HomeMy WebLinkAbout03/11/1969 - Adjourned City Council MeetingRoll Call ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF COSTA MESA March 11, 1969 The City Council of the City of Costa Mesa met in adjourned regular session at 7:40 p.m., in the Council Chambers at the City Hall, 77 Fair Drive, Costa Mesa, California, said meeting having been duly and regularly ordered adjourned from the regular meeting of March 3, 1969, and a copy of the notice of adjournment having been posted as required by law. The meeting was called to order by the Mayor followed by the Pledge of Allegiance to the Flag and invocation by Councilman Wilson. Councilmen Present: Councilmen Absent: Officials Present: Wilson, Tucker, St. Clair None Pinkley, Jordan, City Manager, City Attorney, Assistant City Engineer, City Clerk Newport Freeway The Mayor announced.that the first item of business was the Route 55 Newport Freeway, Route 55. He requested all written communi- cations received by the City Clerk to be read. The Clerk read communications from the following: Written Costa Mesa Planning Department Staff, in favor of the Green Communications Route. Costa Mesa Chamber of Commerce, in favor of the Red -Blue Route, S-7. Edker Pope, 2733 Shell Street, Corona del Mar, in favor of the Green Route. Mrs. Marie Karch, 640 Plumer Street, Costa Mesa, and Lee Ruiz, 1845 Anaheim Street, Costa Mesa, opposed to the Red Route; Mrs. Marie Karch, another letter, opposed to Red Route. Sam Levinson, 1805 Newport Boulevard, Costa Mesa, opposed to Green Route. J. C . Carter Company, 671 West.17th Street, Costa Mesa, in favor of a modified Route S-7. Requested that, should any of the alternate routes be recommended for adoption by the State Highway Commission, a provision be made a part of the recommendation that the route should be modified as required to avoid the necessity for the J. C . Carter Company's leaving its present location. Bradley K. Schwarz, 1786 Newport Boulevard, Costa Mesa, in favor of Red Route. A petition containing 605 signatures, protesting the adoption of S-7, Red Route. A petition containing 98 signatures, protesting the adoption of the Red Route. Dr. S. R. Nord, Jr., 1819-1898 Harbor Boulevard, Costa Mesa, in favor of Red Route. Donald R. Ward, Ward Management Company, 16+9 Westcliff Drive, Newport Beach, in favor of Green or Green -Blue Route. Wright Company, 126 Rochester Street, Costa Mesa, requested that freeway bypass the center of Costa Mesa. Mrs. Yari Makai and Mrs. Helen Wada, 1816 Newport Boulevard, Costa Mesa, in favor of Red Route, S-7. Randall R. McCardle, The Real Estaters, 2790 Harbor Boulevard, Costa Mesa, in favor of the Red Route. The Mayor asked if there were any new information to be added to the discussion by the Assistant City Engineer or by the Director of Planning. Both the Assistant City Engineer and the Director of Planning said that they had no additional information. The Mayor asked if anyone wished to speak for or against any of the proposed freeway routes. The following spoke from the floor: Oral Dave Coffman, owner of Vista Verde Mobile Park, Pomona Avenue, Communications Costa Mesa, opposed to adoption of Red Route because it would wipe out his business; would have no objection to Red Route if cloverleaf were reversed or moved so his business would not suffer. Ira D. Hartshorn, 1950 Parsons Street, Costa Mesa, opposed to Red Route, and in favor of Green Route. Ramona Hartshorn, 1950 Parsons Street, Costa Mesa, opposed to Red Route, and in favor of Green or the Green -Blue Route. Georgina Jones, no address, opposed to Red Route. H. W. Wright, Jr., H. W. Wells, realtor, 1810 Newport Boulevard, Costa Mesa, in favor of the S-7 Red Route. The Mayor read a report from the Director of Finance regarding revenue, business licenses, and property taxes on the Green S-2, Red S-7, and Green Routes, to answer Mr. McCardle's questions. Jonathan Morgan, 20381 Newland, Huntington Beach, owner of property at 1+80 Monrovia Avenue, Costa Mesa, in favor of existing Green Route. Harold Cooper, 2239 Glen Avenue, Los Angeles, owner of a residence on the southeast corner of 19th and Fullerton Streets in Costa Mesa, opposed to the Green Route. Jim Wood, Vice President of CHART, Citizens' Harbor Area Research Team, speaking for the board of.directors, recommended the adoption of a more westerly route than the one presently adopted. Mrs. Goldie TeWinkle, 190 East 18th Street, Costa Mesa, in favor of Red Route. Lewis Kidder, owner of Coast Music, 1839 Newport Boulevard, Costa Mesa, in favor of Red Route. J. C. Humphries, jeweler on Newport Boulevard, and owner of property on Newport Boulevard and also Center Street, in favor of Red Route; he presented a chart showing the taxable retail sales values in downtown Costa Mesa, and - drew the conclusion that downtown Costa Mesa is not a depressed area. Don Huddleston, realtor, 1716 Orange Avenue, Costa Mesa, presented a petition containing 21 signatures in favor of the Red Route. Thomas Henderson, 461 East 20th Street, Costa Mesa, representing the Costa Mesa Businessmen's Association, in favor.of the Red Route S-7; A petition was presented, to supplement the petition filed with the Planning Commission, containing an additional 260 signatures, making a total of 872 signatures in favor of the Red Route. John Goetten of Williamson and Schmidt, Consulting Civil Engineers, 1535 East lst Street, Santa Ana, representing Costa Mesa Tomorrow, in favor of the Red Route. Elmer Dudek, owner of 1866 Newport Boulevard and 119 and 125 Flower Street, in favor of the Green Route. Mrs. Ramona Hartshorn, 1950 Parsons Street, Costa Mesa, opposed to Red Route, and in favor of Green Route. Dr. Robert Andrews, 1879 Newport Boulevard, Costa Mesa, in favor of Red Route. Mrs. Leland Stevens, 179 East 18th Street, Costa Mesa, in favor of Red Route. 1 Jess Van Riper, 1965 Parsons Street, Costa Mesa, owner of Dean Lewis Company, opposed to Red Route. The Mayor declared a ten-minute recess, and the meeting reconvened at 9:45 p.m. The Mayor requested that those present let their wishes be known whether for or against the proposed freeway routes. The following spoke from the floor: Lola.Anderson, no address, in favor of the Red Route. Susan Gates, 2203 Raleigh Avenue, Costa Mesa, in favor of Red Route. Louis Church, owner of property at Pomona and Plumer Street, opposed to Red Route, and in favor of Green Route. Gordon Martin, owner of Four Seasons Mobile Estates, said that he thought the Council should suggest to the State Highway Commission that the City of Costa Mesa should have two-way auxiliary roads on both sides of the Newport Freeway from Bristol Street to 19th Street, and from Bristol to 19th Streets along the Newport Freeway 100 feet should be taken off the east side of Newport Boulevard where the old road is, instead of taking 100 feet off the west side of Newport Boulevard. Dr. Robert Crawford, 1796 Newport Boulevard, Costa Mesa, in favor of a route westerly of the adopted route. Mertin Willson, of Willson and Williams,.architects, 2855 East Coast Highway, Corona del Mar, representing a group of downtown property owners, in favor of the Red Route. Charles Johnson, architect, representing Green Properties, in favor of Red Route. Jerry Hall of Jerry Hall Tire Service, 1762-64 Newport Boulevard, Costa Mesa, in favor of preserving Newport Boulevard in its present state. Ben Jorgenson, 1533 Antiqua Way, Newport Beach, owner of property at the southwest corner of 19th Street and Harbor Boulevard, opposed to the Green Route and in favor of the Red Route. Theo Robins, Jr., 2060 Harbor Boulevard, Costa Mesa, in favor of the Red Route. - Thomas Nelson, 283 Lilac Lane, Costa Mesa, said that he had read a report of the Costa Mesa Engineering Department showing that the cost to the City would be $1,212,000 less for the Red Route than it would be for the Green Route. Margaret Reinert, Reinert's Department Store, 1816 Newport Boulevard, Costa Mesa, opposed to Green Route; also spoke for George Muirs, owner of property adjacent to Reinert's Department Store, in favor of Red Route; also presented plan for the development of the 1800 block of Newport Boulevard, called Mesa Magnolia. Betty Jean Beecher, 200 Magnolia Street, Costa Mesa, in favor of Red Route. Freeway Decision No one else wishing to speak, Councilman Wilson said that Held Over there was a great deal of new evidence presented, so he moved to hold the Council's decision over to the meeting of March 17, 1969. The motion was seconded by Councilman Jordan, and carried. Warrant Authorized The City Manager stated that Mayor Pinkley, Director of Mayor Pinkler, Planning William L. Dunn, and Planning Commissioner Jack Director of Planning Hammett would represent the City at the Civil Aeronautics Dunn, and Planning Board hearing in Washington D. C., March 22 through 26, 1969. C. each representative be authorized, and on motion by Councilman Wilson, seconded by Councilman Jordan, the Director of Finance was authorized to draw warrants in the requested amounts by the following roll call vote: AYES: Councilmen: Wilson, Tucker, Jordan, St. Clair NOES: Councilmen: None ABSTAIN: Councilmen: Pinkley ABSENT: Councilmen: None Warrants Authorized The City Manager reported that Vice Mayor Wilson would Councilman -Wilson represent the City at the Annual Conference of Mayors of to Washington D. C . the National"League of Cities in Washington D. C., March 28 to April 1, 1969, and also that Councilman St. Clair Councilmen Wilson and Vice Mayor Wilson would represent the City at the and St. Clair to Legislative Council Meeting arranged by the League of Cities Sacramento in Sacramento on April 14 to 16, 1969. On motion by` Councilman Jordan, seconded by Councilman Pinkley, the Director of Finance was directed to draw a warrant for 250.00, advance on expenses for Robert M. Wilson; and two warrants of $100.00 each, advance on expenses for Councilman St. Clair and Vice Mayor Wilson.
