ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF COSTA MESA
February 9, 1970
The City Council of the City of Costa Mesa met in adjourned
regular session at 7:30 P.M. in'the Council conference
chamber at the City Hall, 77 Fair Drive, Costa Mesa,
California, said meeting having been duly and regularly
adjourned from the regular meeting of February 2, 1970, and
a .copy of the notice of adjournment having been posted as
required by law. The meeting was called to order by the
Mayor, followed by the Pledge of Allegiance to the Flag and
invocation by Councilman Wilson.

Master Drainage
The Director of Public Works introduced Raymond Woodside,
Plan
consulting engineer, who presented a Master Plan for
Drainage of the City, pointing out the gaps in the exist-
ing drainage system that needed to be filled for the pro-
tection of the future growth of the City. Mr. Woodside
estimated the total,cost of.completing the drainage system
as in excess of $5,000,000.00. The Director of'Public
Works stated that the Master Drainage Plan would be brought
before the Planning Commission for review and recommenda-
tions and then presented to the Council for adoption.
Traffic Volume
The Director of Finance reported that the data processing

division of his department had developed a new and direct
system of processing traffic counter tapes into the
computer that offered both economy and quick retrieval of
needed traffic information. He suggested that this service
be made available to.other cities and pointed out that it
would not only be self-supporting but also would enable the
use of presently unused computer time for which the City is
charged. The question of competition with private business
was raised; and E..W. Harper, Jr.,, President of the Inter-
national Data Company of Los Angeles, spoke from the floor.
After discussion, on motion by Councilman Tucker, seconded
by Councilman Jordan, and carried, the project was held
over to the next meeting to. permit a,report as to the
interest of other cities in the plan.
Garbage Cans on
The request of John Graham McDonald, 136 Magnolia Street,
Sidewalks
Costa Mesa, for an ordinance that would prevent certain
property owners from keeping garbage cans stacked in front
of their properties, having been held over from the meet-,,
ing of February 2, was again considered. After discussion,
on motion by Councilman Wilson, seconded by Councilman
Tucker; and carried, the request was referred to the
Beautification Committee and the Costa Mesa Sanitary District
for report and recommendation within sixty days.
Goat Hill
Also held over from the meeting of February 2, the request

participationin the publication of the book, was again_
considered. After lengthy -discussion., in which the
suggested title was questioned as derogatory, and supported
as historical, the matter was referred to the Costa Mesa
Historical Society on motion by Councilman Tucker, seconded
by Councilman Jordan, and carried, for a recommendation as
to retention or modification of the title, and also as to
City participation in the publication.

Wilsey and Ham
The proposed contract for consultant services in the
Contract Approved
redevelopment of downtown Costa Mesa with the firm of Wilsey
and Ham, was presented, and after discussion of amendments
designed to,clarify the terms of the agreement, was
approved., On motion by Councilman Jordan, seconded by
Councilman St. Clair, the agreement was approved subject to
theamendments, and -the Mayor and City Clerk authorized to
sign on behalf of the City by the following roll call vote:

Dual Grand Jury
Councilman Tucker presented a proposed resolution urging the

establishment of a dual Grand Jury system for Orange County,
one jury to handle criminal cases and the second to perform
the mandatory duties of review and auditing of governmental
operations. On motion by Councilman Wilson, seconded by
Councilman Tucker, and carried, the proposed resolution was
held over to the meeting of February 16, 1970:
Accounts
The report of the Finance Department on Accounts Receivable
Receivable Report
and Unpaid Invoices was reviewed together with the suggestions
of the Department.for intensified collection efforts, and on
motion by Councilman Tucker-, seconded by, Councilman Jordan, .
and carried, was held over .to the next meeting for further
study.
Public Hearing
The City Manager reported that representatives of the local

ambulance services were present for discussion of a proposed.
Ambulance:
ordinance bringing the.City's ambulance regulations into
Ordinance
conformity.with those of Newport -Beach and Huntington Beach.
On motion by Councilman Wilson, seconded by Councilman Jordan,
and carried, hearing on the proposed ordinance was set for
the meeting of February 16, 1970.
National League
Mayor Pinkley requested authorization for the Mayor and Vice
of Cities
Mayor to attend the annual National League of Cities
Conference at Washington, D. C., on March 8, 9 and 10, and
an advance'of $300.00 each to-cover—expenses. On motion
by,Councilman St.' Clair., seconded by Councilman Jordan, the
authorization was granted and advance.approved by the,.
following roll call vote:

Adjournment The:Mayor.adjourned the meeting at 11:00 p.m.
