for a commercial use, and Mr. Johnson stated that he would file application for a conditional use permit.
