HomeMy WebLinkAbout04/18/1972 - Adjourned City Council Meetingr Roll Call m ADJOURNED MEETING OF THE CITY COUNCIL April 18, 1972 The City Council of the City of Costa Mesa met in adjourned.regular session at 7:30 p.m., in the Council Chambers at the City Hall, 77 Fair Drive, Costa Mesa; said meeting having been duly and regularly ordered adjourned from the regular meeting of April 17, 1972, and a copy of the notice of adjournment having been posted as required by law. The meeting was called to order by the Mayor, followed by Pledge of Allegiance to the Flag. Invocation was delivered by The Reverend Thomas Nevin, St. Joachim's Catholic Church, Costa Mesa. Councilmen Present: Councilmen Absent: Officials Present: Wilson, Jordan, Pinkley, Hammett, St. Clair None City Manager, City Clerk City Attorney, Certificate of The City Clerk presented the certificate of canvass of Canvass of Returns the returns of the General Municipal Election held on April 11, 1972, showing that: Votes Cast The whole number of votes cast in said City (except absent voter ballots) was 31,234. The whole number of absent voter ballots cast in said City was 250, making a total of 31,484 votes cast in said City. There were twenty-one candidates for the office of City Councilman of the City of :Costa Mesa for a full term of four years, three to be elected. The names of the persons voted for were: ALVIN L. PINKLEY JEFFREY G..KANE WILLIAM L. (BILL) ST. CLAIR MYRA KIRSCHENBAUM ROBERT M. (BOB) WILSON DAVID LEIGHTON JAMES N. (JIM) AGRUSA TOM MANUS THEODORE C. (TED) BOLOGH WILLIAM F. (BILL) MARSH FREDERIK BOS G. E. -,(WHITEY) MC GUIRE LEWIS BOWDEN DARRELL K. NEFT CHARLIE EIFERT MARY E. NOLAN SAM R. EKOVICH ALFRED W. (AL) PAINTER PHILLIP L. (PHIL) EVANS DOM RACITI BILLIE R. GOLDEN ALVIN L. PINKLEY, having received 4,396 votes, was elected as a member of the City Council for a full term of four years. ROBERT M. WILSON, having received 5,096 votes, was elected as a member of the City Council for a full term of four years. DOM RACITI, having received 4,935 votes, was elected as a member of the City Council for a full term of four years. Resolution 72-39 Upon motion by Councilman Hammett, seconded by Councilman Declaring Results Jordan, and carried, Resolution 72-39, being A RESOLUTION of Election OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, RECITING.THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF COSTA MESA ON THE 11TH DAY OF APRIL, 1972, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE J 1 1 4 Resolution 72-39 Declaring Results PROVIDED BY LAW, was adopted by the following roll call of Election vote: continued AYES: Councilmen: Wilson, Jordan, Pinkley, Hammett, St. Clair NOES: Councilmen: None ABSENT: Councilmen: None Resolution 72-37 Mayor Wilson read a resolution expressing good wishes Commending to William L. St. Clair; he also presented him with a William L. plaque and a gift from the members of the City Council. St. Clair On motion by Councilman Wilson, seconded by Councilman Pinkley, Resolution'72-37, being A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, EXPRESSING GOOD WISHES TO WILLIAM L. ST. CLAIR UPON THE COMPLETION OF HIS FOUR-YEAR TERM AS COUNCILMAN OF THE CITY OF COSTA MESA, was adopted by the following roll call vote: AYES: Councilmen: Wilson, Jordan, Pinkley, Hammett NOES: Councilmen: None ABSENT: Councilmen: None ABSTAINING: Councilmen: St. Clair Mayor -Wilson presented Mrs. St. Clair with a gift. Councilman St. Clair thanked the Mayor and the Council, and read a letter directed to the members of the Council. Oaths of Office The Clerk administered the oaths of office to Councilmen Administered Alvin L. Pinkley, Robert M. Wilson, and Dom Raciti. She presented certificates of election to the three newly elected Councilmen, and they took their places at the Council table. Councilman Raciti spoke briefly. Councilman Wilson spoke briefly, thanking the City Clerk for her excellent job on the election. The City Clerk, acting as temporary chairman for the meeting, announced that nominations -were now open for the office of Mayor. Councilman Wilson nominated Vice Mayor Willard Jordan., Mr. Jordan declined the nomination. Councilman Jordan nominated Jack Hammett for Mayor, seconded by Councilman Wilson, and carried by unanimous vote, Councilman Hammett abstaining. Jack Hammett The Clerk asked if there were any other nominations, Elected as Mayor and there being none, declared Councilman Hammett elected by unanimous vote. Councilman Wilson addressed the Council and the public briefly. Mayor Hammett spoke briefly. Resolution 72-38 Mayor Hammett -read a resolution commending Robert M. Commending ' Wilson. On motion by Councilman Hammett, seconded by Robert'M.-Wilson Councilman Pinkley', and carried, Resolution 72-38, being A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, COMMENDING COUNCILMAN ROBERT M. WILSON UPON THE SUCCESSFUL COMPLETION OF HIS SECOND TWO-YEAR TERM AS MAYOR OF THE CITY OF COSTA MESA, was adopted by the following roll call vote: AYES: Councilmen: Hammett, Pinkley, Jordan, Raciti NOES: Councilmen: None ABSENT: Councilmen: None ABSTAINING: Councilmen: Wilson Councilman Wilson spoke briefly. Willard T. Jordan Mayor Hammett asked for nomination for Vice Mayor. Elected Vice Mayor Councilman Pinkley nominated Councilman Jordan. The motion was seconded by Councilman Raciti. Councilman Wilson motioned to close the nominations, seconded by Councilman Pinkley, and carried. Councilman Jordan was elected by the following roll call vote: AYES: Councilmen: Hammett, Pinkley, Wilson, Raciti NOES: Councilmen: None ABSENT: Councilmen: None ABSTAINING: Councilmen: Jordan Roy E. June Upon motion by Councilman Wilson, seconded by Councilman Appointed City Pinkley, Roy E. June was appointed as City Attorney Attorney for a two-year term by the following roll call vote: AYES: Councilmen: Hammett, Jordan, Pinkley, Wilson, Raciti NOES: Councilmen: None ABSENT: Councilmen: None Eileen P. Phinney Upon motion by Councilman Wilson, seconded by Councilman Appointed Pinkley, Eileen P. Phinney was appointed as City Clerk City Clerk for a two-year term by the following roll call vote: AYES: Councilmen: Hammett, Jordan, Pinkley, Wilson, Raciti NOES: Councilmen: None ABSENT: Councilmen: None Robert Oman Upon motion by Councilman Wilson, seconded by Councilman Appointed Pinkley, Robert Oman was oppointed as City Treasurer City Treasurer for a two-year term by the following roll call vote: AYES: Councilmen: Hammett, Jordan, Pinkley, Wilson, Raciti NOES: Councilmen: None ABSENT: Councilmen: None Traffic Commission The Clerk presented appointment of members to the Traffic Commission under Section 3402.7 of the Municipal Code, and appointment of a member to the Planning Commission. On motion by Councilman Pinkley, seconded by Councilman Jordan,.and carried, these items are being held over to the time when the new Mayor is agreeable to make these appointments.
