OF THE CITY OF COSTA MESA
October 14, 1969
The City Council of the City of Costa Mesa met in adjourned
regular session at 7:30 P.M. in the Council Chamber at
the City Hall, 77 Fair Drive, Costa Mesa, California, said
meeting having been duly and regularly adjourned from the
regular adjourned meeting of October 13, 1969, and a copy
of the notice of adjournment having been posted as
required by law. The meeting was called to order by the
Mayor.
Roll Call Councilmen Present:- Wilson, Tucker, St. Clair, Jordan,
Pinkley
Councilmen Absent: None
Officials Present: Assistant City Manager, City Attorney,
City Clerk, Director of Planning
R. L. Unger The Mayor announced that the Council would hear proposals
for the redevelopment of downtown Costa Mesa and the
Director of Planning presented Mr. Robert L. Unger of
Robert Unger, Incorporated, 4340 Campus Drive, Newport
Beach. Mr. Unger, former Costa Mesa City Manager, sketched
possibilities for the redevelopment program to take advantage
of.a Spanish or historical theme, and stressed the need
for decision on a concept or objective before technical
studies were undertaken.
Wilsey and Ham The Director of Planning then presented Mr. Don Gutoff,
representing the firm of Wilsey and Ham, 44 East Foothill
Boulevard, Arcadia, who described projects completed by
the firm and indicated a broad experience in the use of
private funds for redevelopment projects.
Jennings- The Director of Planning then presented Mr. Hugh Hallerman
Halderman-Hood of Jennings -Hallerman -Hood, 1833 East Seventeenth Street,
Santa Ana; developer of the'Mesa Verde area, who in turn
introduced the following members of the planning and
research team who would be assigned to the Costa Mesa
project:
Real Estate Research Corporation, represented by Mr.
Albert D. Keisker, Director of Community Studies for
the Los Angeles office. -
Mr. Kazuo Sei, Director of Planning for Jennings
Engineering Company of Los Angeles.
Robert Crommelin and Associates, represented by Mr.
Crommelin, who would specialize in the traffic engin-
eering phase of the project.
Walter Richardson A letter was read from Mr. Walter J. Richardson of the
Associates recently organized firm of Walter Richardson Associates, 230
East Seventeenth Street, Costa Mesa, under date of October
14, asking consideration in the project. After discussion,
on motion by Councilman Jordan, seconded by Councilman
Tucker, and carried, the request was denied because of
the delayed application.
Adjournment On motion by Councilman Wilson, seconded by Councilman
Jordan, and carried, the meeting was adjourned at 10:30 P.M.
