HomeMy WebLinkAbout09/21/1977 - Adjourned City Council Meeting1 1 ADJOURNED MEETING.OF THE CITY COUNCIL CITY OF COSTA MESA September 21, 1977 The City Council of the City of Costa Mesa met in adjourned regular meeting at 7:30 a.m., at the Captain's Table, Orange Coast College,, 2701 Fair- view Road, Costa Mesa, California, said meeting having been duly and regularly adjourned from the regular meeting of September 19, 1977, and a copy of the Notice of Adjournment having been posted as required by law. After breakfast at The Captain's Table, the meeting adjourned to the Faculty Room, Orange Coast College Campus. The meeting was called to order by the Mayor. Attendance: Council Members: Hertzog, Hammett, Raciti, Smallwood, McFarland Planning Commission Members: Redevelopment Agency Members: Costa. Mesa Tommor.row_ Members: City Staff: Stone and Youngberg Representative: C. C. Clarke, Arlene Schafer, Donn Hall Lew Kidder, Tom Nelson, Lawrence Courter, Robert Moore Peg.Reinhart, J. C. Humphries, Roy McCardle,.Cory Thompson City Manager.Fred Sorsabal, Assistant City Manager/Community Development Bill Dunn, Planning Director Charles Roberts, Finance Director Robert Oman, City Attorney Robert Campagna, Deputy City Attorney Thomas Pasalides, Planner Sara Kallenbaugh, Planner Doug.Clark, City Clerk Eileen Phinney Terence J. McCarty Stone and The Finance Director introduced Terence J. McCarty Youngberg of Stone and Youngberg, municipal financing consult - Preliminary ants, San Francisco, California. Copies of a letter Review addressed to the Costa Mesa Redevelopment Agency, dated September 14, 1977, signed by Mr. McCarty and Alan Miller for the firm of Stone -and Youngberg, were distributed to everyone .present. The letter said that preliminary review and analysis has been made of the bonding capacity of the Redevelopment project showing the project incremental assessed valuation to be $4,618,340.00, 6f which $3,928,890.00 are land and improvements. The estimated annual -tax revenues of $373,000.00 would support a tax allocation bond issue of approximately $3,600,000.00. Support of Tax A question and answer session was held concerning Allocation Bonding steps to be taken to implement.andt.finance the "Super Block II" project. After lengthy discussion, on.motion by Vice Mayor Hammett, seconded by Councilwoman Smallwood, and unanimously carried, the 347, Resolution 77-116 Supporting Extension of Freeway Route 55. Adjournment Council went.on record in support.of.tax allocation bonding for the Costa Mesa Redevelopment Agency subject to legal requirements which must be met, and subject to'participation of private enterprise. Dr. Tom Nelson requested that Council clafify their position on the completion. of Freeway Route 55. After -discussion, on motion by Councilwoman Small- wood, seconded by Councilman-Raciti, Resolution 77 -116, -being A RESOLUTION OF -THE CITY COUNCIL OF THE CITY,OF COSTA MESA, CONCERNING ITS STRONG SUPPORT OF THE COMPLETION AND EXTENSION OF ROUTE 55 (FREEWAY) THROUGH THE CITY OF".COSTA MESA, was adopted 'by the fol -lowing -roll call vote: AYES:.
