HomeMy WebLinkAbout03/24/1975 - Adjourned City Council Meeting32 Roll Call ADJOURNED MEETING OF THE CITY COUNCIL CITY OF COSTA MESA March 24, 1975 The City Council of the City of Costa Mesa, California, met in an adjourned regular session at 7:30 p.m. in the first floor Conference Room.of City Hall, 77 Fair Drive, Costa Mesa, said meeting having been duly and regularly adjourned from the regular meeting of March 18, 1975, and a copy of the Notice of Adjourn- ment having been posted as required by law. The meeting was called to order by the Mayor, followed by the Pledge of Allegiance to the Flag, and Invocation by Jim Eldridge, Director of Public Services/City Engineer. Council Members Present: Council Members Absent: Officials Present: Pinkley, Wilson, Raciti, Hertzog Hammett City Manager, City Attorney, Director of Planning, Director of Public Services/ City Engineer, Director of Building Safety, Director of Finance, Fire Chief, Assistant City Manager, Police Captain, City Clerk Golf Course The City Manager presented a report from James M. Irrigation Montgomery, Consulting Engineers, Incorporated, 17802 Water Source Sky Park Circle, Suite 201, Irvine, which outlined the three available water sources for the irrigation of Costa Mesa Golf Course, as well as the estimated annual costs to the City. The City Manager requested additional time to study the various alternatives before making a recommendation to Council. After discussion, on motion by Councilwoman Hertzog, seconded by Councilman Wilson, and carried, Council- man Hammett absent, this item was held over for 30 days so that further study could be made of various plans of water supply for this project. St. Clair The Director of Public Services explained the Street Opening situation which exists in the Mesa Del Mar Tract with regard to the need of residents on St. Clair Street to have access to Baker Street as well as to Bristol Street. Three alignment plans were presented, along with approximate costs of each. The City Manager explained to Council that after reviewing the need for realignment on St. Clair Street, a decision should be reached as to whether or not this project was critical enough to have priority over one of the other street programs already budgeted, so that the City could proceed with the necessary negotiations to obtain rights-of-way. After discussion, on motion by Councilman Wilson, seconded by Councilman Raciti, this project was given priority over the Adams Avenue - Harbor Boulevard widening; the plan to realign St. Clair Street to tie in with the Bear and Baker Streets signal was accepted; and the City Manager was author- ized to reappropriate funds, originally budgeted for the Adams Avenue -Harbor Boulevard widening, to be used for right-of-way acquisitions, by the following roll call vote: 1 1 1 AYES: Council Members: Pinkley, Wilson, Raciti, Hertzog NOES: Council Members: None ABSENT: Council Members_: Hammett Proposed The City Attorney presented a proposed newsrack Newsrack ordinance, which has been set for public hearing Ordinance on April 1, 1975, outlined the various sections of this document, and expressed his opinion that No Action the ordinance would meet the requirements of the - Taken Constitution. Questions from Council.Members were answered by the City Attorney. Betty Hout, repre- senting an Estancia High School parent -teacher organization; and Robert Weed, Orange Coast Daily Pilot,.spoke in favor of an enforceable ordinance. Short discussion followed., after which the Mayor requested all interested parties make an effort to attend the public hearing on April 1; 1975, at 6:30 p.m. Public Opinion The City Manager recommended that the City consider Surveys a public opinion survey in regard to Civic Center facilities. Requests have already been received from special interest groups in regard to funding for such items as an olympic-size pool at Costa Mesa High School and a girls' gymnasium at Estancia High School, but the City Manager felt that the citizens should be contacted as to their views on what is actually needed by the community. Various types of surveys, and approximate costs, were discussed. On motion by Councilman Wilson, seconded by Councilman Raciti, and carried, Councilman Hammett absent, the City Manager was authorized to obtain proposals for a Citywide survey, with the request that only impartial firms be considered, and that the proposed questionnaire be approved by Council prior to enter- ing into a contract. False Reports The City Manager presented a proposed ordinance in Against City regard to making false statements or reports against Employees City employees. Captain Edward Glasgow of the Costa Mesa Police Department spoke in support of the ordinance. On motion by Councilman Raciti, seconded .Ordinance 75-20 by Councilwoman Hertzog, Ordinance 75-20, being AN First Reading ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA ADDING SECTION 11-15 TO THE COSTA MESA MUNICIPAL CODE PERTAINING TO THE MAKING OF FALSE STATEMENTS OR REPORTS TO CITY OFFICIALS REGARDING CITY OFFICERS OR EMPLOYEES, was given first reading and passed to second reading by the following roll call vote: AYES: Council Members: Pinkley, Wilson, Raciti, Hertzog NOES: Council Members: None ABSENT: Council Members: Hammett Goals and Joan Margol, Presiding Officer, Costa Mesa Goals and Objectives - Objectives Committee, presented a preliminary report Report which contains seven categories: Industry and Commerce, Public Services and Community Facilities, Housing and Population, Transportation, Recreation and Culture, Inter -governmental Cooperation, and Appearance. Mrs. Margol stated that the Committee hopes to have the entire report completed within approximately six months. On motion by Councilman Wilson, seconded by Councilman Raciti, and carried, Councilman Hammett absent, the preliminary report was accepted for study by Council. 326 Washington The City Manager requested Council's consideration Advocate for Washington representation which provides the Smith City with certain advantages, and referred to E. Del Smith and Company's proposal to act as a Washington No Action Advocate for the City. Discussion followed but no Taken action was taken. Street Sweeping The City Manager presented the results of a survey Survey taken by five homeowners associations in regard to total banning of parking on streets; prohibition of parking on one side of the street one day, and the. other side the next day; maintain present ordinance with no change (prohibits parking after 72 hours); and banning of parking of recreational vehicles on streets, in connection with the street sweeping program. The survey was received by Council for study, to be brought back at a later date. Dr. Stone On motion by Mayor Pinkley, seconded by Councilman Commended Wilson, Resolution 75-32, being A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, Resolution 75-32 EXTENDING RECOGNITION TO DOCTOR IRVING R. STONE UPON THE OCCASION OF HIS RETIREMENT FROM TWENTY- SEVEN YEARS AS AN EMPLOYEE OF THE STATE OF CALIFORNIA, was adopted by the following roll call vote: AYES: Council Members: Pinkley, Wilson, Raciti, Hertzog NOES: Council Members: None ABSENT: Council Members: Hammett Adjournment At 10:00 p.m. the Mayor adjourned the meeting to an Executive Session.
