SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COSTA MESA
December 24, 1968
The City Council of the City of Costa Mesa, California, met
in special session at 7:00 a.m., December 24, 1968, at the
City Hall, 77 Fair Drive, Costa Mesa, on the call of
Councilman St. Clair, Councilman Tucker, and Councilman
Jordan for the purpose of:
1. Authorizing the City Attorney to institute condemnation
proceedings for the widening of Wilson Street.
2. Requesting the Board of Supervisors of the County of
Orange to deannex Tract No. 6256, in the Costa Mesa
Street Lighting District, from Orange County Street
Lighting District No. 12.
3.. Renewing the lease for the Recreation Auditorium from the
32nd Agricultural District.
4. Annexing the Country Club No. 2 area to the Costa Mesa
Street:Lighting District.
5. Acting.upon the application of Station KTBT for a permit
to conduct a music festival at the Fair Grounds.
The meeting was called to order by the Mayor, followed by the
Pledge of Allegiance to the Flag and invocation by Vice Mayor,
Robert M. Wilson.

Officials Present: City Manager, City Attorney, City Clerk
Resolution 68-102 The City Clerk announced that the first item on the agenda for
Authorizing Con- the special meeting was the.proposed authorization for acqui-
demnations Wilson sition of rights of way for the widening of Wilson. Street by
Street Widening condemnation. .The City Attorney pointed out that this
authorization was necessary for the City to participate in
the County's arterial highway program and on motion by
Councilman Jordan, seconded by Councilman Wilson, Resolution
No. 68-102, entitled A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF COSTA MESA, CALIFORNIA, FINDING, DETERMINING AND
DECLARING THAT THE PUBLIC INTEREST AND NECESSITY REQUIRE THE.
ACQUISITION OF CERTAIN EASEMENTS AND RIGHTS OF WAY FOR PUBLIC
STREET PURPOSES, AND AUTHORIZING ACQUISITION OF SAID EASEMENTS
AND RIGHTS'OF WAY BY CONDEMNATION AND DIRECTING THE CITY
ATTORNEY TO PROCEED WITH SUCH ACTION, was adopted by the
following roll call vote:
AYES: Councilmen: Wilson, Tucker, Pinkley, Jordan,
St. -Clair
NOES: Councilmen: None
ABSENT: Councilmen: None
Resolution 68-103 The City Attorney presented Resolution 68-103, entitled A
Deannexation from RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
County Lighting CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS TO DEANNEX
District TRACT 6256 FROM THE ORANGE COUNTY LIGHTING DISTRICT NO. -12.
He stated that this tract already was in the Costa Mesa.Street
Lighting District and the requested deannexation was required
to avoid double taxation. On motion by Councilman Wilson,
seconded by Councilman Jordan, Resolution No. 68-103 was
Resolution 68-103 adopted by.the following roll call vote:

NOES: Councilmen: None
ABSENT: Councilmen: None
Recreation Hall The City Attorney presented the Lease Agreement with the 32nd
Lease Renewed Agricultural District for the recreation auditorium at the
Orange County Fairgrounds, stating that the existing lease
expired on December 31, 1968, and that renewal was requested.
On motion by Councilman St. Clair, seconded by Councilman
Wilson, the renewal of the lease was approved and
authorized by the following roll call vote:
AYES: Councilmen: Wilson, Tucker, Pinkley, Jordan,
St. Clair
NOES: Councilmen: None
ABSENT: Councilmen: None
Resolution 68-104 The City Clerk presented Resolution No. 68-lo4, being A
Country Club No. 2 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA. MESA
Included in Street INCLUDING COUNTRY CLUB NO. 2 ANNEXATION TLV THE TAX LEVY FOR
Lighting District THE 1969-1970 FISCAL YEAR FOR THE COSTA MESA STREET LIGHTING
DISTRICT, and on motion by Councilman Wilson, seconded by .
Councilman St. Clair, Resolution No. 68-104 was adopted by
the following roll call vote:
AYES: Councilmen: Wilson, Tucker, Pinkley, Jordan,
St. Clair
NOES: Councilmen: None
ABSENT: Councilmen: None
The Mayor then stated that this was the time and place set
in the call for special meeting by Councilman St. Clair,
Councilman Tucker and Councilman Jordan for consideration
of the application of Radio Station KTBT in Garden Grove
Music Festival fora permit to conduct a music festival at the Orange
Fairgrounds County Fairgrounds on December 29. The Chief of Police
spoke from the floor, recommending denial of the permit and.
Mr. Glenn Adams of Station KTBT urged the granting of the
permit. Mr. Franklin Remer of the Fair Board stated the
Board's approval of the application and outlined the con-
ditions they had attached to the application. Others speaking
from the floor included the Chief of the Fire Department;
Larry Bacon, President of the Harbor Community Concert
Association, in favor of the permit; and Mrs. Sam Dugle,
Chairman -of the Board of the Monticello condominium, in
opposition. After general discussion and statements by the
Councilmen, Councilman Wilson moved for.denial of the
application. The motion was seconded by Councilman Jordan,
and carried by the following roll call vote:
AYES: Councilmen:, Wilson, Pinkley, Jordan
NOES: Councilmen: .Tucker, St. Clair
ABSENT: Councilmen: None
Personnel to Councilman St. Clair moved that the City Manager be instructed
Handle Fair- to investigate and return to the City Council his recom-
Grounds Crowds mendations on how we can have enough police and fire personnel
to handle fairgrounds crowds: The motion was seconded by
Councilman Tucker and failed to carry by the following roll
call vote:
AYES: Councilmen: Tucker, St. Clair
NOES: Councilmen: Wilson, Pinkley, Jordan
ABSENT: Councilmen: None
Adjournment The Mayor adjourned the meeting at 8:35 a.m.
