HomeMy WebLinkAbout08/16/1976 - Adjourned City Council MeetingADJOURNED MEETING OF THE CITY COUNCIL CITY OF COSTA MESA August 16, 1976 The City Council of the City of Costa Mesa met in adjourned regular session at 2:00 p.m., August 16, 1976, in the Council Chambers of.City Hall, 77 Fair Drive, Costa Mesa, California, said meeting having been duly and regularly ordered adjourned from the regular meeting of August 2, 1976, and a copy of the Notice of Adjournment having been posted as required by law. The meeting was called to order by the Mayor, followed by the Pledge of Allegiance to the Flag. Roll Call Council Members Present: Raciti, Hammett, Hertzog, McFarland, Smallwood Council Members Absent: None TeWinkle Hill Carl Vella, architect for the TeWinkle Park Hill Landscaping Landscaping project, was present and gave a presentation and report on the design plans for the park. After discussion, on motion by Vice Mayor Hammett, seconded by Councilwoman Hertzog, and carried, the report was accepted. South Coast Werner Escher of South Coast Plaza discussed a Travel proposal by Vogue Magazine to feature the South Promotion Coast area in a travel promotion program. Vogue has made representations to Hughes Air West, South Coast Plaza, and South Coast Plaza Hotel, inviting participation in the program..- An additional $5,000.00 is required for promotion and the City Officials Present: City Manager, City Attorney, Director of Planning, Director of Public Services/City Engineer, City Clerk Minutes The Mayor declared the Minutes of the regular meeting August 2, 1976 of August 2, 1976, approved as distributed and posted as there were no corrections. Ordinances On motion by Vice Mayor Hammett, seconded by Councilman McFarland, and carried, all ordinances will be read by title only. Residential Doug Clark of the Planning Staff presented a report Density concerning issues relating to residential density. Slides of various multi -family developments were shown for purposes of comparing density levels as well as the aspects of design, landscaping, and maintenance of the projects. In relationship to this, several concepts were discussed including the possibility of a design review board, and a require- ment for submittal of a management plan. A suggestion was made to hold a Study Session on this topic with the Planning Commission and to invite the attendance of local developers and residents. This suggestion was agreed to with the Mayor and City Manager to set the date. After discussion, on motion by Vice Mayor Hammett, seconded by Councilwoman Hertzog, and carried, the report was accepted. After discussion, on motion by Vice Mayor Hammett, seconded by Council- man McFarland, the Council approved an expenditure of $5,000.00 for advertising and promotional purposes, by the following roll call vote: AYES: Council Members: Raciti, Hammett, Hertzog, McFarland, Smallwood NOES: Council Members: None ABSENT: Council Members: None Recess The Mayor declared a recess at 3:30 p.m., and the meeting reconvened at 3:35 p.m. Proposal for Harry Green and his associates, Don Disterdick and Tennis Facility Arthur Anderson, discussed a proposal to install a professional tennis facility on property owned by the State of California and located on Harbor Boulevard. Mr. Disterdick gave a slide presenta- tion showing the type of facility being proposed. During the discussion which followed, it was pointed out by the City Attorney that the proposed site could not be leased to an individual but would have to be leased through a governmental agency. Also, that the term of the lease would be limited to five years unless approval could be obtained from the Legislature for an extension. After dis- cussion, on motion by Vice Mayor Hammett, seconded by Councilman McFarland, the City Manager and City Attorney were authorized to begin preliminary negotiations to determine the feasibility of this proposal. Beautification The Clerk presented from the meeting of August 2, Committee 1976, requests from the Beautification Committee Requests concerning recommendations for upgrading the appearance of Costa Mesa properties. Carl Vella was present and explained the Committee's concept of sending letters to the owners of properties evidencing maintenance problems in the hope of encouraging corrections. During the discussion which followed, the Council was strongly in favor of the letter being written in such a tone as to stimulate enthusiasm to correct the problem and in no way suggest that the Committee is an enforcing arm of the City. On this basis, Vice Mayor Hammett made a motion, seconded by Council- woman Hertzog, and carried, to approve the concept. R-76-18 On motion by Vice Mayor Hammett, seconded by Faubus Councilwoman Hertzog, Ordinance 76-36, being AN ORDINANCE OF THE CITY COUNCIL .OF THE CITY OF COSTA Ordinance 76-36 MESA, CALIFORNIA, CHANGING THE ZONING IN THE Adopted GENERAL AREA OF ORANGE AVENUE AND ROCHESTER STREET FROM AP TO R3 -CP, was given'second reading and adopted by the following roll call vote: AYES: Council Members: Raciti, Hammett, Hertzog, McFarland, Smallwood NOES: Council Members: None ABSENT: Council Members: None Civic Center Doug Clark of the Planning Staff gave a lengthy Study presentation on the various aspects of the Civic Center Study.
