HomeMy WebLinkAbout02/05/1975 - Adjourned City Council MeetingADJOURNED MEETING OF -THE CITY COUNCIL CITY OF COSTA MESA February 5, 1975 The City Council of the City of Costa Mesa, California, and the Community Development Committee, met in adjourned session at 6:30 p.m, in the Council Chambers of City Hall, 77 Fair Drive, Costa Mesa, said meeting having been duly and regularly adjourned from the regular meeting of February 4, 1975, and a copy of the Notice of Adjournment having been posted as required by law. The meeting was called to order by the Vice Mayor, followed by the Pledge of Allegiance to the Flag, and Invocation by Paul H. Kugler. Roll Call Council Members Present: Council Members Absent: Officials Present:. Community Development Committee Members Present: Hammett, Pinkley, Raciti, Hertzog Wilson City Manager, Associate Planner, City Clerk The Reverend Wilbur Davis, Ruth Frisch, Earl W. Isbell, Paul H. Kugler, Jon David Schorle, Boyd L. McCullough, Frank R. Murrillo, Mary T. Smallwood, and Mike W. Ogden; Alternates John L. Buller, Michael T. McLaughlin, and Jerome Vandewalle; Planning Commission Representative Chick Clark, and Alternate Planning Representative Arlene Schafer Public Hearing At the request of the Vice Mayor, a brief synopsis Housing and of the Community Development Act was given by the Community Associate Planner, after which the Committee members, Development and alternates, introduced themselves to the audience. Act of 1974 The Vice Mayor then announced that this was the time and place set for the public hearing, continued from the meeting of January 29, 1975, to consider the Housing and Community Development Act of 1974. The following persons made suggestions regarding imple- mentation of the Act in the City of Costa Mesa: Father Kerry Beaulieu, Associate Pastor of St. John the Baptist Church, and also a member of the Board of Directors of Share Our Selves (S.O.S.), read a prepared statement expressing his own views, as. well as those of Sally Alton, Housing Director of Orange Coast College, which outlined the high cost of housing for college students in the City, and expressing his hope that funds from this program would be used to assist them in obtaining moderately - priced shelter. Father Beaulieu filed his report with the Clerk. Jean Forbath, 2880 Clubhouse Road, Costa Mesa, reiterated her plea for the S.O.S. program, which she presented at the meeting of January 29, 1975, requesting the City to immediately consider applying for its allocation for leased housing under Section 8, Title II, of the Community Development Act. This presentation is on file in the Clerk's office. 1 1 Beverly Talbott, 893 Towne Street, Costa Mesa, representing Bayview Manor,.Bay and Thurin Streets, Costa Mesa, felt that there was a great need for some type of mini -bus service which would crisscross with the Orange County Transit District routes. After discussion, it was determined that such a system would be much too costly at this time and that the funds available for the first year should be directed to low-cost housing.. Councilman Pinkley introduced a communication from Newport -Mesa Unified School District in regard to their role in this Community Development Program. The Vice Mayor directed staff to provide copies of same to the Committee. Frank Forbath, 2880 Clubhouse Road, Costa Mesa, member of the Board of Directors for Share Our Selves, spoke re -enforcing his suggestions of the previous meeting held on January 29, 1975, especially in regard to the City joining the Orange County Housing Authority, or to .form one of its own. Mr. Forbath reminded the Committee that the City's three-year plan must be filed by April, 1975. Discussion followed, after which Mr. Forbath filed his statement with the Clerk. Fay Harbison, 543 Tustin Avenue, Newport Beach, representing the Newport -Mesa Unified School District, outlined some of the ways the District could be of assistance in carrying out the program. Wayne B. Hunter, 277 Robinhood Lane, Costa Mesa, spoke,in favor of low-cost housing for the elderly, the poor, and college students, but felt strongly that subsidized housing must be scattered through- out the City so that. the community does not find themselves with a "low rent district". Mr. -Hunter also stated that formation of, or joining a present Housing Authority would be of great value to the City. Discussion followed in regard to taxation of property improved with funds from the program. Jerry Vandewalle, alternate member of the Committee, stated that there should not be an increase in tax if property is merely being brought.up to code. Don Sutherland, 2883-C1iibhouse Road, Costa Mesa, spoke at length outlining the social, political, economic, planning, construction, and use phases of.this type of -community project. Mr. Sutherland also thanked the'Council for their service to the community. Richmond Westlake, 1625 Sandalwood Street, Costa Mesa, felt that there were many open spaces in the City that could be utilized for low-cost shelter; questioned the need for a Marina for the City's more prosperous citizens; expressed his views as to the development of the Fairgrounds for a community center; and cautioned.that low-cost developments should be well-planned so that the results would not be a neglected, rundown neigh- borhood. Thomas Nelson addressed the Council and Committee and recommended that the Downtown Redevelopment Plans be reviewed as guidelines for this project. 282 fi`] /1 2 James Tillotson,.2810 Loreto Avenue, Costa Mesa, architect for 16 classrooms being constructed for the Garden Grove Community Church, invited Council, and anyone interested, to visit the site because he felt this type of low-cost building might be utilized in the program. Vice Mayor Hammett pointed out that the funds could not be used for new construction. Mary Smallwood, member of the Committee, spoke in regard to the February 18, 1975, deadline when a plan must be presented to Council so that it would be ready to.present to the.Southern California Association of Governments on the.due date of March 1, 1975. Mrs. Smallwood asked if this time limit could be extended. The City Manager responded.that this was not possible and that the City must comply with the March 1,.1975, deadline. There being no other speakers, the Vice -Mayor, -closed the public hearing. Adjournment.to The Vice Mayor declared the meeting adjourned at Executive Session 8:10 p.m. to an Executive Session. Discussion was held to consider reorganizing the Costa Mesa Costa Mesa Redevelopment Agency so that the members of the Redevelopment Agency will not be Council Members. This action Agency will be taken in a very short time period. It is the intent of the City Council, however, not to relinquish its authority to the Agency, but will still remain as the final authority for viable redevelopment projects.proposed for the community.
