meeting of.February 5, 19.73, and a copy of the
notice of .adjournment having been posted as
required by-law.,
The meeting was called to order by the Mayor, fol-
lowed".by the Pledge of Allegiance to the Flag and
Invocation by Claire Nelson. -

was changed and the public hearing for the Newport
Freeway Frontage Road,.one-way versus two-way
traffic, was ..placed first ; on the -agenda;
The Mayor opened,public,hearing on the Newport
Freeway.Frontage Road,_•between Bay Street and
Bristol-Paalisades' Road,;.. ;two-way versus one-way
traffic...': The- affidaviti_ of publication is on file
in. -the Clerk's.office., One communication in.favor
of- two-way,'frontage road:. traffic was received by
the Clerk.from,John A. Adams, 769 Manzanita,, Laguna
Beach. Councilman Pinkley,- Chairman of the Freeway
Committee, commended.:the�Committee for its efforts,
the Director of Public Services, and the Director
of Engineering Services..: He:presented copies of
petitions in favor of two-way traffic on the
frontage .road- signed by -314 property owners and
concerned businessmen ---Councilman Pinkley intro-
duced,.Mr..Blocker; Assistant District Engineer for
Design, District,7.,,and Mr..Brinkmeyer, Design B,
District 7, State Division. of Highways. Mr.
Blocker stated ;that .one=way ;versus two-way frontage .

Newport Freeway. Mr. Frank Spiegle, 2656 Mesa Drive;
Mr, William Bentley, 170 The'Masters Circle; and
Robert -Long, ;spoke- in favor:. -of: the two-way frontage.

A Harting, 2170 -Rural Place, . expressed concern
regarding the -_°.frontage. road', -.'ori' the; west side of the
freeway: Mr. -.Bob. Williams on -,..Williamson and Schmid,
1535 East 1st. Street, Santa Ana, having been closely
associated with.the progress;of;the freeway and the
Downtown Businessmen's.Association, relayed.some of
the background and.decisions that.had been made
regarding the,freeway. He urged that progress be

made toward,freeway construction as rapidly as
possible for the benefit of the property owners
and businessmen located along the freeway route,
and as an -aid to better traffic circulation.
Councilman Wilson stated that funds for this
type of construction are -being held in trust by_
the Federal Government. Mr. Blocker, State
Division of.Highways, explained the studies that
will be made -to determine,how to obtain the most
efficient traffic circulation, right of way re-
quirements, the percentage of traffic that could
be diverted to -the frontage roads and local
businesses as a matter of convenience, and des-
cribed the manner in which the on -ramps to the
freeway would have to be changed if two-way
frontage roads are constructed. Mr. W: R.
Hoffman, Chairman of the Eastside Property
Owner's Association, spoke regarding the need
for -additional right.of way if the two-way road
was approved. The need for a frontage road on
the west side was discussed.- Mr. Bill Munster,
San Diego, representing the company that holds
an option on Mr. Cashion's property, expressed
concern regarding adequate ingress and egress
to the property, because any change in the free-
way plans would necessitate a change -in his
company's design plans. Mayor Hammett closed
the. -public. hearing. Councilman Pinkley com-
mended.the State for their -cooperation and
thanked the .Freeway Committee again for their
efforts. On -motion by Councilman Jordan, seconded
by .Councilman Pinkley, the Council directed that
a recommendation be made.to the State Division of
Highways, Division 7, to include the two-way east
side frontage road in the freeway design,*by the
following roll call vote-

Mr. Hoffman thanked the,Council, and.the people
involved in the work on the two-way frontage road,
for their efforts,
Councilman Pinkley requested Division 7 expedite
the precise route and design study for the freeway
so the City can begin their redevelopment plans
as soon as possible.

The Mayor declared a recess at 8:55 p.m., and the
meeting' reconvened. at• 9:00 p.m.

Councilman Wilson brought forth Old Business,Item
Irvine
from the meeting of February 5, 1973, a proposed

resolution supporting the University of California
Criminal Justice
Irvine's grant for law enforcement purposes. After

discussion, on motion by Councilman Wilson,

seconded by Councilman Raciti, Resolution 73-7,
being A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA MAKING APPLICATION TO THE CALIFORNIA
COUNCIL ON CRIMINAL JUSTICE FOR GRANT FOR LAW
ENFORCEMENT PURPOSES AND AGREEING TO PROVIDE
MATCHING FUNDS IN THE CASE OF APPROVAL OF APPLICA-

Agreement
Following. the recommendation of the City Manager, .
Wilsey and Ham
on motion -by Councilman=Wilson, seconded by .
Councilman Pinkley,- and -carried, the City Attorney
was directed to draw_up�an agreement with Wilsey
and. --Ham for consulting services, outlined in their
proposal dated:January- 2.9,.1973, for the Costa
Mesa Redevelopment Agency to implement the initial
redevelopment of the downtown area as previously
analyzed in the':"Downtown-Redevelopment Study".

Councilman Wilson:inquired.about the status of the
Suggestions'
sidewalk deficiency program and the bicycle trails.
The .City Manager informed Councilman Wilson that
the City is considering an area of the 1911 Act
and attempting to encourage the people to act. The
different means of marking bicycle trails, bicycle
rights. of way-,' and.laws...goVerning the use of
bicycles,-- were- discussed.
