HomeMy WebLinkAbout03/31/1975 - Adjourned City Council MeetingJ 1 Roll Call ADJOURNED MEETING OF THE CITY COUNCIL CITY OF COSTA MESA March 31, 1975 The City Council of the City of Costa Mesa, California, met in adjourned regular session on March 31, 1975, at 7:30 p.m., in the first floor Conference Room of City Hall, 77 Fair Drive, Costa Mesa, said meeting having been duly and.regularly adjourned from the adjourned regular meeting of March 24, 1975, and a copy of the Notice of Adjournment having been posted as required by law. The meeting was called to order by the Mayor, followed by the Pledge of Allegiance to the Flag, and Invocation by Councilman Wilson. Council Members Present: Council.Members Absent: Officials Present: Pinkley, Wilson, Raciti, Hertzog Hammett City Manager, City Attorney, Director of Planning, Director of Public Services/ City Engineer, Assistant City Manager, Advance Planning Chief, City Clerk Special -Sign The special sign regulations pertaining to automobile Regulations dealers, movie theatres, gasoline service stations, and motels, were introduced for discussion. The Advance Planning Chief outlined the recommendations of the. staff, along with those of the Planning Commission. Russ Newburg, representing the Don Quixote Motel, indicated his concurrence with the Planning Commis- sion's recommendations in regard to motels. He added one suggestion that the total signage allowance be adjustable as to specific usage. Ann Mound was opposed to having separate regulations for specific businesses and felt that the sign regulations should be the same for everyone. After discussion, no action was taken as this item is set for public hearing on April 15, 1975. Final EIR The Advance Planning Chief summarized the Final Off -premise Environmental Impact Report pertaining to off -premise Sign sign regulations. Considerable discussion followed. Regulations Councilman Wilson felt that the City Attorney's legal opinion should be a part of the Environmental Impact Report. Jay Kingry presented a list of questions to the Council which he felt should be considered in their review of -the EIR. Bob Reid, representing Foster and Kleiser, Dennis Catron, representing Ryan Outdoor Advertising, Willard Courtney, and Ann Mound offered other comments and suggestions. After discussion, no action was taken as this item is scheduled for public hearing on April 1, 1975. Recess The Mayor declared a recess at 9:40 p.m., and the meeting reconvened at 9:45 p.m. Proposed. The Advance Planning Chief presented a proposed Ordinance - ordinance regarding the elimination of off -premise Off -premise signs and gave a brief explanation of the intent of Signs- this ordinance'and the proposed method of abatement. Dennis Catron, Willard Courtney, Maureen DiDomenico, and Bob Reid participated in the discussion which followed. Jim Perry, representing Dennis Hogland, spoke of his client's intention to file suit if his billboard is removed before 1988. After further r discussion, no action was taken as this item is scheduled for public hearing on April 1, 1975. Adjournment The Mayor adjourned the meeting to an Executive Session at 10:30 p.m. No action was taken in Executive Session.
