CALL TO ORDER —The Closed Session meeting was called to order by Mayor Pro Tem
Harlan at 4:00 p.m.

CALL TO ORDER —The Regular City Council and Successor Agency to the Redevelopment
Agency, and Housing Authority meeting was called to order by Mayor Pro Tern Harlan at 6:01
p.m.
NATIONAL ANTHEM AND PLEDGE OF ALLEGIANCE
A video was played of the National- Anthem and Mayor Pro Tern Harlan led the Pledge of
Allegiance.
MOMENT OF SOLEMN EXPRESSION — Led by Pastor Monica Corsaro, Fairview Church.

CITY ATTORNEY CLOSED SESSION REPORT — No reportable action.
PRESENTATIONS:
Mayor Pro Tern Harlan recognized the Costa Mesa Pony 10U Baseball Team as 2023 World
Series Champions.
Mayor Pro Tern Harlan recognized Heroes with a Heart honoree Costa Mesa Police Officer
Orlando Lopez.
Mayor Pro Tern Harlan presented a proclamation in honor of 2023 Forensic Science Week.
PUBLIC COMMENTS — MATTERS NOT LISTED ON THE AGENDA
Speaker, spoke on a Public Records Request, spoke on the removal of a traffic lane on W. 191n
St. between Placentia and Pomona, and spoke on Governor Newsom.
Speaker, spoke on accelerating safe street efforts.
Wendy Simao, spoke on noise complaints at The 12 Gym.
Lori Dauncey spoke on diversity in the community.
Juana Trejo thanked the Police Department for their presence in the community, thanked staff
for graffiti removal, and for the resource fairs.
Speaker, Resilience Orange County, spoke in support of Senate Bill 567 the Homeless
Protection Act, spoke on enforcement efforts for the eviction ordinance and stringent penalties.
Speaker, spoke on unfair evictions, and spoke on building renovations with no permits.

Speaker, expressed concerns on homeless issues and individuals with mental health issues,
requested additional resources for homeless assistance, and spoke on code enforcement.
Speaker, spoke on unfair evictions and providing resources.
Paula Garcia spoke on being evicted and protections for tenants.
Speaker, requested assistance regarding noise issues from Tony's Bar at 2:00 a.m.
Marc Vukcevich spoke on high school students attending the meeting, spoke on AB 413
regarding motor vehicles and crosswalks, spoke on the immediate need for housing, and
spoke on the Fairview Park Master Plan meeting.
Speaker, spoke on speeding and parking on E. Bay St., cars parked limiting view of oncoming
traffic, requested officers patrol the area to see cars speeding and not stopping for the school
busses around 7:30 a.m. and 2:30 p.m. daily, and spoke on noise concerns at Tony's Bar.
Kim Hendricks expressed concerns on the flying field at Fairview Park.
COUNCIL MEMBER COMMITTEE REPORTS, COMMENTS, AND SUGGESTIONS
Council Member Gameros spoke on being respectful at City Council meetings and
congratulated the Costa Mesa Pony 10U baseball team as 2023 World Series Champions.
Council Member Reynolds spoke on the high school student's participation at the meeting,
spoke on housing issues, rental assistance, requested a status update on the permit parking
program, reported on attending a webinar on placemaking, spoke on the special events permit
process, meeting with the Secretary of Transportation and Alliance for Better Streets and
addressing projects for safer streets.
Council Member Chavez reported on attending the Stand event hosted by Trellis at Lions Park,
spoke on touring the Orange County Model Engineers at Fairview Park, spoke on the Banning
Ranch conservancy meeting, requested the City Manager include everyone in the community
for Fairview Park Master Plan meetings, requested additional Electric Vehicle (EV) Charging
Stations, spoke on a rental protection ordinance, and spoke on eliminating housing barriers.
Mayor Stephens spoke on recognizing the 10U baseball team, spoke on the State of the City
event, spoke on attending the Stand event hosted by Trellis, spoke on tenant issues and
protections, and spoke on a legal aid fundraiser on October 5t" and requested to disseminate
information to promote the event.
Mayor Pro Tem Harlan spoke on the State of the City event, requested an update on the
Housing Element, and requested an update on the Senior Housing project at the Senior
Center.

REPORT — CITY MANAGER — Ms. Farrell Harrison spoke on the Emergency Operations
Center at the Fairview Developmental Center public meeting on September 28th at 6:00 p.m.,
spoke on the new mobile App CM 311 and TESSA, spoke on the Housing Choice Voucher
Program, Legal Aid Workshops, Hispanic Heritage Month Celebration on September 231d, Fire
and Rescue Service open house on October 7t", thanked staff for their efforts on assisting with
events, spoke on outreach for the Fairview Park Master Plan, spoke on Electric Vehicle
Charging Stations, and the visioning process for housing.
REPORT — CITY ATTORNEY — Ms. Hall Barlow reported that her office is working on an
eviction protection ordinance.

MOTION: Approve recommended actions for consent calendar items 1-7 except for item
numbers 5, 6, and 7.

ACTION:

waived full reading of Ordinances and Resolutions.

8. ACCEPTANCE AND ALLOCATION OF THE 2023-24 OFFICE OF TRAFFIC SAFETY
GRANT FOR THE SELECTIVE TRAFFIC ENFORCEMENT PROGRAM

ACTION:
1. City Council authorized the use of Sourcewell's Cooperative Agreement #041123-MSL
with Musco Sports Lighting, LLC, for the purchase of LED lighting equipment and
material to retrofit and install lighting at multiple City facilities.
2. Authorized the purchase of LED lighting and equipment material for $1,894,090 from
Musco Sports Lighting, LLC.
6. ACCEPTANCE OF THE WILSON STREET IMPROVEMENT PROJECT, CITY PROJECT
NO.22-01
Discussion ensued on the project being under budget, post project speed measurements,
and if there was a workforce agreement.

ACTION:
1. City Council accepted the work performed by All American Asphalt, Inc., 400 East Sixth
Street, Corona, California 92879 for the Wilson Street Improvement Project, City Project
No. 22-01, and authorized the City Clerk to file the Notice of Completion.
2. Authorized the City Manager to release the retention monies thirty-five (35) days after
the Notice of Completion filing date; release the Labor and Material Bond seven (7)
months after the filing date; and release the Faithful Performance Bond one (1) year
after the filing date.
7. AGREEMENT FOR A SCHOOL RESOURCE OFFICER PROGRAM BETWEEN THE
CITY OF COSTA MESA AND NEWPORT-MESA UNIFIED SCHOOL DISTRICT FOR
FISCAL YEAR 2023-2024
Council Member Reynolds requested to add to the motion additional communication with
Newport Mesa Unified School District to incorporate into the agreement reporting
requirements and specific training to protect student's privacy.

1. City Council approved the agreement for a School Resource Officer (SRO) Program
between the City of Costa Mesa and Newport -Mesa Unified School District (NMUSD)
for Fiscal Year 2023-2024.

2. Authorized the City Manager to execute the agreement.
3. Directed staff to work with Newport Mesa Unified School District to communicate any
questions or concerns related to student privacy reporting and training.

Discussion ensued on office space, hard to fill positions, public Wi-Fi at city facilities, GIS
maps, and outdated regulations.

ASSOCIATION AND THE COSTA MESA DIVISION MANAGERS ASSOCIATION AND
CLASSIFICATIONS IN THE CONFIDENTIAL UNIT AND THE PART TIME SALARY
RESOLUTION.
Presentation by Ms. Lee, Human Resources Manager.
Discussion ensued on PERS formulas.

3. Adopted Resolution Number 2023-47 revising the pay ranges for designated
classifications represented by the Costa Mesa Division Managers Association.
4. Adopted Resolution Number 2023-48 revising the pay ranges for designated
classifications in Part Time Salary Resolution.
3. STATUS UPDATE REGARDING THE CALIFORNIA OFFICE OF EMERGENCY
SERVICES' (CAL OES) SOUTHERN CALIFORNIA REGIONAL EMERGENCY
OPERATIONS CENTER PROJECT AT FAIRVIEW DEVELOPMENTAL CENTER SITE
Presentation by Ms. Le, Economic and Development Services Director.
Public Comments:
Speaker, spoke against the project at the current site, and the site should be made
available for housing.
Cynthia McDonald spoke on the tower, scale, trucks, helicopter pad, and biological
resources.

Speaker, spoke against the location and the tower and spoke on using the site for low
income housing.
Wendy Leece, Costa Mesa, spoke against the project and that there are more appropriate
sites.
Discussion ensued on staff engagement and communication efforts regarding the project,
noise concerns, the need for housing, parking requirements, and traffic safety.
Ms. Farrell Harrison, City Manager, discussed staff engagement and efforts regarding the
project.
