HomeMy WebLinkAbout04/26/1977 - City Council Special MeetingSPECIAL MEETING OF THE CITY COUNCIL CITY OF COSTA MESA April 26, 1977 The City Council of the City of Costa Mesa met in special session at the call of the Mayor, due notice having been given and written notice waived by unanimous consent of the Council Members, in the Council Chambers of City Hall, 77 Fair Drive, Costa Mesa, at the hour of 7:30 p.m., April 26, 1977, for the purpose of consideration of the Water District Consolidation Report. The meeting was called to order by the Mayor, followed by the Pledge of Allegiance to the Flag. Roll Call Council Members Present: Hertzog, Hammett, Raciti, McFarland, Smallwood Council Members Absent: None Officials Present: City Manager, Assistant City Attorney, Director of Public Services/City Engineer, City Clerk Proposed Water The Mayor called the meeting to order and asked if District anyone wished to express their opinions on the Consolidation proposed consolidation of the Costa Mesa County Water District with the City of Costa Mesa. Paul Raver, a member of the Water Study Committee, urged the Council to submit the question to the Local Agency Formation Commission. The following people spoke opposed to consolidation of the Water District with the City: Charlotte Lyke, Co -chairperson of the Citizens' Committee; Don Bull; Lucille Coffman; Thomas Baume; Jim Conlon; Bill Bandaruk, speaking ^as President of the College = Park Homeowners Association; Jack Hall, represent- ing the Costa Mesa Chamber of Commerce, stated that the Board requests that the Council take no action at the present time as there is not sufficient reason; Mary Herget read a statement in opposition for her husband, Phil Herget; Ralph Burgess, member of the Citizens' Committee; Eugene Bergeron said that the Board of Directors of the Costa Mesa County Water District were unanimously opposed. Jean Robbins.would like to see the..question solved by a vote of the users; Thomas Nelson, a member of the Water Study Committee, said changes that had taken place during the period of the consolidation study had been healthy for the District, and progress was made. Louise Napoli, Citizens' Advisory Water Committee, summed up her comments by saying that there is a reason for change to take place and she would like to see the community consider every alternative; Darrilyn J. Oliver read a statement requesting a study on communications written by officials of the City and of the Water District; Henry Panian expressed appreciation to the Water District and the City for their efforts in debating the issue of consolidation. Recess At 8:50 p.m., a recess was called and the meeting reconvened at 9:00 p.m. L 1 9ay of the City 4�Cos�V ATTEST: City Clerk of the City of Cos esa 1 1 N95 The Council each expressed appreciation to the Committees and the many people who studied the pros and cons of consolidation of the Water District with the City. On motion by Councilman Raciti, seconded by Vice Mayor Hammett, and unanimously carried, the Council voted to bring to an end the consolidation efforts, with the directive that a liaison or coordinating commit- tee be appointed for the purpose of bringing about a close cooperation between the City and the Water District.
