CITY OF COSTA MESA
July 29, 1968
The City Council of the City of Costa Mesa, California,
met in special session at 7:30 p.m., July 29, 1968, at
the call of Mayor Alvin L. Pinkley, notification having
been duly given in accordance with law, for the purpose
of:
Studying zoning and sign ordinances and —
appurtenant matters; and also for the
purpose of discussion of sponsoring, by
the Costa Mesa Golf and Country Club,
the Haig and Haig Golf Tournament; and
to take whatever action the Council
deems necessary.
The meeting was called to order by the Mayor, followed by
the Pledge of Allegiance to the Flag, and invocation by
Councilman Wilson, and at 7:35 the meeting adjourned to
the Conference Room of the Council Chambers.

Ordinance 68-29
The Mayor presented Ordinance '68-29, tabled from the meeting
Discussion
of July 15, 1968, for study and discussion. Brooks Cavanaugh,
Regulation of Signs
of the Planning Department staff, explained the ordinance
relating to the regulation of signs. After discussion, the
City Attorney requested the Councilmen and Planning Commis-
sioners to call his office and dictate any changes or
corrections to his secretary, so that a summary of opinions
can be prepared for distribution. Commissioners Beck and
Hammett requested that if the sign ordinance were returned
to the Planning Commission for revision, that it be accompanied
with a policy for firm guidance of the Commission.
Unsightly Areas
Mayor Pinkley read a letter containing photographs bringing
attention to unsightly areas in eleven different locations
throughout the City. The letter with photographs was turned
over to the Planning Department for checking.
Site for proposed
The Assistant City Attorney said that he and the City Manager
Court House
appeared before the Board of Supervisors regarding the site
for the proposed Court House. Discussion followed regarding
the Court site at the Fairgrounds.
Hippies
The City Manager read a report from the Police Department
regarding the migration of the "hippies" to the beach areas
and the resulting problems. There is a mutual aid agreement
between the Costa Mesa Police Department and the other cities
of the area.
Haig and Haig The City Manager reported that the Costa Mesa Golf and
Golf Tournament Country Club had received a proposal to hold the Haig and
Haig Scotch Foursome Championship Tournament at the Golf
Course once yearly for a period of five years. Art Sues,

Uses in Ml Zones Discussion was held regarding granting of Variances and
Conditional Use Permits in an Ml zone. Keith Dinsmoor,
attorney, and Ted Owens stated their views to the Council
and Planning Commission. Also, it was thought that a
policy should be recorded by official action in the Council
minutes, setting forth conditions'whereby a business that
does a combination of retail and wholesale business may
remain in an M1 zone.
Adjournment On motion by Councilman Pinkley, seconded by Councilman
St. Clair, and carried, the meeting was adjourned at
10:25 P.M.
