ADJOURNED MEETING OF THE CITY COUNCIL
CITY OF COSTA MESA
January 29, 1975
The City Council of the City of Costa Mesa, California,
and the Community Development Committee, met in
adjourned session at 6:30 p.m. in the Council Chambers
of City Hall, 77 Fair Drive, Costa Mesa, said meeting
having been duly and regularly adjourned from the
regular meeting of January 21, 1975, and a copy of the
Notice of Adjournment having been posted as required
by law. The meeting was called to order by the Mayor,
followed by the Pledge of Allegiance to the Flag, and
Invocation by the Reverend Wilbur L. Davis, St.
Joachim's Catholic Church.

Public Hearing The Mayor announced that this was the time and place
Housing and set for the public hearing to consider the Housing and
Community Community Development Act of 1974. The affidavit of
Development publication is on file in the Clerk's office. No com-
Act of 1974 municati.ons have been received. The following members
of the public spoke regarding implementation of the
Held Over Community Development Act:
Elsie Kroesche, 254B Cabrillo Street, Costa Mesa, read
a prepared statement from Joan Margol, Presiding
Officer, Goals and Objectives Committee, summarizing
the recommendations of the group, and offering to the
Community Development Committee their sincere support
and cooperation. The statement is on file in the
Clerk's office.
Vice.Mayor Vice Mayor Hammett arrived at 6:45 p.m.

Mrs. Kroesche, member of the League of Women Voters
and the Housing Coalition of Orange County, felt that
the Committee should strive for a goal whereby 25
percent of a family's income would be the maximum
paid for housing.

Cary Ries, 350 Avocado Street, Apartment 4, Costa Mesa,
offered five suggestions of how to best utilize the
funds available for this community project.
Tom Nastri, 2078 Thurin Street, Costa Mesa, asked
on what property new construction would be located, to
which the Associate Planner responded that locations
have not yet been determined, and the primary goal of
this meeting was input as to the needs of the commun-
ity. Discussion followed concerning renovation of
blighted property and new construction.
Shirley Price, 2409 Orange Avenue, Costa Mesa, felt
that at this time the broad outlines of the Act should
be explained. Discussion followed, during which time
the Associate Planner pointed out the ten activities
eligible under Title I of the Housing and Community
Development Act.
Shirley Price continued, suggesting low-interest loans
for home rehabilitation, and that members of staff
educate the public on how to renovate their property
and be in conformance with the code. Ms. Price then
stated that there was a great need for a park site
in her neighborhood and asked if there were funds
available from the 1973 Bond Issue to purchase property
on the Eastside. The City Manager responded that nego-
tiations were now taking place to purchase a 2 -1/2 -
acre site in her area.
Jean Forbath, 2880 Clubhouse Road, Costa Mesa, Emergency
Chairman for S.O.S. (Share Our Selves), St. John the
Baptist Church, 1021 West Baker Street, Costa Mesa, read
a prepared statement detailing the suggestions of her
group, a copy of which is on file in the Clerk's office.
Sister Mary Cecilia Flynn, member of the Board of
Directors of S.O.S., 2960 Mendoza Drive, Costa Mesa,
gave examples of families seeking assistance from her
group who are in desperate need of low-cost shelter.
Mary Scherf, 955 Springfield Street, Costa Mesa, member
of the Board of Directors of Share Our Selves (S.O.S.),
spoke regarding the extreme need of the elderly in the
City for low-cost housing similar to Bethel Towers.,
Mrs. Scherf then explained the TLC Program (Transporta-
tion - Lunch -_Counseling)_ which is operated by the
Feedback Association of Orange County, with a branch
located at St. John the Divine Church, on the east side
of Costa Mesa.
Frank Forbath, 2880 Clubhouse Road, Costa Mesa, member
of the Board of Directors for S.O.S.,.read a prepared
statement in which he urged the Committee to apply for
funds available under Title II for Assisted Housing.,
Mr. Forbath's statement was filed with the Clerk.
Community At this time the Mayor introduced the nine Community
Development Development Committee members, as well as the three
Committee alternates, and representatives from the City Council
Members and Planning Commission.

Shirley Alton, 806 South Huron Drive, Santa Ana,
stated her interest in low-cost housing in Costa Mesa
stems from her duties as an employee of Orange Coast
College, that is, assisting students in locating
suitable homes while attending school, and urged the
Committee to consider joining the Orange County Housing
Authority, or forming an authority within the City.
Vay Gould, 352 Victoria Street, Costa Mesa, spoke
regarding the disabled in the community who.are unable
to work and are in need of reasonably -priced shelter.
Ludwig Freiseis, 2725 Mesa Verde Drive East, Costa
Mesa, made.suggestions to the Committee which he
found worked very well in his former hometown.
Elizabeth Fodor, 543 Victoria Street, Costa Mesa,
suggested funds for this program be used for a Senior
Citizens' Center.
Jean Forbath, 2880 Clubhouse Road, Costa Mesa,
referred Mrs. Fodor to the TLC Program at St. John
the Divine Church.
At this time Councilman Pinkley advised that Mr.
Kincaid, of the TLC Program, would be present at the
Council meeting of February 4, 1975.
Paul H. Kugler, member of the Community Development
Committee, requested that anyone with practical
sites or ideas for this program come forward at the
next meeting with their suggestions. On motion by
Mayor Wilson, seconded by Councilman Pinkley, and
carried,,the public hearing was continued to the
adjourned meeting of February 5, 1975, at 6:30 p.m.,
in the Council Chambers of City Hall.
Adjournment The Mayor declared the meeting adjourned at 8:25 p.m.
to February 2, 1975, at 8:30 a.m., in the first floor
Conference Room of City Hall.
