SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COSTA MESA
October 4, 1973
The City Council of:the City of Costa Mesa, California
met in special session at 5:30 p.m., October 4, 1973,
at the City Hall;'77 Fair Drive, Costa Mesa, notifica-
tion having been duly given in accordance with law,
for the purpose of:
(a) Interim Zoning Ordinance concerning property
in the general area south of West 19th Street
and westerly of Whittier Avenue.
(b) Salary Resolutions.
The meeting was called to order by the Mayor, followed
by the Pledge of.Allegiance.to the Flag and Invocation
by Chaplin John Lindvall, Plymouth Congregational
Church of Newport Harbor.
Councilmen Present:, 'Hammett-, Jordan, Pinkley, Wilson,
Raciti
Councilmen Absent: None
Officials -Present: City Manager, City Attorney,
Director of Planning, Deputy City

The Mayor announced that this .special meeting was called
in order that the Council may .consider adoption of an
interim-zoning.ordinance..concerning.property in the
general.area south of West -19th Street and westerly. of.
Whittier Avenue. 'It was brought- to the attention of
the Council by the Oceanview Park Homeowners Association,
.that certain development was..being planned in this area
that they felt was not in conformance with the General
Plan .of the City of Costa Mesa. It was noted that the
General Plan does show the area in question as resi-
dential - low density. Mr. David Salcido, 954 West
17th Street, Costa Mesa, spoke regarding the problems
he has.encountered in owning residential property in a
manufacturing area. Mr. John R. Van Plantinga, 33891
Zarzito Drive, Dana -.Point; Mr. Robert King, 9082 Loma
Street, Villa .P.ark; and Mr... Roy Ward, 1508 Galaxie
Drive, Newport Beach, owners of approximately 5.5 acres
in the subject area, described.plans for construction
of an office complex -on their property, outlining their
financial involvement in the project, and the stage of
development to which they have progressed.
Mr. Bill Davis,.35.9.San Miguel., Newport Beach, advised
the Council that he has.signed a lease on property,
approximately 2..19 acres in area, located at the
southern tip of the area in question. Mr. Davis des-
cribed his plans for development of this parcel and
requested that.the.curr.ent.zoning of Ml be allowed to
remain. Mr. Wesley M. Taylor,.2001 Sabrina Terrace,
Corona del Mar, representing Mr. Arcada, owner of the
property leased by Mr. Davis, addressed the Council
expressing Mr. Arcada's wish to retain the.Ml designa-
tion on his property.
Mrs.David Hargrave, 1053 Parkhill Drive, Costa:Mesa; Mr.
Bart P. McGrath, 1866 Parkcrest Drive, Costa Mesa; Mr.

in opposition to development of the subject area as
industrial. It was._the_general opinion of these
residents -that .industrial -development would adversely
affect.:residential.p.roper.ty.values, as well as
create traffic.prob:lems...-Communications were received
from.Jonathan Morg.ari.,_.185.7 Parkview Circle, Costa Mesa;
and Mrs. M.. Warwick, 1042 West 18th Street, Costa Mesa,,
both in favor of residential development of the subject
area.
After conside--rable...discussion,.Councilman Wilson made
a motion-, ,seconded._by Councilman. Pinkley, to adopt the
proposed.or-d.inan'ce,ex.cluding...the.area generally described
as portions -of Assessor Parcel.numbers AP -116-013-175
AP=116-130721, and all.of.AP-116-130-05 and AP7116-130-18,
for _. a. , total .o. f.: appr.oximately_.--5.. 5 acres. Councilman Jordan
made a`motion, seconded.by_Councilman Pinkley,-and
carried.,. Councilmen Raciti:.and Wilson voting no, to amend
the.previous motion. to .also exclude the parcelfat the
southern..tip,.generally des.cribed:as a portion .of
.Assess-or,Parcel number AP -116-140-07; approximately 2.19
acres. Mayor Hamme.tt..made a motion, seconded by Council-
man Wilson, and.'carried, Councilman Pinkley voting no, to
"reconsider the..amendment'to.the.main motion. On motion.
by _Mayor: Hamme.tt., . second;ed: by Councilman Pinkley, recon-
sideration -of the_ amendment to. the main motion, failed to
carry, Councilmen.Raciti,.Hammett, and Wilson voting no.
The Original motion. -by Councilman Wilson, seconded by
Councilman P.inkley, ;to ._adopt.,Ordinance 73-36, being AN

Salary
The City-Manager,.repor.ted.. that...the.Teamsters' Local, 986
Resolutions
and'.the.Cos.ta Mesa -Employees -Association had requested
that.,,no. action be .t'aken' on. the salary resolutions for
the employ.ees.that..they. rep resent, Acting upon this
-request; the City Manager.made no,recommendation.
Adjournment
The Mayor'adjourned the meeting at 8:00 p.m.
