HomeMy WebLinkAbout03/09/1976 - Adjourned City Council Meeting8' Roll Call ADJOURNED MEETING OF THE CITY COUNCIL CITY OF COSTA MESA March 9, 1976 The City Council of the_City of Costa Mesa met in adjourned regular session at 7:30 p.m., March 9, 1976, in the Council Chambers of City Hall, 77 Fair Drive, Costa Mesa, California, said meeting having been duly and regularly ordered adjourned from the regular meeting of March 1, 1976, and a copy of the Notice of Adjournment having been posted as required by law. The meeting was called to order by the Mayor, followed by Invocation by The Right Reverend Monsignor Thomas Nevin, St. Joachim Catholic Church. Councilman Wilson led the Pledge of Allegiance to the Flag. Council Members Present: Pinkley, Hammett, Wilson, Raciti, Hertzog Council Members Absent: None Officials Present: City Manager, City Attorney., Director of Public Services/ City Engineer, City Clerk Certificate The Clerk presented the Certificate of Canvass of the of Canvass returns of the General Municipal Election held on of Election March 2, 1976, showing that: Returns The whole number of votes cast in said City (except absent votes) was 23,542. The whole number of absent votes cast in said City was 282, making a total of 23,824 votes cast in said City. There were 17 candidates for the office of City Council Member of the City of Costa Mesa for a full term of four years, three to be elected. The names of the persons voted for were: Don Bull, Ted C. Bologh, Elvin (Hutch) Hutchison, .Donn Hall, Phillip L. Evans, Vernon D. Phillips, Michael Jon Olson, Edward V. McFarland, Rose P. Morales, Richmond E. Westlake, Jr., Joseph M. Schuval, Mary Smallwood, Alfred A. Jaskulski, Lewis E. Young, David J. Yarnal, Nathan L. (Nate) Reade, and Dom Raciti. Dom Raciti, having received 4,433 votes, was elected as a Member of the City Council for a full term of four years. Mary Smallwood, having received 4,197 votes, was elected as a Member of the City Council for a full term of four years. Edward V. McFarland, having received 2,765 ..votes, was elected as a Member of the City Council for a full term of four years. On motion by Councilman Hammett, seconded by Councilman Resolution 76-37 Wilson, Resolution 76-37, being A RESOLUTION OF THE Declaring Results CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, RE - of the Election CITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON THE 2ND DAY OF'MARCH, 1976, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW, was adopted by the following roll call vote: ioo AYES: Council Members: Pinkley, Hammett, Wilson, Raciti, Hertzog NOES: Council Members: None ABSENT: Council Members: None Mayor Pinkley and Councilman.Wilson expressed their sentiments on retiring from. the Council and expressed appreciation to fellow Council Members and the City staff for their efforts which have contributed to the City's achievements over the years. Each Council _Member wished success and happiness to their departing friends. Oaths of Office The Clerk administered the Oaths of Office to Council Administered Members Dom.Raciti, Mary Smallwood, and Edward McFarland, and presented Certificates of Election to the three newly -elected Council Members. Call for Nominations The Clerk called for nominations for the office of for Mayor Mayor. Adjournment to On motion by Councilwoman Hertzog, seconded by Council - Executive Session. man Raciti, and carried, the Council adjourned to an Executive Session at 8:00 p.m., and the meeting recon- vened at 8:40 p.m. Dom Raciti Elected On motion by Councilwoman Smallwood, seconded by Mayor for One Year Councilman Hammett, and carried,. Councilman McFarland voting no, Dom.Raciti was elected to serve as Mayor for one year, and. Councilwoman Hertzog to serve for the second year. Councilman McFarland explained his no vote by saying that whereas he could fully support -the appointment of Dom Raciti, he had reservations about the second appointment, but added that he would support whoever was Mayor. Mayor Raciti's term will expire midnight, March 8, 1977. Councilwoman Hertzog will begin her term at 12:01 a.m., March 9, 1977, to serve to -the first Tuesday after the next General Municipal Election;.and according to Government Code Section 36801, the Mayor must again stand for appoint- ment or election by his.fellow Council Members. Jack Hammett On motion by -Mayor Raciti, seconded by Councilman Elected Mayor McFarland, and carried, Jack Hammett was elected to Pro Tem serve. as Mayor Pro Tem, with his term to expire the first Tuesday after the next General Municipal Election in 1978, and again, according to the afore- mentioned Section, a Mayor Pro Tem must stand for election or be appointed by his fellow Council Members.
