CITY OF COSTA MESA
April 28, 1969
The City Council of the City of Costa Mesa, California,
met in adjourned regular session at 7:30 p.m., April
28, 1969, in the conference room at the City Hall, 77
Fair Drive, Costa Mesa, the meeting having been ad=
journed from the regular meeting of April 21, 1969,
and notice thereof duly posted. The meeting was
called to order by the Mayor for a personnel session
to interview candidates for the office of City Treasurer.
Roll Call Councilmen Present: Wilson, Tucker, St. Clair, Jordan,
Pinkley
Councilmen Absent: None
Officials Present: City Attorney, Assistant City
Manager, City Clerk
Treasurer Candidates' The following applicants for appointment to the office
Interviewed of City Treasurer were successively introduced and
interviewed:
Kenneth W. Fowler, 640 Tustin Avenue, Newport Beach
Ronald 0. Hardy, 1500 Adams Avenue, Suite 307, Costa Mesa
Claire M. Nelson, 583 West 19th Street, Costa Mesa
Roger B. Squier, 25271 Champlain, Laguna Hills
Joseph A. Vivirito, 17551 Allegheny Drive, Santa Ana
The personnel session was closed at 11:15 p.m., and the
Council opened the adjourned regular meeting.
Ordinance 69-7 Ordinance 69-7, entitled AN ORDINANCE OF THE CITY COUNCIL
Closing Out Sales OF THE CITY OF COSTA MESA, CALIFORNIA, PROVIDING FOR THE
Adopted REGULATION OF CLOSING OUT SALES AND MAKING PROVISIONS
FOR FEES, PERMITS, REGULATIONS AND OTHER MATTERS IN
CONNECTION THEREWITH, was presented for second reading.
After discussion, Ordinance 69-7 was given second
reading. On motion by Councilman Jordan, seconded by
Councilman St. Clair, Ordinance 69-7 was adopted by
the following roll call vote:
AYES: Councilmen: Wilson, Tucker, Jordan, Pinkley,
St. Clair
NOES: Councilmen: None
ABSENT: Councilmen: None
Auditing Proposal On motion by Councilman Tucker, seconded by Councilman
Jordan, and carried, the proposed agreement with Pyle,
Lance, Schlinger, and Soil to continue municipal auditing
services from July 1, 1969, to June 30, 1972, was held
over until May 12, 1969, to allow time for receipt of
proposals from other accountants experienced in municipal
auditing.
Zone Exception The City Attorney suggested three approaches to the problem
Permits in Ml Zones of Zone Exception Permits in Ml zones:
1. That Zone Exception Permits should not be granted
in any industrial zone.
2. That Zone Exception Permits should not be
allowable in all industrial zones.
3. That Zone Exception Permits should be authorized
only in those zones which are established by
resolution.

Zone Exception After discussion, during which it was suggested that the
Permits in Ml Zones problem might be clarified by changirig'the- nomenclature
(Continued) of the existing Ml, Manufacturing Zone, to -"Industrial
Zone," on motion by Councilman -Wilson, seconded by
Councilman Jordan, and carried, action was deferred
until a July meeting to permit the Planning Department
staff to prepare a comprehensive map showing the inter-
relationship between existing M1 and C2 zones. -
Contract A proposed agreement for title services between the
Title Insurance Right of Way Department of the City of Costa Mesa and
and Trust Company Title Insurance and Trust Company, having been approved
by the City Attorney, was presented and on motion by
Councilman Jordan, seconded by Councilman Wilson, the
agreement was approved and the Mayor and City Clerk
authorized to sign in behalf of the City by the following
roll call vote:
AYES: Councilmen: Wilson, Tucker, Jordan, Pinkley,
St. Clair
NOES: Councilmen: None
ABSENT: Councilmen: None
Adjournment On motion by Councilman Wilson, seconded by Councilman
Jordan, and carried, the meeting adjourned at 12:00 p.m.
