The meeting was called to order by, the Mayor, followed by the Pledge.of "Allegiance•to the Flag and Invocation by the Reverend Bernard Schmitt, St. Joachim Catholic Church. Director of Public Services/City Engineer, Director of Planning, 'City.Clerk Presentation On behalf of the C.osta.-Mesa Beautification Committee, Mrs. Elizabeth Cowley, 2955 Maui Drive, Costa Mesa, Beautification presented a.plaque, 'awarded by,the California Park Committee and Recreation Services; t'o.the City of Costa Mesa Beautification Committee. This award was acquired through the efforts of this committee and citizen volunteers, including Boy Scout and Girl Scout Troops in the 1973 Clean -Up Spree. The Mayor recognized Mrs. -Maureen' DiDomenico .and. Roberta Schmidt," members . of the Beautification Committee present at the meeting, and thanked the committee for their efforts in obtain•- 'ing this award. 'a request from Assemblyman Julian C. Dixon, urging the Soft Drink City of Costa Mesa to support Assembly Bill 594, Containers- requiring a minimum -'of five :cents refund on all beer and soft :drink •containers. sold._ in California on or after January -1,' 1975,- and.would also ban,any metal beverage container so designed that part of the container --is detachable without the aid of a can 372 opener. ;Councilman Wilson stated that the -Council had previously gone on record -declining support of this -bill. .On.motion.by Councilman Wilson, seconded by Councilman Jordan,.and carried, the Council supported their previous action,.and declined support of Assembly Bill -594. t . Ordinance -73-34 Item 10 on.the Consent.Calendar, to determine whether Referred to or not Ordinance 73-34 shall.be given an extension of Planning time, preserving the status quo_..of land use in the Commission Civic Center area,, was presented.- On motion by Councilman Wilson, seconded by Councilman Jordan, and carried, this item was referred to the Planning Com- mission for their action. Ordinance 73-36 Item ll on the Consent Calendar,.to determine whether Referred to or not Ordinance.73-36 shall .be given an extension of - Planning time, prohibiting uses which may be in conflict with Commission a contemplated zoning proposal, in a general area bounded by 19th Street _on -the morth, Whittier Avenue. on the east; and the City limits on the southwest, was presented. .On motion by Councilman Wilson, seconded by Counci-lman Jordan,and carried, this item was.'referred.to the Planning Commission for their action. Joint Use The City Manager presented a Joint Use Agreement Agreement between the City. and the Southern California Edison Company for joint use of Edison easements along Fairview Road. This agreement calls for the reloca- tion of Edison'.s facilities at.a cost of $165,000.00 to the Edison Company.and.$20,000.00 to the City. Councilman Wilson expressed his feeling that the Edison.C'ompany should underground their facilities on Fairview Road. Jim Kennedy, representing the Southern California.Edison Company, was present and addressed the Council regarding this item. After discussion,.on.motion by Councilman Jordan, seconded by Councilman-Raciti, the agreement was approved, and the Mayor and Clerk authorized to sign on behalf of the City, by the following roll call vote: AYES: Councilmen: Hammett, Jordan, Pinkley, Raciti NOES: Councilmen: Wilson ABSENT: Councilmen:. Public Cable Councilman.Pinkley reported.on:the City's membership Television in.the Public -Cable Television Authority, and outlined Authority various economic'and technological reasons why he recommends that this City not renew its membership upon expiration;in March.,:.19:74.: .On'motion by Council- man Pinkley, seconded by Councilman Wilson, and - carried, the City will withdraw from the Public Cable Television Authority:upon .expiration of its membership in March,.1974... Police Rotation. The City Manager -presented a.request from Mesa Tow Towing Service Service,.648. Wes.t.,Baker.,S.treet,.Costa Mesa, to be placed•on the police.rotation towing service list; and -recommended that.this request be denied. Mr. Dan. Ashcraft,.representing Mesa Tow Service, was present and addressed the.Council regarding -this request.
