HomeMy WebLinkAbout04/20/1976 - Adjourned City Council MeetingRoll Call ADJOURNED MEETING OF THE CITY COUNCIL CITY OF COSTA MESA April 20, 1976 The City Council of the City of Costa Mesa met in adjourned regular session at 6:30 p.m., April 20, 1976, in the Council Chambers of City Hall,' 77 Fair Drive, Costa Mesa, California, said meeting having been duly and regularly ordered adjourned from the regular meet- ing of April 19, 1976, and a copy of the Notice of Adjournment having been posted as required by law. The meeting was called to order by the Mayor, followed by the Pledge of Allegiance to the Flag, and Invocation by Councilman McFarland. Council Members Present: Raciti, Hammett, Hertzog, Smallwood, McFarland Council Members Absent: None 1 1 1 Officials Present: City Manager, City Attorney, Director of Planning, City Clerk Continued The Mayor announced that this was the time and place Public Hearing set for the public hearing, continued from the regular Final EIR and adjourned meeting of April 6, 1976, for the Final Land Use Element Environmental Impact Report for the Westside Community of the Westside Plan; and Land Use Element of the Westside Community Community Plan Plan. Twenty-eight additional communications have been received in favor of preserving the Canyon Area for public park purposes. The Planning Director informed the Council that tongiht's discussion would be con- cerned with the conflicts which exist between land use designations and the actual zoning. Doug Clark of the Planning staff advised the Council that should they decide to take action on any of the zoning matters which will be proposed tonight-, they should first act upon the Environmental Impact Report. Ernie Skeen asked if the Environmental Impact Report covered the entire Westside Study or just the Land Use Element. The response was that it covered the entire study. Mr. Clark introduced the topics for discussion which included proposals for three privately -initiated Gen- eral Plan changes, and the previously -stated conflicts between land use and zoning. The proposed General Plan changes are identified as Pl - 19th Street Residential Proposal; P2 - Charle Street; and P3 - Tradewinds Mobile Home Park, and are contained in the document entitled, "Land Use Element - Westside Community Plan." Pl - 19th Street Mike Robinson of the Planning staff discussed the P1 - Residential 19th Street Residential Proposal, which includes three Proposal commercially -zoned parcels, located at 859 to 877 West 19th Street, amounting to approximately 2.5 acres of land. The proposed use would be for an apartment complex. The Planning staff recommends approval of the requested amendment, and the Planning Commission con- curred with this recommendation. Sylvia Jones, 2040 Monrovia Avenue, Costa Mesa, expressed concern that residential development of the subject property would result in adverse traffic conditions. The staff responded that studies have shown higher traffic counts with commercial uses. Mr. J. W. Ray of J. Ray. Construction Company, owner of two parcels of the subject property, spoke in support of the requested R4 zoning. 1 1 1 P2 - Charle Mr. Robinson discussed the P2 - Charle Street Proposal, Street which was filed for the parcels located at 2020 and 2024 Charle Street. However, the scope of the study was expanded to include all of the property bounded by Charle Street, Victoria Street, Bernard Street, and Harbor Boulevard. The requested amendment is from General Commercial to High Density Residential. The Planning staff recommends implementation of Option B as described in the Westside Community Plan. This option would retain the commercial designation on those parcels which are developed as commercial uses, and amend the General Plan to High Density Residential on those parcels which are vacant or developed residentially. The Planning Commission recommended an amendment to the General Plan for High Density Residential with the exception of the parcel located at 2007 Harbor Boule- vard, which will remain commercial. Miles Soskin, 1054 South La Brea Avenue, Inglewood, representing J and J Mufflers, Incorporated, expressed his opinion that residential use was not appropriate for this area and felt that commercial use should be encouraged. P3 - Tradewinds The next discussion by Mr. Robinson concerned the P3 - Mobile Home Tradewinds Mobile Home Park Proposal, which includes Park four parcels located at 2177 and 2191 Harbor Boulevard, and 2172 and 2184 Miner Street. The property owner has requested a General Plan Amendment from Medium Density Residential for the parcels located on Miner Street and the western portion of the parcel, located at 2191 Harbor Boulevard. The Planning staff recom- mends implementation of Option B as described in the Westside Community Plan. This option would amend the General Plan designation of the western portion of the Mobile Home Park to -High Density Residential, but maintain the Medium Density Residential designation for those parcels fronting on Miner Street. The exist- ing zoning on these properties is R2 and C2; the requested zoning is R4 and C2. The subject property includes four parcels, two of which front on Harbor Boulevard and two front on Miner Street. The largest parcel fronts on Harbor Boulevard and is occupied by the Tradewinds Mobile Home Park, while the other parcel on Harbor Boulevard is occupied by a drive-in dairy. It is proposed that this property will be redeveloped for an apartment complex; and a restaurant on the Harbor Boulevard frontage. The Planning Com- mission recommendation is in concurrence with the staff. Frank Linder, 1914 Meyer Place, Costa Mesa, representing the owners of the Tradewinds, spoke in support of the requested R4 zoning, indicating that it is no longer economically feasible for the Mobile Home Park to continue in this capacity. Mr. Linder continued to speak on -behalf of the proposed restaurant developer and presented renderings of restaurant structures which have been developed by Norm's Restaurants. Jorge Alvarez. The Janes Company, described the proposed apartment complex. Sterling Phillips, 2001 Highland ' Street, Newport Beach, part owner of the Tradewinds, spoke in support of the requested amendment and re- affirmed the fact that the Mobile Home Park is no longer economically viable. Vice Mayor Vice Mayor Hammett left the meeting at 7:30 p.m. Hammett Leaves Conflict Areas Paul Dudley of the Planning staff introduced the next items for consideration which are the zoning/general plan conflict recommendations. Mr. Dudley stated that Government Code Section 65860 provides that general plans and zoning shall be consistent. The study in question has identified those areas within the City where conflicts of this nature exist and the report indicates the recommendations to bring these con- flicts into conformity. The conflicts are identified as Cases Al through E4. Mr. Dudley showed slides of each conflict area and presented the staff and Plan- ning Commission's recommendations for zone changes. The complete list of recommendations can be found in the document entitled, "Recommendations - Land Use Element". Mr. J. A. Hirsch, 10512 Strathmore Drive, - Los Angeles, owner of property at 19th Street and Pomona Avenue, asked if his property would be included in Case C2, and was told that it would not. Francis Cheatham, owner of property at 1102 - 1104 Victoria Street, asked if"his property is included in Case E2, and was told that it was not. The presentation on zoning conflicts was followed by Council discussion, during which it was generally felt that additional study time was necessary before any Council action could be taken on any of the recommendations. A suggestions was made by the Mayor that the matter be continued for 60 days. Ernest Lockwood, representing Norm's Restaurants, stated that a delay of 60 days would be detrimental to their development plans. Mr. Phillips also indicated that a delayed decision would create a problem for him in progressing with the proposed plans. After further discussion, on motion by Councilman McFarland, seconded by Councilwoman Smallwood, and carried, this hearing was continued for 60 days, to the meeting of June 21, 1976. On motion by Councilman McFarland, seconded by Council- woman Smallwood, and carried, consideration of the Environmental Impact Report was also continued to the June 21st meeting. Adjournment At 9:05 p.m., the Mayor declared the meeting adjourned to an Executive Session to discuss personnel matters, and he announced that there would be an adjourned meeting at 8:00 a.m., May 1, 1976, in the Council Chambers of City Hall.
